Our People and Equity Division delivers critical functions within the City’s complex multi-site, multi- division, multi stakeholder and union and non-unionized environment. As part of the People & Equity Division, our People Experience section supports strategic corporate talent, learning, and leadership programs, projects, and talent management systems. People Experience is highly integrated into the broader divisional work of developing and implementing policies and practices conducive to improving the overall employee experience and fostering an equitable working environment.
 

In this temporary role, reporting to the Senior Project Manager, the Business Analyst will support a complex Talent Management technology solution evaluation project. The key deliverables for the project will include gathering and evaluating talent management system requirements, sourcing an external consulting firm and partnering with them to assess, evaluate and analyze market options, aiding in the development of business cases for the procurement of a future talent management solution.
 

The Business Analyst will be responsible for implementing project plans, supporting procurement & vendor management relationships, conducting data collection and analysis, supporting project and stakeholder management, reporting on project mandates, as well as providing technical expertise and consultation services to support divisional projects and programs.

 

What You Will Do:
 

Project Support & Business Administration
 

  • Support the development, monitoring, and implementation of detailed project plans and recommend options regarding project specific requirements by providing strategic advice for project execution and change management.
  • Prepare business cases, implementation and change management plans, gather business/functional/technical requirements using various methods, and creation of design documents to support project workstreams.
  • Conducts financial analysis and determines key indicators to measure the effectiveness and efficiencies of service delivery methods and design processes to track those indicators.
  • Support the procurement of consulting services through the development of briefings, scope of work documents, proposal evaluations, solution recommendations, execution of legal agreements and ongoing contract management with selected vendors, and other materials related to the RFX process.

 

Research Analysis, and Reporting
 

  • Research and analyze a range of options for technology solutions, assessing the implications and making recommendations based on best practices.
  • Interview, document, and facilitate business and data requirements gathering sessions. Develops and documents reports summarizing the findings.
  • Generate reports and analysis for solutions, assessing the implications and feasibility of those options and recommends viable implementation strategies.
  • Develop options for procedures, business process reviews, management practices and recommends changes to support solution implementation.
  • Conduct research and analysis into assigned area ensuring that such research considers developments and leading practices within Talent Management, corporate policies and practices, legislation and initiatives by other municipalities and levels of government.

 

Consultant
 

  • Lead and/or liaises with and participates on inter-divisional teams, staff, external consultants, and other stakeholders.
  • Build and managed collaborative relationships with divisions to ensure support is available to achieve project goals.
  • Lead consultation processes while balancing political, business, and other stakeholder interests. Negotiate and coordinate with both internal and external stakeholders on various working groups to provide advice to decision makers.
  • Organize, research, report, and delivers presentations to Committees of Council and/or senior management.

 

What You Bring To The Role:
 

  1. Post-secondary education in the relevant field, such as Business Administration, Human Resources, Information Technology, and Project Management etc., or equivalent combination of education and experience. Project Management designation as asset.
  2. Experience supporting large-scale enterprise-wide HR technology projects, with a focus on service procurement and HR solutions implementation, within a complex environment (public sector is preferred). Experience with vendor and contract management an asset.
  3. Considerable experience in applying project management methodologies to develop, implement, support, and document large-scale business transformation projects in a public or private organizations.
  4. Strong ability to research & analyze data, effectively summarize and report on results, and the ability to prepare, organize and present information.
  5. Proven experience in effectively gathering business requirements using a variety of methodologies, including interviews, surveys, workshops, and document analysis and an ability to facilitate stakeholder discussion to translate complex needs into clear, actionable requirements that drive project success.
  6. Experience with conducting and executing business process reviews that streamline and improve work efficiencies including preparing business process mapping.
  7. Advanced knowledge of Microsoft Office products including Word, Excel, PowerPoint, Visio, MS Project, & SharePoint.
  8. Strong Knowledge of HR systems and data migration strategies within Cloud environments.
  9. Ability to work and communicate effectively as a team member and work collaboratively with others in a multidisciplinary team, provide work direction to work teams associated with projects, and facilitate group meetings or working sessions with clear agendas and outcomes.
  10. Effective decision-making, conflict resolution and problem-solving skills, demonstrating innovation with a results-oriented approach.
  11. Familiarity with current issues and best practices related to equity, accessibility, human rights, inclusion, reconciliation and deep understanding and a thorough working knowledge of the Ontario Human Rights Code, the Occupational Health & Safety Act, Accessibility for Ontario's with Disabilities Act, Employment Standards Act and Municipal Freedom of Information Act.
