Major Responsibilities:

  • Processes payment of invoices and employee reimbursements and maintains financial and staffing records.
  • Prepares purchase requisitions, cheque requisitions and departmental purchasing documents including contract release orders (CRO).
  • Prepares corrective journal entries. Reviews all materials and purchase requisitions for availability of funds.
  • Monitors, analyzes, and reconciles accounts.
  • Prepares adjusting entries and financial statements.
  • Compiles and analyzes financial information required for the preparation and monitoring of budgets and makes recommendations regarding future funding.
  • Liaises with the Accounting Division and the Purchasing Division, regarding accounting and purchasing matters.
  • Provides cost and revenue analysis and identifies problem areas e.g. write-offs on collections. Reviews and ensures compliance with corporate and departmental financial and administrative directives and policies regarding payroll issues.
  • Performs financial research for special projects.
  • Prepares budget estimates based on input from the Program Managers. Prepares budget allotment sheets after approval of annual estimates.
  • Monitors monthly expenditures and produces monthly variance and gapping reports for assigned programs.
  • Advises the Program Manager of significant surplus deficit funds and projected trends.
  • Receives cash and cheques for deposit.
  • Performs accounting and purchasing functions in accordance with standard civic procedures. Prepares year-end schedules and liability accruals and prepares settlements and interim reports as required.
  • Performs audits of petty cash funds and documents findings.
  • Reviews all petty cash vouchers and maintains the petty cash fund.
  • Analyzes, updates, and resolves AP Parked Documents on a daily basis and submits resolutions on the bi-weekly AP Parked Documents Report.
  • Prepares and submits AP interface payments to Corporate AP.
  • Reviews, processes, and completes Level 1 approval for all Pcard transactions related to their programs.
  • Any Ad-hoc duties and reporting as required.
  • Prepare correspondence as required.
     

 

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Degree or Diploma in an accounting or business discipline or enrollment in the CPA (Chartered Professional Accountants) program, or equivalent combination of education and experience in the accounting/finance field.
  2. Considerable experience in the analysis and interpretation of financial data.
  3. Considerable experience with computerized accounting systems and applications such as the City's Enterprise Resource Planning System, SAP, word processing and spreadsheet applications such as Microsoft Word and Excel.

 

You must also have:

  • Basic knowledge of the City of Toronto's purchasing and accounting policies and procedures.
  • Ability to coordinate financial and statistical data for analysis and reporting.
  • Ability to establish and maintain effective working relationships with all levels of staff, clients, and the public in an efficient and diplomatic manner.
  • Ability to deal with confidential matters.
  • Excellent interpersonal skills and the ability to work effectively independently and as a member of a team.
  • Excellent verbal and written communication skills with the ability to prepare correspondence, memoranda, and reports.
  • Organizational skills and ability to perform in a high-pressure environment.
  • Excellent problem-solving skills.
