Major Responsibilities:

 

  • Monitors service provisions/outcomes and ensures compliance of contracted and funded agencies.
  • Conducts regular site visits to monitor and ensure compliance and provide capacity building support to funded agencies.
  • Implements and leads quality assurance reviews and operations reviews of agencies in difficulty.
  • Identifies service providers that require additional support and program oversight. Works with providers, appropriate agencies, and relevant city divisions to remedy service provision concerns and to ensure contract/program compliance, where compliance is an issue ranging from minor non-compliance to complex community issues which require the development and implementation of multi-stakeholder, multi-staged, complicated strategies within a politically sensitive environment.
  • Participates in the design and preparation of various funding programs and related public information. Analyzes and makes recommendations based on current trends and projection of future needs.
  • Assists with the preparation of information for divisional budget submissions and ensures programs and procedures are controlled and consistent with guidelines; provide input into assigned budgets to ensure compliance.
  • Represents the division or the city in meetings and initiatives with other funders, community stakeholders, other levels of government at Board of Health, Community Councils, Standing Committees and meetings with community groups, residents, elected officials and managers of other divisions.
  • Organizes, develops and participates in the design/delivery of training programs and professional development activities.
  • Participates in panels, speaks at conferences, conducts workshops and facilitates discussions on topics related to grant-making in general or public health funding programs.
  • Receives, tracks and responds to and provides direct support on resolution of complaints.
  • Responds to all inquires about funding program criteria and practices in order to address client questions and build public understanding of the program and processes.
  • Participates in and leads needs assessments, information gathering, community engagement activities, service area reviews, environmental scans, surveys and consultations, working with division staff, staff of other divisions, external partners, community services providers, elected officials, politicians and other public and private sector stakeholders, to develop appropriate grant policy and city-wide approaches to service area funding.
  • Develops understanding of new service sectors to ensure their comprehensive access to information on Public Health and city programs.
  • Communicates program criteria through public meetings and consultations to ensure applicant preparedness for grant application processes and well-developed applications.
  • Administers processes to review and assess applications.
  • Designs and implements appropriate application processes and monitors the life cycle of grants via the Toronto Grants, Rebates and Incentives Portal (TGRIP).
  • Develops program analytical tools, guides information and data management projects and leads the design of databases to meet the information and needs of the City funding programs; including datasets.
  • Trains section staff in use of tools as required.
  • Ensures processes comply with current legislative requirements, corporate requirements, program information needs and appropriate practices.
  • Undertakes risk assessment reviews of individual applicants and develops risk management plans, approaches and tools on behalf of division programs.
  • Assesses and monitors agency's fulfillment of contractual obligations and ensures they are meeting legal requirements, which could include participating in audits. 
  • Leads response in multi-stakeholder reviews and problem solving on behalf of relevant city programs.
  • Conducts thorough reviews of agency program/funding submissions, including a review of annual reports, budgets, financial statements, and year end audited reports to ensure that providers are operating in a fiscally and programmatically responsible manner.
  • Prepares approval letters to funding submissions and completes various reports.
  • Works with providers to supply performance management and statistical information and recommends payments against established schedules and performance requirements.
  • Assists in the review and development of new services, policy directions and standards to ensure the effective service delivery of the Division.
  • Undertakes analysis, community consultation and other relevant action necessary to develop and recommend funding priorities for programs to respond to community needs, funding policies/programs of other city divisions and other orders of government.
  • Identifies long-term funding issues and links information through the budget planning cycle. Recommends policies/procedures regarding program specific requirements and develops and implements processes to ensure programs are consistent with Board of Health, corporate and Divisional requirements.

Key Qualifications:

Your application must describe your qualifications as they relate to:

 

  1. Post-secondary education in public health science, community development, social work, social policy, public administration, or related discipline combined with relevant experience, or equivalent combination of education and experience.
  2. Considerable experience in supporting organizations to improve performance and maximize service capacity, for the areas of access, reconciliation, equity, and anti-oppression issues in community-based service delivery.
  3. Considerable experience in the development and administration of grant programs.
  4. Considerable experience in the measurement and evaluation of programs related to the role (ie. community based programming, grant funding, social services, health services).
  5. Experience working within the community services sector and community-based programming in one or more of the following areas: youth resiliency, HIV and Sexually Transmitted Blood Born Infections (STBBI), harm reduction, community development, and community capacity development.

 

You must also have:

 

  • An in-depth understanding of non-profit sector financial management and funding climate including non-profit fundraising and budgeting, accounting, contract compliance requirements and issues, audited financial statement development and analysis, program budgeting, core administration issues and practices of other funders.
  • Ability to participate actively within multi-stakeholder programs ensuring effective, time sensitive service delivery.
  • Broad knowledge of the community services sector including many of the following: health promotion, confronting anti-Black racism; reconciliation and supporting Indigenous communities; youth leadership and youth engagement; community development; service development in under-resourced neighbourhoods, supporting newcomers
  • Excellent verbal and written communication skills.
  • Ability to work within an anti-oppression framework, including familiarity with the sociology of large and complex urban areas with an ethno-racially, linguistically, and economically diverse population.
  • Ability to establish effective working relationships with a variety of community and sector organizations, council members, other funders, other levels of government, other divisions and community stakeholders.
  • Ability to work independently as well as part of a team.
  • Strong conflict resolution, interpersonal and problem-solving skills and the ability to develop consensus and recommend effective, strategic solutions.
  • Proficiency with electronic communication tools and database applications, including spreadsheets, word processing, public presentations, relational database applications.
  • Ability to apply strong analytic and problem-solving skills to issues of funding policy, service area policy, city initiatives, community issues and organization needs.
