As part of the Business Transformation Team within the Housing Secretariat, you will play a key role in driving innovation by leading and supporting the design and development of business and technology solutions that enhance performance and modernize business processes.
In this position, you will lead the end-to-end design and implementation of IT business solutions that support critical Housing Secretariat initiatives. You will also provide strategic oversight and support for major technology platforms, including the Social Housing Administration System (SHAS), Yardi, QuickBase, and Toronto Grants, Rebates and Incentives Portal (TGRIP).
Major Responsibilities:
- Leads designing, developing, or supporting solutions to satisfy challenging business needs and sustain critical applications through the whole development lifecycle to produce business solutions in conformance with Corporate and Divisional technical directions and industrial best practices.
- Leads various stages of projects and project team members and resources, and collaborates closely with Project Managers, Stakeholders and Business Units.
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Leads the definition and evolution of the integrated change management process involving various technology teams.
- Performs analysis and design duties as well as programming, data modeling, scripting, testing, documentation and deployment preparation.
- Ensures successful delivery of solutions through proper coordination, change management, resource management, quality assurance, contingency measures and risk solutions.
- Identifies potential business integration opportunities through knowledge of industry trends and related Divisional/City initiatives.
- Organizes, participates and conducts prototype or proof-of-concept initiatives with client stakeholders that will assist in the determination of adopting new processes and/or technologies.
- Identifies and recommends risk mitigation strategies related to major technology/business process solutions/changes.
- Evaluates and makes recommendations on alternative service delivery, new technology solutions and business process methods.
- Performs analysis and design duties as well as programming, data modeling, scripting, testing, documentation and deployment preparation.
- Liaises and coordinates with team members in the areas of business analysis, development, quality assurance and testing, infrastructure, and various groups in corporate Technology Services.
- Monitors and evaluates the functionality of developed applications and makes recommendations for enhancements.
- Prepares reports to management supporting recommendations on changes in business technology solutions, business methods and business processes including appropriate staffing levels and resource allocation.
- Prepares briefing notes, policy documents, business and evaluation analysis, and communication documents as required to support the Manager.
- Determines project requirements, analyzes and recommends feasible options, designs, builds and/or codes, acquires, tests, and implements enterprise information structures and applications, and sustains information technology solutions to meet critical City-wide and divisional business objectives and to provide scalable enterprise solutions.
- Applies technical expertise to recommend, develop and maintain corporate policies, procedures and standards that are consistent with legislation to ensure enterprise information and applications integrity.
- Applies technical expertise to ensure security, privacy and quality assurance requirements are implemented in a manner that delivers business requirements and is consistent with MFIPPA and legislation, thereby ensuring the integrity of complex enterprise information and applications.
- Applies technical expertise to develop and/or input to procurement and project management documentation. Examples include business cases, RFI/P/Qs, Sole Sources, statements of work, service level agreements, project charters, project plans, status reports, issue logs, change orders, resource plans, budgets, migration plans, contingency plans and risk assessments.
- Communicates effectively e.g. leading and facilitating meetings, preparing and delivering presentations and reports. Audiences include business/project managers, project team members and other orders of government and external parties.
- Develops and/or applies complex business and application models, information structures, data models, data schemas, technical program code, network and security interfaces, data and application design as governed by architectural frameworks, technology standards, information policies and legislative requirements.
- Analyzes and recommends changes to current business practices, business and information processes, data flows, performance measures, information delivery and knowledge utilization toward a more efficiently managed and coherently integrated information environment for all divisions in the City.
- Generates the plan and directs the project team in the execution of software upgrade activities.
Key Qualifications:
- Post-secondary education in computer science, computer engineering, software engineering, or the equivalent combination of education and/or experience.
- Considerable experience in system analysis, requirement analysis, application design, coding and unit testing, troubleshooting, and production deployment and support.
- Considerable experience in complete life cycles of business solution implementation using Java, Java EE, WebSphere/Tomcat, UNIX and Linux, Eclipse, GitLab, and TLS/SSL Certificates and with front-end technologies using JavaScript, HTML5, CSS3, jQuery, Python and their related frameworks.
- Considerable experience working with database technologies and data management platforms such as QuickBase, including relational databases; strong understanding of data structures and data governance; and the ability to design, configure, and maintain data-driven applications and workflows.
- Experience with data integration tools, APIs, or automation tools to support system connectivity, data flow between platforms, and the development of efficient and scalable business processes.
- Considerable experience with database technologies, including PL/SQL programming, and working with relational databases such as Oracle and MS Access, as well as open-source systems like PostgreSQL and MySQL.
- Experience working on and managing architecture diagrams, technical documents, risk assessment, and digital accessibility compliance.
- Considerable experience in supporting the development and testing environments of complex computing solutions and root cause analysis during unanticipated outages by providing troubleshooting and debugging recommendations and support.
- Ability to utilize data visualization and business intelligence tools, such as Power BI and Tableau is considered an asset.
- Knowledge with the following technology systems is an asset: Social Housing Administration System (SHAS), Yardi Voyager, SharePoint, and Toronto Grants, Rebates and Incentives Portal (TGRIP).
