Apply your knowledge of business analysis skills supporting large organizations in the design and development of innovative business and technology solutions to support modernization and transformation of City services. Join the Technology Services Division as a Business Transformation Consultant where you will play a key role working with business and technology experts in leading analysis, process design, business analysis and requirement management and support delivery of business technology implementation.

Major Responsibilities:

  • Prepares business cases, project charters, concept documentation, project plans and related materials that contribute to City initiatives and the effective use of Technology assets and services that will lead to service efficiencies and optimization of resources.
  • Documents and analyzes business processes, business requirements, input costs and output levels and conducts workflow analysis and business process modelling.
  • Provides documentation, including but not limited to requirements definitions, cost estimations, environmental scans, process models and technology roadmaps in support of all stages (Concept, Definition, Planning, Execution) of a project or initiative.
  • Conducts analyses to measure the effectiveness of technology solutions and service delivery methods and processes.
  • Make recommendations to stakeholders on changes in business methods and processes, including appropriate staffing levels, resource allocation, and alternate service delivery options.
  • Evaluates and makes recommendations on alternative methods of delivering technology solutions.
  • Designs or modifies business processes in accordance with the Business Process Model and Notation (BPMN) standard.
  • Designs or modifies technology solutions for administering the delivery of service and tracking the cost and effectiveness of service delivery.
  • Prepares reports to management supporting recommendations on changes in technology solutions, business methods and business processes including appropriate staffing levels and resource allocation.
  • Documents or contributes to product visions, user cases, user case models and supplementary specifications including screen mock-ups, report mock-ups and business rules.
  • Conducts studies on the feasibility of integrating technology and processes to deliver a range of support services.
  • Identifies, analyzes, rationalizes and optimizes business processes, inputs and outputs at a detailed level by interviewing, documenting and facilitating business process review/re-engineering sessions with stakeholders.
  • Initiates and conducts, in coordination with divisional business representatives, research and analysis on opportunities to employ emerging technologies and/or process redesign to effectively deliver City services.
  • Identifies potential technology business integration opportunities through knowledge of industry trends and related divisional technology projects.
  • Document or contribute to service visions, use cases, use case models and supplementary specifications including screen mock-ups, report mock-ups and business rules.
  • Organizes, participates, and conducts proof-of-concept initiatives with client stakeholders that will assist in the determination of adopting new technologies and processes.
  • Provides support, in collaboration with the client community and with key inputs from all Technology sections, to a central library of concepts that will streamline capital business case creation and contribute to the overall Technology Portfolio.
  • Contributes and builds a Business Transformation Centre of Excellence through ongoing interaction and sharing of best practices and standards with Business Analysts across all divisions.
  • Liaises and communicates with other members of Architecture and Portfolio Delivery and Technology service providers to ensure optimization of efforts and increased cross-collaboration.
  • Contributes to the creation of unit work plans.
  • Develops and implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

Key Qualifications:

Your application for the role of Business Transformation Consultant should describe your qualifications as they relate to:
 

  1. Post-secondary education in business, computer sciences, or in a discipline pertinent to the job function or an equivalent combination of education and experience.
  2. Extensive experience in business analysis, requirements elicitation and documentation, and contributing to RFQ/RFP/RFI, as well as experience in analysis, improvement, modelling, and implementation of business processes.
  3. Experience in stakeholder management with a high level of ability to influence and negotiate outcomes effectively with a broad spectrum of diverse stakeholders.
  4. Well-developed skills, including presentation and facilitation skills, with the ability to apply those skills using a wide range of media with numerous stakeholders including clients, senior management and other third party stakeholders.
  5. Superior analytical, interpersonal and problem-solving skills. 
  6. Ability to work well in ambiguous environments with a positive can-do attitude achieving concrete results.
  7. Ability to think critically and challenge the status quo to ensure robust and innovative solutions.
