PUMPING CONTROLLER OPERATIONS

Job Summary:

To direct and optimize the computerized control systems for the City of Toronto's Drinking Water Transmission System in a 24/7 operations control room environment.

Reports To:

Area Supervisor, System Control

Major Responsibilities:

• Co-ordinates work, ensuring effective teamwork and communication, high standards of work quality, and continuous improvement.

• Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.

• Ensures that operational expenditures are controlled and maintained within approved budget limitations.

• Acts as Operator-in-Charge (OIC) of the City's Class IV Drinking Water Transmission System in accordance with Ontario drinking water legislation.

• Acts as Overall Responsible Operator (ORO) of the City's Class IV Drinking Water Transmission System in accordance with Ontario drinking water legislation as required.

• Utilizes the Water Supply Process Control System (PCS) and the Transmission Operations Optimizer (TOO) software to forecast water demands, project reservoir storage levels and hydraulic conditions, schedule pump operations, monitor system trends, track electrical use, and identify network system problems.

• Monitors water system pressures and flows and controls pumping units at pumping stations to meet system demands and water quality objectives.

• Monitors and manages underground reservoirs and elevated tanks to ensure adequate storage capacity and adequate circulation of water to meet water quality objectives.

• Monitors and manages system pressure points and remote transmission valves to ensure adequate flow and pressure is achieved at all transmission-distribution system nodes.

• Monitors and responds to alarm conditions in the Process Control System to ensure efficient, compliant and safe operations within established performance, regulatory and quality limits.

• Maintains operational records and documents all non-routine operations using electronic log system in accordance with Ontario drinking water legislation.

• Utilizes the electronic log system to maintain, manage and validate operational data as required.

• Ensures adequate supply of treated water from Water Treatment Plants to meet short and long­ term water demands by coordinating operations with treatment plant staff.

• Coordinates operations on a 24/7 basis with Water Treatment Plants, York Region Environmental Services, Enwave Energy, and other stakeholders.

• Achieves customer service excellence by maintaining Toronto Water Service Standards and supporting Toronto Water Customer Care, Toronto Water Distribution & Collection, Toronto Fire, and 311 in customer matters.

• Operates standby power equipment in response to emergency events, electrical savings programs, and as part of preventative maintenance activities; maintains knowledge of standby power equipment design and control.

• Evaluates and tests processes and equipment to optimize system performance, taking into consideration cost, local and/or system wide process impacts, equipment capabilities, possible environmental impact, etc.

• Analyzes and interprets system operational and energy conditions, capacities and projections, and utilizes various strategic tools to optimize system performance.

• Utilizes various analytical strategies and software tools to maximize efficient electricity use to improve operating performance and reduce electrical demand and costs.

• Prepares, implements, and communicates operational strategies to achieve electricity savings and incentive program goals (i.e. demand response, global adjustment).

• Participates as an active member of the Water Supply Unit - Facility Management Team, including meeting attendance, project participation, Work Area supervisory support, and strategic planning participation.

• Participates in the development, implementation, and review of Standard Operating Procedures (SOPs) and Process Control Narratives (PCNs).

• Participates in Toronto's Drinking Water Quality Management System (QMS), including audit participation, and development, implementation, and review of Critical Control Procedures (CCPs).

• Participates as an active member of the Water Supply Unit - Incident Management Team and is familiar with the Water Supply Unit - Site Emergency Plan.

• Responds to system emergencies, such as water main breaks, equipment breakdowns and electrical power failures, by analyzing and coordinating a response and directing staff to repair the problem and notifies appropriate staff and officials.

• Initiates the call-in of maintenance staff on evenings and weekends to deal with emergencies, and escalates emergencies to the ORO, System Control Supervisor, and senior staff as appropriate.

• Authorizes and is accountable for operational adjustments due to planned system maintenance and repair activities.

• Authorizes all system operations performed by field staff, including valve operations and mechanical/electrical equipment isolations, balancing the need for continuity of water supply with protection for people, property and the environment.

• Ensures all work assignments are completed safely in accordance with the Occupational Health and Safety Act and the Regulations that apply to this work, and other related legislation.

• Responds to Adverse Water Quality Incidents and ensures compliance with the Ontario Safe Drinking Water Act, contacts appropriate officials and staff, and prepares reports and forms, and arranges for appropriate communications with the Ministry of the Environment, Conservation and Parks.

• Liaises with city and external stakeholders as well as emergency personnel (i.e. Toronto Fire) to provide appropriate water pressure for routine and emergency situations and provides information on system conditions.

• Prepares daily reports detailing transmission system operations, water production, and daily consumption for both internal stakeholders and the public.
