Job Summary:

Major transit construction has a significant impact on our main street businesses. The City’s Economic Development team is looking for a passionate and strategic individual to lead initiatives to support these small businesses and business improvement areas.

 

Reporting to the Manager, Business Growth Services (Main Street Initiatives), the Senior Project Manager will lead complex and significant projects to support businesses and BIAs impacted by transit construction.  This will include engaging BIAs and businesses to identify impacts and concerns from transit construction and developing plans to support businesses.

 

In addition, the successful candidate will liaise between City of Toronto divisions, Metrolinx, Transit Expansion, and other stakeholders to raise and help troubleshoot concerns. This includes working with multi-disciplinary teams of internal and external stakeholders to manage and resolve complex issues, and provide governance support to internal and external committees, as required.

 

Major Responsibilities:

  • Leads, develops, monitors, evaluates, and implements detailed plans for complex, large scale programs.
  • Manages time, budget and scope to ensure successful project execution.
  • Manages assigned projects, ensuring effective cross-divisional teamwork and communication, high standards of work quality, health and safety and organizational performance and continuous learning.
  • Provides lead project management and strategic advice for all projects, activities and assignments to deliver assigned projects and programs in a complex municipal environment. Coordinates inter-divisional programs, including program development, resource allocation, monitoring service standards and delivery levels.
  • Acts as resource person for public inquiry on assigned projects and program activities.
  • Supervises the work of a small team , as required, including the scheduling, assigning and reviewing of work. Establishes, maintains and develops linkages to other City divisions, agencies, boards and commissions, and other orders of government to ensure effective partnerships.
  • Allocates Capital and Operating budget funds, develops business cases, and ensures that the project expenditures are controlled and maintained within approved budget limitations.
  • Provides advice, guidance and technical assistance to community groups in undertaking projects.
  • Facilitates requests from elected officials and the public and generates a range of options for programs and policies, assessing the implications and feasibility of these options and recommends viable solutions and implementation strategies for various projects.
  • Coordinates public consultation meetings in collaboration with elected officials concerning impacts of large scale and complex projects.
  • Organizes and delivers presentations to Committees of Council and/or senior management, and at conferences, seminars and events, as required.
  • Regularly updates documentation on project initiatives, including the website, newsletter, and various media.
  • Ensures excellent customer service is provided to both external and internal clients.

 

Key Qualifications

  1. Post-secondary education in a discipline pertinent to the job function (e.g. Project Management, Business Administration) or an approved combination of education and experience.
  2. Extensive experience in project management, delivering projects, activities, and assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests.
  3. Considerable experience in a supervisory role gained through progressively more responsible positions in leading staff to accomplish project goals and initiatives.
  4. Considerable experience working with Business Improvement Areas, community organizations or non-profit organizations.
  5. Experience developing and leading complex economic development projects with diverse stakeholders.
  6. Advanced written and oral communication skills, with ability to communicate complexity to diverse audiences.
  7. Considerable experience preparing and delivering presentations to community groups, senior management and other stakeholders, preparing comprehensive reports, and briefing notes.
  8. Ability to establish effective working relationships and to work collaboratively with staff, internal and external clients, and other stakeholders.
  9. Sound executive judgement and political acumen, with an ability to handle matters of a confidential and/or sensitive nature.
  10. Highly developed analytical, organizational and problem-solving skills.
  11. Strong interpersonal skills including experience in conflict resolution and issues management.
  12. Ability to multi-task with excellent organizational and time management skills to successfully manage a workload with competing demands and deadlines.
  13. Knowledge of the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), with a working knowledge of municipal government responsibilities, services, issues and legislation
  14. Ability to foster an organizational culture that emphasizes innovation, collaboration, transparency, accountability and trust while promoting a strong code of ethics and integrity to support public service excellence.
