Job Summary:
The Business Systems Analyst performs business and system analysis functions as a key member of project teams, consisting of staff, vendors, and/or consultants for the planning and implementation of information technology projects. They provide reliable and effective business requirements collection and analysis, and design holistic solutions encompassing development, implementation, testing, and administration of technology systems, applications, equipment, as well as relevant management policies within the division, in order to optimize the use of technology across the division to improve and enhance the client experience. Additionally, they contribute to quality assurance and testing activities by designing and executing test plans and test cases, performing various types of testing, identifying and documenting defects, and collaborating with developers to resolve issues, ensuring adherence to quality standards and continuous improvement of system quality.
Major Responsibilities:
- Implements detailed plans and recommends policies/procedures regarding program-specific requirements.
- Deals with confidential information affecting the division and its resources. Prepares and presents reports to management supporting recommendations on changes/improvements in business processes, training, and service standards that impact appropriate staffing levels and resource allocation.
- Participates in varied assignments related to IT systems and infrastructure, within a broad field of IT systems architecture, infrastructure design, and implementation.
- Acts as the first point of contact, providing IT business support, consultation, and coordination to all divisional units.
- Designs and executes test cases and test plans for various applications, ensuring adherence to quality standards and industry best practices.
- Performs various types of testing, including Unit Testing, Integration Testing, System Testing, and Regression Testing.
- Identifies and documents defects with clear steps for reproduction, collaborating with developers to resolve issues and improve quality.
- Documents and analyzes business processes, system requirements, screens and report layouts, input costs, and output levels, and conducts data flow analysis and business process modeling.
- Participates in request intake, initial assessment, requirements collection, feasibility study, business analysis, preliminary and detailed solution design, implementation, quality assurance, and evaluation of capital work and operational changes and projects.
- Conducts business and technical analysis to assess the information gathered and evaluates existing as well as proposed system modifications, including written and oral assessments of performance, cost-benefit analysis, legislated requirements, maintenance, and optimization; and recommends changes accordingly.
- Conducts studies on the feasibility of integrating technology and related processes to deliver a range of support services to a specific client or a geographic location.
- Provides specialized design services, technical advice, and expertise to support divisional units.
- Develops and presents effective concepts, designs, templates, and reports to management, supporting recommendations on changes in technology solutions, business methods, and business processes, including appropriate staffing levels and resource allocation.
- Develops or contributes to technology solution and project artifacts, including product visions, use cases, use case models, data models, business plans, project plans, work breakdown, and supplementary specifications including screen mock-ups, report mock-ups, and business rules.
- Coordinates related work between various stakeholders and Technology Services division support staff related to investigations, modifications, and improvements of IT systems for the division.
- Works with City of Toronto staff, consultants, and contractors during development and implementation stages to ensure quality delivery, control, and compliance with the division's strategic goals and guidelines.
- Assists various stakeholders with project management-related tasks and portfolios from inception to completion.
- Analyzes work performance of internal and external service providers with respect to quality, timeline, cost, and completion of required tasks.
- Ensures quality assurance procedures and quality control measures are adhered to in the management of IT design and implementation activities. Ensures that the divisional performance objectives comply with the established divisional goals of automation and legislative compliance.
- Oversees work teams associated with projects, motivating and training where required in order to achieve effective teamwork, high standards of work quality and organizational performance and encourage continuous learning and innovation.
- Liaises and coordinates with divisional and corporate support sections and tracks procedures and policy compliance associated with project deliverables.
Key Qualifications
- Post-secondary education in Computer Science or a related discipline, or an equivalent combination of education and experience, including enterprise-level application QA/testing.
- Extensive experience in software test planning, development, execution, and validation for large-scale systems, including managing and tracking QA issues and defects. This includes creating detailed test plans, developing test cases, executing tests, and validating results to ensure system functionality and performance.
- Considerable experience in secure systems and vulnerability testing, including various security measures and risk assessment. This involves testing for authentication, authorization, access controls, session management, input validation, cross-site scripting, URL and SQL injection prevention, exception handling, transaction and access-failure auditing, and platform compliance.
- Considerable experience in automated performance, functional, and regression testing of web-based applications, ensuring compliance with accessibility guidelines. This includes using tools to simulate load/stress conditions, performing functional tests to verify application behavior, and conducting regression tests to ensure new changes do not negatively impact existing functionality, all while adhering to Accessibility for Ontarians with Disabilities Act (AODA) and Web Content Accessibility Guidelines (WCAG).
- Experience performing testing activities and business process reviews at all stages of complex projects, including support for dynamic data and development of traceability matrices and assessment documentation.
- Experience as a test lead for major application integrations or product releases.
- Ability to use various testing tools and software, including HP Quality Centre, HP ALM, HP Performance Centre, HP Quick Test Professional, Windows, MS Internet Explorer, and MS Office.
- Ability to conduct testing within multiple SDLC methodologies, including Waterfall, RAD, Scrum, Agile, and others.
- Experience in preparing testing data and environments to validate technical and functional requirements.
- Strong knowledge of testing methodologies and QA best practices.
- Proven ability to understand user requirements and design documentation to translate them into test cases, scripts, and data for defect detection and management.
- Effective verbal communication, report-writing, and presentation skills, including the ability to convey ideas in both technical and user-friendly language.
