Job Summary:

Reporting to the Manager, Public Energy Initiatives – New Development, this role is responsible for supporting internal and external partners with delivery of low carbon buildings and renewable energy systems, both of which are critical to fulfilling the TransformTO goal of net zero emissions by 2040. This includes advising City Divisions, Agencies and Corporations on achieving net zero emissions buildings and developing renewable energy projects, as well as working with private real estate and energy developers on meeting Toronto Green Standard requirements and accessing City-owned assets for renewable energy projects. This role is multi-disciplinary, requiring technical knowledge of green building practices and renewable energy technologies, an understanding of municipal governance, and an appreciation for stakeholder engagement at various levels inside and outside of the organization.  

 

Major Responsibilitites

  • Identifies energy conservation market opportunities, promotes funding, financing and financial incentives tools, develops business case analysis, develops promotional and outreach strategies and supports implementation of approved plans.
  • Develops, coordinates, plans and executes strategic energy conservation events in consultation with major stakeholders.
  • Reviews and coordinates consultant and contractor contract documents for E&C policy and procedures compliance, as well as directs consultants in the preparation of project documents for approved projects.
  • Develops technical specifications and standards for consultant use, and monitors industry changes and innovations to ensure these documents meet industry standards.
  • Provides technical advice to participants in Environment & Climate Division programs; conducts site visits to identify energy efficiency opportunities and assists in developing proposals.
  • Consults with municipal Divisions, including Legal, Planning and Financial Services as required.
  • Oversees a team of staff on a project basis, including contractors and/or consultants to effectively implement the energy efficiency aspect of construction projects, major renovations, rehabilitation and alterations.
  • Coordinates all documentation, including all correspondence from architects, engineers, building inspectors, contractors and sub-contractors.
  • Monitors work in progress, ensuring that all work executed is in accordance with the approved project parameters.
  • Develops, prepares and monitors schedules and budgets on all assigned projects in accordance with approved workplans.
  • Consults and maintains strong working relationships, including all correspondence with funding agencies, consultants and government authorities associated with assigned projects.
  • Represents the City on various technical committees including staff and citizen groups.
  • Works with other divisional staff and clients to ensure effective implementation of energy efficiency projects.
  • Prepares detailed and timely reports, records, schedules and monthly status reports.
  • Acts as liaison and maintains close and effective working relationships with consultants, funding agencies, industry associations and clients.
  • Reviews and responds to requests and inquiries by potential program participants.

 

Key Qualifications:

  1. Post-secondary degree/diploma in construction management, electrical, structural, or mechanical engineering, or energy management or the approved equivalent combination of education and experience.
  2. Considerable project management experience in construction of commercial or industrial infrastructure including rehabilitation and new builds.
  3. Experience with energy conservation and demand management strategies, knowledge of major energy industry stakeholders, programs, and initiatives.
  4. Comprehensive experience and, training in construction and contract administration and specification coordination.
  5. Considerable knowledge of financial incentives, financing tools and budget management.
  6. Thorough knowledge of building construction techniques, methods, materials, and project scheduling, with the ability to interpret mechanical, electrical and structural drawings and specifications.
  7. Highly developed interpersonal and communication skills, both oral and written, with the ability to deliver presentations to management, staff, members of Council and the public.
  8. Advanced knowledge of business case preparation, including the creation of reports, studies, analysis, and ability to make recommendations to support program mandates.
  9. Ability to effectively organize and manage project assistants.
  10. Ability to travel for site visits in a timely and efficient manner.
