Job Summary

 

Reporting to the Director Community Planning, the Senior Project Manager will lead a complex multi-year, multi-divisional project for the Division. The Senior Project Manager will lead the review and implementation of development approvals, and provide advanced stakeholder management, technical expertise and consultation services in support of the Lawrence Heights Phase 2 revitalization, divisional projects and programs.

Major Responsibilities:
 

  • Leads assigned projects, ensuring effective cross-divisional teamwork and communication, high standards of work quality, health and safety and organizational performance and continuous learning.
  • Provides project management and strategic advice for all projects, activities and assignments to deliver assigned projects and programs in a complex municipal environment.
  • Negotiates innovative solutions to complex planning challenges involving multiple stakeholders to achieve the City's planning and development objectives.
  • Establishes, maintains and develops linkages to other City divisions, agencies, boards and commissions, to ensure effective partnerships. Represent the Development Review Division on project specific inter-departmental and intergovernmental working groups and technical advisory committees.
  • Advises and responds to requests from senior management and Division Head on project issues, status and technical matters.
  • Provide information and advice in response to enquiries from elected officials, other government agencies, stakeholders and the public.
  • Coordinates public consultation meetings in collaboration with elected officials concerning impacts of large scale and complex projects.
  • Writing and preparing reports to City Council and Standing Committees.
  • Organizes and delivers presentations to Committees of Council and/or senior management, and at conferences, seminars and events, as required.
  • Ensures excellent customer service is provided to both external and internal clients.
  • Carry out special Community Planning tasks as assigned.
  • Prepare for, and act as an expert witness before, the Local Planning Appeal Tribunal and/or the Ontario Land Tribunal.
  • Other duties as assigned.

 

Key Qualifications

 

  1. Post-secondary education in planning, or in a professional discipline pertinent to the job function, or any approved equivalent combination of education and experience.
  2. Extensive experience in the planning approval processes for large scale multi-phased and complex development projects, involving navigation through detailed subdivision planning processes.
  3. Extensive experience leading and delivering complex projects in multi-disciplinary teams, with the Development Review Process, Provincial Policies and Legislation related to land use planning, as well as current regulations and evolving trends in the City.
  4. Extensive experience in assignments demanding a high level of critical judgment and analytical thinking.
  5. Highly developed technical, analytical, verbal and written communication skills relating to planning matters.
  6. Highly developed presentation, communication and interpersonal skills, to effectively communicate and interact with all levels of the organization, elected officials, the media and the public.
  7. Superior political acuity, consulting, conflict resolution and negotiating skills to deal with the community, developers, other City divisions, and public and private agencies in complex, multi-stakeholder situations.
  8. Excellent project management skills, as well as the ability to prioritize and complete multiple project assignments.
  9. Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA), the Occupational Health and Safety Act (OHSA) and all relevant regulations that apply to the job duties.
  10. Eligibility for membership in the Canadian Institute of Planners and Ontario Professional Planners Institute.
