Job Description
Reporting to the Manager, Customer Experience & Technology, the Business Analyst is responsible for performing a range of activities related to processing mapping, requirements gathering, planning, designing, testing and launching business solutions and enhancements to both operational and new systems supporting the development application review process.
Major Responsibilities:
- Documents and analyzes business processes, system requirements, screens and report layouts, input costs and output levels and conducts data flow analysis and business process modeling.
- Conducts business process reviews and makes recommendations to senior management, including process optimization and simplifications that could lead to changes in staffing levels and resource allocation.
- Develops test strategies, plans and scripts and executes and documents tests of technology solutions and business processes and validation of IBMS enhancements, web pages and applications to support the implementation of process and procedural changes.
- Prepares or contributes to technology solutions, including product visions, use case models and supplementary specifications including screen mock-ups, report mock-ups and business rules.
- Supports development of business plans, project plans and work breakdowns.
- Conducts studies on the feasibility of integrating technology and processes to deliver a range of support services.
- Evaluates and makes recommendations on the effectiveness of IBMS and web technologies or methods of delivering information and services and the usability and standards compliance of information products and user interface screens.
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Provides supervision to teams associated with projects.
- Conducts research into assigned area ensuring that such research considers developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Develops, monitors and evaluates data collection processes and systems to support service delivery and monitoring of trends.
- Facilitates standard approaches to data capture, collection, input and interpretation and ensures that information and data are delivered in a consistent manner.
- Conducts analyses to assess the division's web information requirements and develops and presents effective concepts, designs, prototypes and page templates.
- Provides presentation support and gives presentations as required.
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Post-secondary education in business, information technology, public administration or other discipline pertinent to the job function, or an equivalent combination of education and experience.
- Considerable experience in the analysis, development, implementation, and enhancement of business information systems throughout all phases of the System Development Life Cycle (SDLC).
- Considerable experience completing systems and user testing including preparing detailed test plans and strategies, test scripts, and maintaining comprehensive documentation materials.
- Considerable experience facilitating sessions to identify current and optimal business solutions and eliciting and communicating ideas in both technical and user-friendly language.
- Considerable experience preparing documentation including process maps, technical and functional business requirements, and user guides.
You must also have:
- Experience with a variety of software packages including Microsoft Office (Word, Excel, PowerPoint, Visio, SharePoint), MS Project, Atlassian (Jira, Confluence), Adobe Creative Suite, Miro, Figma.
- Project management and organizational skills to prioritize multiple projects, work in cross-functional teams, set clear directions and design terms of reference and work processes.
- Highly developed interpersonal, presentation and communication skills to interact and communicate effectively with all levels of the organization.
- Accountability, innovation, adaptability and the ability to change.
- Ability to work in a team, lead projects, and provide direction to associated project work teams where required.
- Knowledge of legislation, such as the Occupational Health and Safety Act, Accessibility for Ontarians with Disabilities Act, and other related policies and regulations.
- Experience with Granicus Amanda 7 is considered an asset
- Artificial Intelligence experience related to process automation, and standardized document and memo generation is considered an asset
- Understanding of development review and building permit processes at the City of Toronto is considered an asset.
- Certification through the International Institute of Business Analysts as a Certified Business Analyst Professional (CBAP) is considered an asset.
