Job Description:
Reporting to the Senior Engineer - Traffic Systems Operations (TSO) unit, the Project Lead will support the Senior Engineer and Manager, and will work independently to manage activities, projects and programs related to traffic management, traffic signal optimization, traffic operations and intelligent transportation systems. In this position, the Project Lead will coordinate and supervise consultants and City staff ensuring effective teamwork and communication and exemplary performance to advance City Council's Strategic Actions, and Transportation Services goals and objectives.
Major Responsibilities:
- Provide support to the Senior Engineer as well as work independently to manage projects, activities, and assignments in the delivery of the Traffic Management Section's Intelligent Transportation Systems (ITS), MoveTO, and Vision Zero (VZ) programs. Assist in the design and development of technical standards and specifications for electrical traffic control devices and traffic control systems.
- Guide and lead the team to monitor and manage faults related to traffic control devices and traffic control systems.
- Analyze the operational requirements, coordinate and perform testing, review the results, prepare the summary, and present it to internal and/or external VZ and MoveTO stakeholders for further consideration.
- Develop, implement, monitor, and evaluate programs and projects related to the Traffic Systems Operations activities for traffic adaptive, transit signal priority, fire hall pre-emption, rail pre-emption and central emergency vehicle pre-emption systems. Provide advice, guidance and technical assistance to city contractors and stakeholders staff related to ITS, MoveTO, and VZ RSP initiatives.
- Facilitate requests originating from elected officials and the public, coordinate divisional input and assess project feasibility within current programs.
- Manage assigned projects and provide contract management to ensure effective teamwork and communication and high standards of work quality to advance the ITS, MoveTO, and VZ RSP initiatives in a complex municipal environment. Monitor projects with the help of other TMS staff to ensure completion in accordance with approved plans. Prepare project plans, report and status updates for senior staff.
- Regularly update documentation on Standard Operating Practices related to traffic control devices and traffic control systems.
- Conduct research into various transportation operations, including relevant practices, equipment, technologies, and cost-benefit results.
- Establish, maintain and foster linkages to other sections within Transportation Services Division and outside the Transportation Services Division such as 311, Engineering and Construction Services Division, GTA municipalities, Toronto Police Service, Toronto Transit Commission and Ministry of Transportation Ontario to ensure effective partnerships.
- Provide work direction to project team members and support staff, including Engineering Technologists, Technical Trainees, and volunteers. Prepare responses, reports, and correspondence for review by the Senior Engineer.
- Participate in the process of planning and developing long-range objectives for the Unit.
- Coordinate input into the Capital Works Program and Operating budget. Monitor project expenditures and budget variances, identify cash flow needs, validate, and approve invoices.
- Prepare, coordinate, and make recommendations on RFP's, RFQ's and tender documents for implementation of projects.
- Prepare terms of reference for consultant and contractor assignments, and coordinate and supervise projects completed by consultants and contractors.
- Provide membership and input to various Committees and relevant professional and industry organizations.
- Develop training course material, conduct training, and provide presentations as required for various levels of internal and external management/stakeholders.
Key Qualifications:
- Post-secondary education in Civil Engineering, Transportation Engineering or a discipline pertinent to the job function. Certification as a CET, membership in OACETT or certifications with International Municipal Signal Association (IMSA) Level I & Level II (Traffic Signals) will be considered assets.
- Experience working with Traffic Modelling tools such as Synchro, Aimsun, Vissim, EMME/2 among other similar or equivalent tools.
- Experience as a fully accountable project leader handling multiple and diverse transportation related projects, providing effective work direction to consultants, contractors and staff in a detail and deadline-oriented environment.
- Experience working with traffic control devices, traffic control systems or equivalent e.g. TransSuite TCS, SCOOT, SCATS.
- Experience working with computerized ITS equipment (various types of traffic signal controllers, intrusive and non-intrusive detectors, Vehicle Detection Systems, Accessible Pedestrian Signals, Transit Signal Priority, LED Blank-Out signs, and Uninterruptible Power Supply).
- Valid Ontario Class "G" driver's license, and daily access to a reliable personal vehicle for use on City business.
- Excellent conflict resolution skills. Proven track record of solid internal and external relationships and strong leadership capacity.
- Effective oral and written communication skills including excellent report writing and presentation skills.
- Knowledge of City of Toronto Standards and Specifications and OPSS documents relating to the job function
- Knowledge of Ontario Statutes, including Occupational Health and Safety Act and Regulations, the Ontario Highway Traffic Act, Collective Agreements and related Labour legislation.
