Reporting to Manager Strategic Planning and Workforce Development, assists in providing strategic direction to all Toronto Water staff by introducing and implementing sound business practices to advance the mission of Toronto Water. Coordinates the work of the Business Support Team to ensure the effective and timely provision of strategic and business planning, policy development, business practices development, business audits and advice and support to the division.

 

Job Summary:

To oversee the provision of strategic direction to Toronto Water staff by introducing and implementing sound business practices to advance the mission of Toronto Water. Coordinates the work of the Business Support Team to ensure the effective and timely provision of strategic and business planning, policy development, business practices development, business audits and advice and support to the division.

 

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work.  Authorizes and coordinates vacation and overtime requests.  Monitors and evaluates staff performance, recommends salary increments and recommends disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.   
  • Leads the development of the division’s strategic plan and mid-term reviews and the development and implementation of strategies, frameworks, policies and procedures for the division’s performance measures program.
  • Leads the development of a Total Quality Management framework and system to ensure consistent practices across the division to meet or exceed customer expectations and comply with regulatory requirements, while driving continuous improvements.
  • Leads projects and supervises staff on the execution and completion of assigned projects (i.e., defines purpose, objectives, project activities, milestones and deliverables, monitors work performance and tracks progress to ensure that project goals and timelines are met).
  • Leads the design or modification of business processes for administering the delivery of service and tracking the cost and effectiveness of service delivery and develop strategies to improve performance, service delivery, and customer service.
  • Conducts research into assigned areas ensuring that such research considers developments within the field, corporate policies and practices, legislation, and initiatives by other levels of government.
  • Conducts statistical data analysis on various strategic, operational, and financial measurements, and reports on trends and findings, and makes appropriate recommendations.
  • Prepares reports for management, supporting recommendations on changes in business methods and processes including appropriate staffing levels, resource allocation, etc.
  • Provides strategic advice, guidance, and assistance to all levels of divisional management and staff on developing project plans, scope, terms of reference, project teams, etc.
  • Participates as a team member supporting complex organizational and change management initiatives.
  • Recommend changes to internal administrative policies and procedures and assist in their development.
  • Maintains awareness of current trends, practices, and direction in both the professional business world and the water and wastewater marketplaces, “best practices” for Toronto Water and recommends implementation of the same as and where appropriate.
  • Provides support to the Manager Strategic Planning & Workforce Development on various projects and initiatives

 

Key Qualifications:

  1. Post graduate education in business or public administration or other discipline pertinent to the job function, combined with relevant training or equivalent combination of education and experience.
  2. Considerable experience in the core areas of responsibility including supervising staff, analyzing and implementing strategic and long-term business planning activities, developing and writing; multi-year business and fiscal plans, annual business performance reports, and/or service delivery plans.
  3. Progressive analytical and implementation experience in assisting large organizations in the areas of organizational design, business process modelling, and management structure development.    
  4. Experience in conducting fiscal analysis, cost benefit analysis, developing and compiling financial data, preparing financial plans and analyzing accounting reports.
  5. Considerable experience in all phases of project management including management of project teams, and the ability to handle multiple tasks concurrently. Proven ability to organize and manage projects, processes and work teams.  
  6. Experience in providing effective work supervision to staff.
  7. Well developed; written and oral communication skills, analytical capabilities, conflict resolution skills, interpersonal skills to build good internal/external working relationships.
  8. Sound judgment and ability to handle matters of a confidential/sensitive nature as it relates to Council and other senior staff.  
  9. Ability to develop, negotiate and administer large dollar shared services, partnership and/or alternative service delivery agreements.
  10. Ability to develop creative solutions to complex operating and service delivery issues.
  11. Ability in researching, conducting analysis and preparing reports to support policy development activities; ability to conceptualize and develop options and recommendations to support decision making.  
  12. Ability to perform statistical data analysis and reporting.
  13. Understanding of the budget process and other major corporate systems.
  14. Ability in proficiently utilizing a variety of software tools and applications including; developing and maintaining both spreadsheets and databases; creating presentations and graphics, utilizing project management, business modelling, fiscal and statistical analytical packages.
