About the Role:

 

The City of Toronto is currently looking for a Business Programs and Solutions Specialist (Full Stack Software Specialist) to join its award-winning solution development team with Toronto Children's Services (TCS). In this dynamic role you will be a key member of a tight-knit, cross-functional team of technology professionals who work together to achieve digital transformations for the City and its residents.

What will you do?

 

You will be responsible for the end-to-end design, development, and implementation of business IT solutions using modern full stack technologies, including web, cloud-aligned, GenAI, and API-driven architectures. You will contribute to building scalable and maintainable systems leveraging technologies such as Java, Spring Boot, JavaScript/TypeScript frameworks, REST APIs, and modern DevOps practices.

Working closely with Product Owners, technical leads, and cross-functional teams, you will lead the design and development of solutions that meet evolving business needs. You will actively participate in Agile delivery processes, including backlog refinement, sprint planning, daily stand-ups, reviews, and retrospectives, while contributing to user stories, acceptance criteria, and testing strategies.

You will apply AI-assisted development tools (e.g., GitHub Copilot) to enhance productivity and code quality, while ensuring that all outputs meet standards for accuracy, security, maintainability, and responsible use of technology. You will help the team adopt effective practices for leveraging AI in software development in a controlled and value-driven manner.

You will contribute to the design and implementation of CI/CD pipelines, automated testing, and deployment processes, supporting efficient and reliable delivery of software across environments. You will promote best practices in code quality, peer reviews, and continuous integration within the team.

You will play a key role in modernizing existing systems by improving architecture, refactoring legacy components, and enabling more modular, API-driven, and cloud-aligned solutions. This includes working with enterprise platforms and environments (e.g., WebSphere, Tomcat) and supporting the evolution of applications toward more scalable and sustainable architectures.

You will provide technical leadership in software engineering and solution design, ensuring that systems are secure, performant, accessible, and aligned with enterprise standards and policies. You will collaborate with corporate partners to align with enterprise architecture, cybersecurity practices, and governance requirements.

You will work closely with business stakeholders to understand needs, propose solutions, and continuously improve digital services for clients, staff, and service providers. You will contribute to ideation, prototyping, and the adoption of innovative technologies to enhance service delivery.

You will also contribute to broader team and organizational activities, including mentoring team members, participating in hiring processes, working with vendors, and supporting project and release planning activities.

 

 

Key Qualifications:

 

  1. Extensive experience in developing business solutions using technologies such as Java, REST API, Spring Boot, SQL, Oracle, Tomcat, WebSphere, and Linux.
  2. Considerable experience in frontend development using modern technologies such as JavaScript, TypeScript, Angular/React, HTML5, CSS3, Figma, and AODA.
  3. Demonstrated experience using GitHub Copilot or similar AI-assisted development tools to accelerate software delivery, including validating AI-generated outputs for correctness, security, maintainability, and compliance with responsible AI, data privacy, and secure coding practices.
  4. Experience with end-to-end DevOps and Agile delivery practices, including CI/CD pipeline design and configuration, automated testing, code quality practices, deployment automation, and environment management.
  5. Experience in software solution design that incorporates leading practices for system security, performance, scalability, maintainability, and sustainability, with exposure to cloud platforms and services such as AWS or Azure.
  6. Post-Secondary education in Computer Science, Computer Engineering, Software Engineering, or other STEM majors with relevant experience, or the equivalent combination of education and/or experience.
  7. Ability to provide technical leadership, help foster a positive team culture, and suggest innovations and improvements.
  8. Ability to represent the perspective of software development in cross-functional discussions, including managing stakeholder expectations on estimates, and negotiating the scope of deliverables.
  9. Well-developed interpersonal, written, and verbal communication skills, including creating proposals, presenting ideas, and facilitating discussions to resolve issues or introduce new concepts.
  10. Knowledge of principles and methods for analyzing business needs, proposing and assessing suitable options, and designing client-centric solutions, such as user experience design and customer journeys, would be an asset.
  11. Familiarity with relevant government legislation in the area of Occupational Health and Safety, Municipal Freedom of Information and Protection of Privacy Act, Accessibility for Ontarians with Disabilities Act, and other relevant legislation and regulations.
