Job Summary:

As a Business Management Consultant within the Portfolio Management and Governance (PMG) team, you will play a pivotal role in the establishment and ongoing operation and evolution of the Project Management Office (PMO) within the Technology Services Division (TSD). You will provide expert consulting services to senior management, focusing on optimizing project delivery, enhancing governance, and improving resource utilization across TSD's technology programs. Your responsibilities will include contributing to the development and implementation of project management methodologies, policies, and standards, and providing strategic insights to improve project health, risk management, and benefits realization. This role requires a strong understanding of project management best practices, capacity planning, and financial forecasting to drive strategic value and ensure the successful delivery of technology initiatives

 

 

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Utilizes their political science background and/or public administration experience to monitor and implement City Council's agenda as it pertains to the Divisions portfolio; and leverages such assets to those ends through sound business case analysis.
  • Develops program performance measures, goals and objectives and implements service improvements, policies and priorities to facilitate unit planning initiatives and Business functions.
  • Supports and ensures the alignment of Divisional interests with the City's direction and other levels of government.
  • Leads and advises on the development and implementation of cross-corporate issues on projects and reports by working with key partners in various Divisions.
  • Provides accurate and timely advice based on financial analytics to the Director/Senior Management for input to decision making processes at Committee, Council, and for senior staff.
  • Provides policy advice to the Director/Senior Management on emerging issues that will impact divisional operations and ensures appropriate responses are developed for Council policy directives and/or partners.
  • Manages matters involving communications, including internal and external communication, correspondence and complaint investigation and response.
  • Reviews and analyzes all Committee and Council documents including in-camera documents, and decision documents, to aid the Director/Senior Management in implementation of City Council directives.
  • Maintains a continuous and thorough knowledge of current corporate and other divisional and cluster issues and initiatives.
  • Undertakes research and provides evaluation of new business processes within the Division including introduction of pilots, training and methodologies for implementation.
  • Carries out cross divisional initiatives requiring co-ordination and response on behalf of the executive group or project management for larger scale initiatives.
  • Ensures the Division's business plan and its processes align with Council's strategic priorities and ensure progress on implementing the agenda.
  • Provides strategic advice in the areas of performance measurement, performance data reporting, best practices and program review.
  • Represents the Division on key initiatives and maintains effective working relationships with politicians, senior management both internal and external to the Division external boards and agencies and other levels of government.
  • Undertakes research and analysis for the Division and program areas and prepares comprehensive reports for the Director/Senior Management, Committees and Councils.
  • Provides ongoing tracking and follow-up on Council directives and ongoing corporate/divisional initiatives including monitoring of master divisional critical paths.
  • Administers and develops new business opportunities for the Division in collaboration with all City Divisions.
  • Represents the Director/Senior Management regarding human resources matters including grievance procedures, meetings and organizational structure.
  • Provides a confidential assessment of organizational issues and makes recommendations for next steps, including policy, procedural and structural change. For mid- to large-scale structural changes, determines workload priorities and negotiates nature of role and process directly with the Division Head.
  • Assists in the assessment and analysis of corporate organization effectiveness issues and conducts studies and prepares confidential reports with respect to program and service delivery changes; management policies, systems, processes and practices; management restructuring; and organization change.
 
 
 

Key Qualifications:  

Among other strengths, your profile for the role of Business Management Consultant, Office of the Chief Technology Officer will include the following key qualifications:  

 

  1. Post-secondary education in Business Administration, Project Management, Computer Science, or a related discipline, or an equivalent combination of education and experience.

 

  1. Project Management Professional (PMP) certification is required.

 

  1. Extensive experience  in a Project Management Office (PMO) or Enterprise Project Management Office (EPMO) environment, specifically involved in developing and implementing project governance frameworks, policies, and processes.

 

  1.  Knowledge of project resource capacity planning and forecasting, including developing and implementing methodologies to track and measure PM capacity.

 

  1.  Knowledge of project financial planning and forecasting, including monitoring expenditures and reporting on project financials.

 

  1. Considerable experience collaborating, consulting, and coordinating with senior-level leaders in a large-scale organization or a complex multi-stakeholder environment.

 

  1. Considerable experience in preparing executive presentations and communications, including reports and dashboards for real-time insights into project health, risks, and resources.

 

  1. Experience with project management tools and integrated dashboards (e.g., Jira, Power BI) for reporting and tracking project progress.

 

  1. Familiarity with various project management methodologies, including Waterfall and Agile (e.g., Scrum, Kanban), and the ability to apply a fit-for-purpose approach to project delivery.

 

  1.  Ability to implement performance measures to follow projects from intake to benefits realization.

 

  1. Strong understanding of risk management principles and experience in conducting New Initiatives Risk Assessments (NIRA) and developing actionable risk mitigation strategies.

 

  1. Excellent communication and presentation skills, including the ability to effectively communicate project status to multiple streams of executive and senior management, business, and technical stakeholders for assigned projects.

 

  1. Excellent relationship-building skills, ability to work progressively in ambiguity and complexity, and an intense desire to make a difference.

 

  1. Excellent business writing skills, critical thinking, judgment, political acumen, and insight, including the ability to negotiate and achieve consensus among parties having different objectives.

 

  1. Ability to work in a highly demanding and rapidly changing work environment with many competing priorities and deadlines.

 

  1. Ability to work independently with minimal supervision and maintain confidentiality when dealing with sensitive matters.

 

  1. Ability to promote and foster teamwork as well as influence and mobilize internal and external staff and stakeholders to achieve desired results.

 

  1. Proficiency in issues management and conflict resolution in complex, multi-stakeholder situations.

 

  1. Familiarity with relevant government legislation, including the Municipal Freedom of Information and Protection of Privacy Act, the Human Rights Act and the Occupational Health and Safety Act.

 

  1. Knowledge of municipal government operations, approval processes and political structure.
