Reporting to the Director Environment, Climate and Forestry, the Manager Environment will manage a team that will deliver high-impact environmental outcomes by creating and delivering innovative policies and programs aligned with Divisional and corporate priorities. The Manager Environment will drive operational efficiency through change management and continuous improvement, ensuring strong coordination across Divisions and with external partners. The Manager Environment will provide financial oversight and enable informed decision-making while promoting collaboration and ensuring compliance with relevant legislation and corporate policies. The current manager roles to be filled are within Program Delivery and Policy, Planning and Program Enablement.
Major Responsibilities:

Develops and implements detailed plans and recommends policies regarding program specific requirements.

Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.

Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.

Ensures the effective administration of collective agreements and seeks advice from Corporate Employee Relations when providing guidance on collective agreement matters and employee related issues. May be required to participate in dispute resolution, the grievance procedure and arbitration. Ensures adherence to corporate policies, collective agreements, and legislative requirements.

Leads complex strategic initiatives and change management efforts to improve service delivery, operational performance and long term-impact.

Manages the development and implementation of comprehensive work plans, ensuring alignment with Divisional, service area, and corporate priorities and communications objectives.

Identifies and implements performance metrics and reporting frameworks to drive accountability, measure outcomes and support continuous improvement.

Provides leadership by modeling and promoting best practices in collaborative, cross-functional teamwork and partner engagement.

Ensures effective coordination and integration of efforts across internal units, City Divisions, and external partners, to achieve shared goals and maximize efficiency.

Manages procurement processes including RFPs, RFQs, and vendor management in collaboration with PMMD.

Provides strategic financial oversight, including budget planning, monitoring and reporting to support data-informed decisions and fiscal responsibility.

Cultivates and sustains effective working relationships with internal and external partners, including Council, community groups and other government agencies.

Provides senior management with timely, in-depth analyses and advice and makes recommendations on operational, policy, and emerging issues; fosters a culture where staff are enabled and encouraged to contribute insights and drive proactive risk mitigation and opportunity identification.

Manages and coordinates the implementation of Divisional service transformation initiatives, including organizational change that results in improved service levels and customer service, a more streamlined organizational structure, and impactful programs.

Leads and participates in cross-Divisional or corporate strategic initiatives and proactively support staff in doing the same.

Manages sensitive and confidential information with discretion and professionalism.

Promotes workplace safety and ensure compliance with the Ontario Occupational Health and Safety Act (OHSA) and other relevant regulations.

Fosters a culture of collaboration, innovation, accountability, and service excellence.
Key Qualifications:
-
Post-secondary degree or diploma in the relevant area of study such as Environmental Studies, Applied Sciences, Engineering Technology,Public Administration or a related discipline or the approved equivalent combination of education and related experience (i.e. training with Indigenous knowledge keepers and Elders).

Considerable experience leading, supervising, motivating and coaching multidisciplinary teams in a unionized and non-unionized environment, including performance management, staff development, employee engagement, and fostering an inclusive and collaborative workplace culture.

Extensive experience leading and managing complex environmental, climate, energy, sustainability, or related programs and initiatives within a municipal, public sector, or comparable large and complex organization.

Considerable experience in the development, implementation and oversight of strategic plans, policies, programs, and service delivery initiatives that support divisional, corporate and environmental priorities.

Extensive experience in the development, administration and monitoring of capital and/or operating budgets, including financial planning, forecasting, variance analysis, and reporting.

Experience managing procurement-related activities including development of RFPs, RFQs, vendor selection, and contract/vendor management in accordance with corporate procurement policies and procedures.
You must also have:

Highly developed verbal and written communication skills, with the ability to provide strategic advice, communicate complex issues clearly, and represent the Division in meetings, presentations, stakeholder consultations, and public-facing forums.

Strong leadership, interpersonal, negotiation, conflict resolution, analytical, problem solving, and organizational skills, with a demonstrated commitment to innovation, accountability, service excellence, and continuous improvement.

Sound knowledge of applicable legislation, regulations, and corporate policies, including the Ontario Occupational Health and Safety Act (OHSA), accessibility and human rights obligations, collective agreement administration, and relevant municipal governance frameworks.

Proficiency with Microsoft Office Suite and other software platforms used for budgeting, reporting, performance tracking, project/program management, and operational planning.
