In this pivotal, strategically important role of Manager Corporate Technology Standards with the City of Toronto Technology Services Division, you will play an instrumental part in City's technology and digital transformation. You will lead and manage the development and City-wide implementation of Corporate Technology Standards, ensuring alignment with the Organization's strategic and regulatory priorities. You will play a key role in establishing a standardized, secure and efficient technology ecosystem across all Divisions and operational areas, driving consistency in methods, products and services. You will also lead City’s Application and Technology Portfolio Management practice enhancing City-wide service delivery, supporting optimization and simplification of City’s technology landscape.

As Manager Corporate Technology Standards, you will report to Director, Architecture and Standards, and will be part of Technology Services Division’s Architecture team providing leadership in the technology standardization and application rationalization areas.  

You will provide hands-on experience in the areas of:

•    Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

•    Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.

•    Supports the administrative requirements of the growing team and area, enabling the Director to focus on strategy development and delivery.

•    Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.

•    Provides standards and application leadership and support with Technology Standardization and rationalization initiatives at the City.

•    Leads and ensures standards alignment by overseeing technology and security-related strategic standard planning activities in the Division, aligning standards development effort with the various units in the Technology Services Division (TSD), Office of the Chief Information Security Officer and City Clerk's Office to ensure standards development and adoption support City-wide technology governance.

•    Leads application and technology portfolio management activities, metrics and analysis for proper lifecycle management, standardization and rationalization activities across the City's technology landscape.

•    Develops, designs and implements strategic technology standards and programs that make major improvements in Corporate and City-wide technology standards and standardization initiatives.

•    Delivers and manages application and technology lifecycle governance management including reporting on currency and rationalization activities.

•    Provides in-depth strategic leadership and advice to ensure the successful implementation and governance of Corporate Technology Standards, aligning them with City-wide priorities and regulatory frameworks

•    Owns the Standards Catalogue, as well as the Application and Technology Portfolio Management System, serving as the foundation for standards and policies. Leads the team in reviewing, revising, approving and publishing these standards to ensure they remain relevant and applicable. Develops methods to maintain these systems and ensures they are consistently up to date through regular reviews.

•    Advises and guides Divisions on technology standardization, offering in-depth analysis and strategic recommendations to enhance compliance, efficiency, and interoperability across City-wide Information Technology initiatives.

•    Develops and leads the Standards team to plan and implement standardization activities while working directly with business representatives to understand their specific business requirements and industry best practices in technology standards. Champions collaboration across City Divisions by fostering cross-functional teams and working groups to ensure shared ownership of technology standardization efforts, enhancing efficiency and reducing risk.

•    Develops and maintains a City-wide framework and governance model, including standards and guidelines, templates and standard operating processes. Implements governance models and frameworks to track the effectiveness, adoption and compliance of technology standards across all Divisions.

•    Provides standards leadership by working with the team to formulate design plans that consider technology investments, risks and impact on the Organization's overall business processes and strategies, while providing value to the City by improving functions and business processes and eliminating unnecessary complexities.

•    Develops and maintains current and planned policies standards and guidelines, communicates and authoritatively publishes.

•    Manages all aspects of the technology standards life cycle and works with business partners to ensure that the policies and standards are developed through Committee, consultation and consensus.

•    Identifies, develops and champions opportunities for standard development in alignment with TSD's mission and strategic priorities, ensuring strategic alignment across all City Divisions.

•    Provides leadership and management in standards governance methodologies and techniques and builds culture of standardization across the City.

•    Prioritizes opportunities to promote promising new standards controls in consultation with the Standardization Program and other units in TSD.

•    Supports the development and implementation of a formal City-wide process for strategic analysis and transformation planning and design for policies and standards, as well as participating at intake and other committees.

•    Collaborates with various TSD sections to identify potential standardization opportunities as part of the annual divisional and City-wide standards planning process.

•    Reviews and coordinates feedback and certifying other Divisions policies and standards that impact technology and ensures alignment with City-wide governance policies.

•    Establishes connections to ensure trust with partners and decision makers by working openly and transparently with multidisciplinary teams ensuring policies and standards are designed, developed and maintained.

Key Qualifications:

  1. Extensive policy/standards development experience in a leadership capacity, gained in a complex technological environment, paired with post-secondary education in Information Technology, Business/Pubic Administration, Policy, or an equivalent combination of education and experience.

  2. Experienced leading major enterprise-wide Application and Technology Portfolio initiatives, from planning to implementation.

  3. Highly developed leadership, interpersonal, conflict resolution, negotiation, facilitation and problem-solving skills, with the ability to work collaboratively in a multidisciplinary team environment and independently as required.

  4. Strong ability to motivate teams and create a collaborative working environment

  5. Experience and knowledge on Business Architecture domain and related practices.

  6. Experience with Enterprise-grade technology platforms and services.

  7. Resourcefulness, analytical and problem-solving skills, paired with excellent communication skills.

  8. Ability to handle multiple competing priorities while working on complex, highly visible projects.
