As Toronto’s new Chief of Staff, you will provide strategic advice and guidance to the City Manager and City leadership, to ensure the successful implementation of corporate initiatives, strategic directions and Council priorities. As Chief of Staff, you will oversee strategic initiatives and the day-to-day management of the City Manager's Office, build highly effective relationships with internal/external stakeholders and help resolve day to day Council issues.
This senior position, reporting to the City Manager, is an extraordinary career opportunity for a strategic leader, who can set the overall direction for the City Manager's Office by establishing goals and objectives that align with the delivery of City services by City Divisions and City Council priorities.
The City Manager will look to you for strategic advice, guidance and insight. This consultative role will see you influencing the overall strategic agenda, assisting the corporate team in developing new perspectives and possibilities, and challenging ideas before they are implemented.
Shaping up City Manager's Office brand, you will represent the City Manager on major corporate initiatives, corporate-wide strategic actions and on executive level committees, ensuring integration and coordination across major projects and initiatives across the organization. A highly effective relationship builder, you will collaborate with members of the Senior Leadership Team and establish positive, constructive and consultative relationships between the City Manager's Office and the Mayor’s Office, Councillors and their office staff, senior and corporate leadership teams and staff.
In this leadership role we will rely on your management skills, as you lead and prepare staff to respond to emerging issues and changing environments, ensure continuous improvement of the office, while meeting expectations of the City Manager and Council. And when it comes to issues resolution and making transformative change, you take a 'whole of government' collaborative approach.
The role of the Chief of Staff will expose you to complex, cross-divisional, City-wide projects. Outcome focussed and diligent about performance measurement, you will be expected to realign corporate and divisional decisions in order to ensure that the broader organization’s goals are strategic and implementation plans are accomplished. You will triage people-management issues, data and reporting. You will also respond to corporate initiatives from the Ombudsman, Internal Audit and Auditor General.
What do you need to succeed?
Your post-secondary education in business administration, public administration or a related professional discipline, or equivalent combination of education and experience, is complemented by a demonstrated track record of success in leading strategically, collaboratively and overseeing major cross-functional initiatives in a diverse, complex and multifaceted organization.
This includes in-depth experience with leading teams of professionals, building a strong management team, and inspiring and developing high-performing staff in an achievement-oriented, fast-paced environment.
You will have a strong grasp of Toronto’s challenges and opportunities and you will have a superior knowledge and understanding of how Toronto is seeking to advance key priorities.
Adept at managing fiscal and human resources, you can evaluate complex situations, implement sound management practices and internal controls, and ensure the consistent, fair application of management policies and standards. This mandate calls for your solid knowledge and understanding of municipal government operations and intergovernmental relations, and ability to skillfully navigate political structures and systems, and plan, develop and implement complex administrative and operational systems.
As an astute leader, you bring extensive senior management experience in leading operations of substantial scope, complexity and diversity within a large organization. As a result, you are well prepared to manage administrative operation support for divisions within the City Manager's Office, including attendance and payroll processing, accounting support, administrative coverage, the overall budget, service planning process, financial analysis and corporate performance measures.
You are an outstanding communicator with superior political acuity and impeccable strategic planning, issue resolution and decision-making skills. You are able to present complex ideas to diverse audiences, build and foster positive, constructive relationships and networks at all levels, establish clear expectations, deliverables and deadlines, and influence others to achieve outcomes.
