Reporting to the Manager, Toronto Emergency Management, the Business Intelligence Consultant plays a key role in strengthening how the division uses data to support decision-making, planning, and emergency response. This position will lead the assessment of current data practices and help build the foundation for business intelligence across the division—identifying what data should be collected, how it is used, and how it can be translated into clear, actionable insights. Working closely with leadership and operational teams, the Consultant will act as a strategic partner, turning complex and often limited data into meaningful information that supports divisional priorities, resource planning, and service delivery.

 

 

Major Responsibilities:

 

  • Leads the assessment of current data practices, systems, and capabilities to identify gaps, support continuous quality improvement and strengthen data use and reporting across the division.
  • Develops and implements a roadmap to establish and enhance business intelligence capabilities, including data collection, analysis, and reporting processes.
  • Partners with business units and leadership to understand operational needs and define data requirements that support emergency planning, response, and divisional strategy.
  • Translates complex data into clear, actionable insights and presentations tailored to non-technical audiences, including senior management.
  • Develops and maintains performance measures, dashboards, and reports to support monitoring of service delivery, outcomes, and resource allocation.
  • Prepares charts and graphs; tabulates statistical data for presentations in various budget reports. Provides strategic analytical advice and recommendations to support decision-making, policy development, and continuous improvement initiatives.
  • leads the development of data management practices, including data quality, consistency, standardization, and appropriate use of data across the division.
  • Leads and/or supports projects related to business intelligence, including defining objectives, deliverables, timelines, and monitoring progress to ensure successful completion.
  • Responds to ad hoc data requests and provides timely, accurate information to support operational and strategic needs.
  • Collaborates with internal and external stakeholders, including other divisions and agencies, to integrate data sources and share information effectively.
  • Contributes to business continuity and emergency response efforts by providing data support and participating in time-sensitive, high-priority initiatives as required. Prepares and delivers reports, briefings, and presentations for senior leadership, Council-related materials, and other stakeholders as needed.
  • Supports TEM's 24/7 emergency response capacity where required. 

 

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Considerable experience translating complex data into clear, non-technical insights to support senior management decision-making and presentations.
  2. Extensive experience conducting data analysis and assessments to identify gaps, define data requirements, and develop actionable recommendations or roadmaps for improved data use.
  3. Considerable experience working with diverse stakeholders to gather business requirements, understand operational needs, and act as a strategic partner across teams.
  4. Considerable experience developing performance measures, reports, and dashboards using business intelligence tools to support planning, monitoring, and outcome reporting.
  5. Experience supporting or contributing to the development of data management practices, including data collection approaches, data quality, and foundational data structures in evolving environments.
  6. Extensive Experience working with data visualization and reporting tools (e.g., Power BI, Tableau, Excel) to support analysis and reporting.
  7. Experience with GIS software and geo-spatial analysis would be an asset. Knowledge of public sector, municipal, or emergency management environment would be considered an asset.
  8. Familiarity with Microsoft SharePoint and 365 development, including Lists, Forms, workflow processing, automation and asset management.
  9. Exposure to data governance, data management practices, or establishing data standards in evolving environments.
  10. Clear and effective verbal and written communication skills, with the ability to prepare, document and present findings.
