Reporting to the Manager, Digital Technology Services, the Senior Enterprise Solutions Technical Lead (Salesforce) will provide leadership in the delivery, sustainment, and strategic alignment of Salesforce solutions across the City. This role is critical to driving the enterprise vision for Salesforce as a core customer engagement and case management platform, ensuring compliance with public sector requirements while enabling innovation and improved service delivery for residents. 

 

The Senior Enterprise Solutions Technical Lead (Salesforce) will be responsible for overseeing enterprise-wide Salesforce programs, from large-scale implementation and integration projects to ongoing sustainment operations, ensuring stability, performance, and continuous improvement of the platform. Working closely with enterprise architects, portfolio managers, project managers, and vendor partners, this individual will play a pivotal role in aligning Salesforce delivery with corporate priorities and technology standards. 

 

This position requires a balance of technical depth, program delivery expertise, and strong leadership skills, with the ability to manage cross-functional teams, coordinate with external vendors, and engage senior executives and business stakeholders. The Senior Enterprise Solutions Technical Lead (Salesforce) will also be accountable for establishing governance frameworks, managing release schedules, and ensuring that all Salesforce initiatives meet the City’s commitments to accessibility, security, privacy, and enterprise architecture.  

 

Senior Enterprise Solutions Technical Lead (Salesforce) will:  

 

  • Provide enterprise leadership for the delivery and sustainment of Salesforce solutions across the City, ensuring alignment with corporate strategies and public sector priorities.  
  • Oversee and manage Salesforce program delivery, including large-scale implementations, integration projects, and release management cycles.  
  • Establish and maintain a multi-tier sustainment model to ensure effective incident, change, and problem management, while driving continuous improvement.  
  • Collaborate with enterprise and solution architects to ensure Salesforce implementations align with enterprise standards, integration strategies, and data governance frameworks.  
  • Partner with portfolio managers and PMOs to manage intake, prioritization, and demand/capacity balancing of Salesforce initiatives.  
  • Ensure all Salesforce solutions comply with public sector requirements, including accessibility obligations (AODA/WCAG), data residency, security, and privacy standards.  
  • Manage relationships with Salesforce vendors, AppExchange partners, and system integrators, while ensuring contract compliance, performance management, and cost optimization.  
  • Lead and mentor cross-functional Salesforce teams (administrators, developers, analysts) while fostering a collaborative, high-performing culture.  
  • Provide clear communication and updates to senior executives, program directors, and City leadership, including reporting on risks, issues, and platform performance.  
  • Develop and implement detailed plans and recommends policies regarding program-specific requirements.   
  • Manage, motivate, and train the unit's staff, ensuring effective teamwork, high work quality, and organizational performance, continuous learning, and encouraging innovation in others. Supervises the day-to-day operation of all assigned staff, including scheduling, setting, and reviewing work.  
  • Authorize and manage vacation and overtime requests. Monitor and evaluate staff performance, approves salary increments, and recommends disciplinary action when necessary. Develop, recommend, and administer the annual budget for the unit and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.  
  • Provide leadership in front-end web and mobile development and sustainment to ensure compliance with legislated regulations including MFIPPA, Accessibility of Ontarians with Disabilities Act (AODA), City policies and standards, and Open by Design and Data Governance. Lead front-end product and framework design and implementation, and communication, on-boarding and support for front-end development teams to leverage and use the products and frameworks.  
  • Ensure solutions, data strategies, and architectures comply with regulatory requirements. Oversee the technical design and implementation for corporate City of Toronto enterprise solution environments.  
  • Oversee the design of enterprise solution architecture to fulfill current and future organizational needs.  
  • Collaborate with cross-functional teams to develop cloud migration strategies, ensuring alignment with business goals and technical requirements.  
  • Create short-term tactical solutions to achieve long-term objectives and the overall roadmap.  
  • Develop and promote enterprise solution methodologies and standards.  
  • Address solution-related problems concerning integration, compatibility, and multiple-platform integration.  
  • Identify and develop opportunities for solution reuse, migration, and retirement. Establish mechanisms for monitoring and compliance with technology and information governance policies and practices.  
  • Enforce technology and information governance standards and policies, including change and user access management.  
  • Create strategies and plans for enterprise solution administration, backup, disaster recovery, business continuity, and archiving.  
  • Coordinate the definition of backup, archival, and disaster recovery strategy for enterprise solutions.  
  • Ensure the integrity of the enterprise solution environment by working with business and technical partners.  
  • Select and implement the appropriate tools, software, applications, and systems to support relevant solution goals.  
  • Define standardized methods and techniques for enterprise solution projects.  
  • Collaborate with project managers and business unit leaders for enterprise solutions projects.  
  • Ensure the success of enterprise solution rollouts.  
  • Direct and support technical project teams providing continuity and consistency across projects.  
  • Liaise with vendors and service providers to select products or services that best meet organizational goals. 

 
What Do You Bring to The Role? 

  • University degree in computer science or a related discipline with several years of progressively more responsible experience in large-scale IT solutions or an equivalent combination of education and experience. 
  • Extensive experience with Salesforce core clouds (Service Cloud, Experience Cloud, Sales Cloud, Public Sector Solutions), including configuration, administration, and governance in enterprise environments. 
  • Extensive leadership and project management experience across all phases of complex IT solution delivery, including supervising cross-functional teams (admins, developers, analysts), coaching staff, managing contractors, and engaging senior executives and stakeholders. Skilled in scope, risk, quality, and resource management using Agile and hybrid methodologies. 
  • Extensive experience leading teams in web front-end and hybrid mobile app development using SCRUM methodology, with hands-on expertise in HTML5, CSS3, and JavaScript frameworks such as VueJS, ReactJS, Angular, and Bootstrap. 
  • Considerable leadership in multi-year, multi-stream Salesforce programs, aligning initiatives with strategic goals, managing intake and prioritization, and overseeing vendors, AppExchange partners, and system integrators through contract negotiation and performance management. 
  • Considerable experience and knowledge of multi-tier sustainment models (L1–L3 support), ITIL/ServiceNow processes, and continuous improvement frameworks in a large corporate/public sector environment. 
  • Considerable ability to collaborate with solution and enterprise architects on data models, integration standards, security, and TOGAF-aligned principles. Experience with APIs, middleware, and legacy system modernization is key. 
  • Considerable experience in preparing and managing system and project documentation, including architecture, requirements, design, testing, support specifications, feasibility studies, business cases, charters, schedules, budgets, SLAs, RFIs/RFPs, and procurement artifacts. 
  • Strong understanding of public sector compliance and accessibility standards, including AODA, WCAG A/AA, MFIPPA, PCI, data residency, procurement cycles, and government reporting obligations. 
  • Experience in solutions design, taking into consideration systems environment (on premise, private cloud, public cloud, or hybrid), software (open source and development languages), and databases. 
  • Experience with following technologies would be an asset: Agile methodologies with JIRA and ITIL. 
  • Excellent interpersonal skills to work independently and collaboratively with others in a multidisciplinary team setting. 
  • Strong business acumen and customer service orientation to establish and maintain effective consulting relationships with clients and vendors. 
  • Effective teamwork, facilitation, communications, conflict resolution, problem-solving, crisis management, and team leadership/supervision in projects, assignments, and service engagements.
