Job Description

To assist in the procurement of goods, services, equipment, and materials for divisions within the City of Toronto and designated Agencies, Boards and Commissions.

Major Responsibilities:

  • Assists Service Area Buyers in the development of competitive and non-competitive procurement and processes.
  • Assists in the preparation of product specifications descriptions/scope of work.
  • Assists with entry of requisitions in procurement system.
  • Assists, prepares, and conducts Request for Quotation (RFQ) call process in accordance with the Purchasing By-laws, Policies and Procedures and forwards to Service Area Buyer or Supervisor to review.
  • Confers with suppliers regarding delivery, quality, etc., to ensure that divisional and specification requirements are met.
  • Obtains insurance, WSIB, Fair Wage and new vendor documents for the purpose of securing contracts.
  • Operates the City's automated purchasing system to process purchasing requirements (e.g., purchase orders, quotation requests, proposal calls, etc.), and to update and retrieve purchasing information.
  • Assists in the review and follow up of non-competitive procurement requests for divisions.
  • Processes contract release orders and good receipt requests within a specific timeframe in SAP and Requests to Purchase Goods and Services (RPGS).
  • Prepares purchase orders and related documentation (e.g., price agreements, correction sheets, etc.) from quotations.
  • Assists in the review and follow up of non-competitive procurement requests for divisions.
  • Maintains databases and retrieval systems for records/documents.
  • Responds to inquiries regarding the operational area/function.
  • Prepares administrative reports and associated correspondence.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. A certificate/diploma from a recognized Purchasing program from a college/university or an equivalent combination of education and experience
  2. Experience working in a purchasing environment
  3. Experience working with Purchasing related policies and procedures
  4. Experience working with computerized purchasing systems (i.e., SAP, RPGS)
  5. Considerable experience with Microsoft Office Suite (Word, Excel, PowerPoint)

You must also have:

  • Strong verbal and written communications, with demonstrated ability to provide a high level of customer service
  • Strong organizational, analytical, problem solving and multi-tasking skills with the ability to meet deadlines, handle competing priorities
  • Ability to work independently, as required
  • Ability to work additional hours as operational demands require, i.e., year-end, or other peak periods
  • Good knowledge of the products and services used by the City and designated Agencies and Corporations, an asset
  • Knowledge of the City’s purchasing policies and procedures
