Responsibilities:

  • Reviews Council authorities or delegated approvals relevant to assigned responsibilities.
  • Consults with and provides support to the Deputy City Solicitor – Litigation, Directors of Litigation, staff Solicitors, and each client's technical and professional staff
  • Drafts and/or reviews documents, notices, agreements, correspondence, by-laws, statutory notices, Statutory Declarations.
  • Drafts and responds to correspondence, orally and in writing, with City Divisions, outside agencies, members of the public, and the Bar
  • Investigates the status of City agreements with City Departments, outside agencies, members of the Bar and the public including investigating the status of debtors and negotiating or taking enforcement measures, as appropriate, to facilitate collection efforts
  • Arranges for and processes execution of agreements by authorized signing officers of City or relevant agency, board, commission.
  • Reports on the outcome of assigned matters to the Deputy City Solicitor – Litigation, Directors of Litigation, staff Solicitors, and/or each client, as required.
  • Provides paralegal support to solicitors on hearings or transactions.
  • Maintains financial records.
  • Provides services as a Commissioner of Oaths to the City.
  • Maintains "bring-forward" system to address all matters that arise are brought to the attention of the Deputy City Solicitor – Litigation, Directors of Litigation, or a staff Solicitor
  • Develops and maintains indices and databases on collection efforts to ensure deadlines, limitation periods, and other requirements are met, including the regular organization and updating of databases
  • Participates in documenting and introducing new policies and procedures in the Division.
  • Drafts, process, and serve court documents including claims, motions, affidavits, materials for settlement conferences, writs of seizure and sale, examinations in aid of execution, notices of garnishment, and other court documents as required to advance or support efforts by the City to collect monies/debts owed to it
  • Prepares for and attends settlement conferences and other related proceedings
  • Prepares planning and development related agreements such as Limiting Distance Agreements under 9.10.15.2 of the Ontario Building Code
  • Reviews real estate documents, such as surveys, and documents registered on Teraview.
  • Checks to determine if all relevant statutory requirements are addressed as they relate to assigned matters.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Successful completion of a two (2) year law clerk program at the community college level or a satisfactory equivalent combination of education and/or experience.
  2. Experience working with the Rules of Civil Procedure, including the Small Claims Court Rules and experience preparing court documents and forms.
  3. Experience in general litigation or collections.
  4. Experience with legal research tools, including CanLll, and Provincial e-laws.
  5. Knowledge of real estate documents, records, instruments, and practices, such as site drawings, surveys, PINS and legal descriptions.

You must also have:

    • Proficiency in computer software, such as Microsoft Outlook, Word, Excel, and Adobe
    • Ability to work independently with minimum supervision and exercise sound judgment
    • Ability to handle large volume of different files in organized and efficient manner
    • Record of superior performance with legal work including preparation of accurate documents, timely responses, organizational skills and attention to detail
    • Ability to deal courteously and tactfully with the public, staff and private sector lawyers
    • Ability to communicate effectively both orally and in writing
    • Ability to work flexible and/or varied work hours
    • Familiarity with e-discovery software would be an asset
