Job Summary

The City of Toronto’s Social Development, Finance & Administration Division, Community Safety & Well-Being Section is holding a 60- minute Information Session for the Community Development Officer Positions for the City’s Community Crisis Response Program (CCRP) and TO Wards Peace (TWP) on Wednesday October 9, 2024 at 6:00pm. Full details are available at the bottom of this posting. All applicants interested in this position are encouraged to attend this session, during which the Manager of CCRP and Manager of TO Wards Peace will provide insights regarding the positions. There will also be a Q&A period.

 

The Social Development, Finance and Administration division (SDFA) drives transformative change to achieve stronger, safer, and more resilient and equitable communities and neighbourhoods in Toronto. SafeTO, the City of Toronto's 10-year Community Safety & Well-being Plan was unanimously adopted by City Council to drive 26 actions across 7 strategic goals.  To advance SafeTO’s objectives and the SafeTO Implementation Plan, the Community Safety & Well-being Section is hiring the follow positions:

1) Community Development Officer, Community Crisis Response Program

Schedule

  • As part of the Community Crisis Response Program, you will work a flexible 5 day a week, 7-hour per day schedule, predominantly between the hours of 12pm and 9pm, with a core schedule from Thursday to Monday, supporting a 7 day a week service delivery model.

Role

  • You will work as part of a team to implement violence intervention, recovery, prevention, and preparation strategies aimed at advancing community violence response efforts and facilitating response and recovery activities in response to violent and traumatic critical incidents.

  • CCRP CDOs support communities impacted by violent traumatic incidents including shootings, shots fired, stabbing, swarming and gang-related activity.

  • CCRP CDOs guide healing, response, and recovery efforts working collaboratively to implement prevention strategies, building community capacity, and overseeing community-driven safety initiatives through targeted funding.

2) Community Development Officer, TO Wards Peace

Schedule

  • The Schedule will be Monday to Friday between the hours of 9am and 6pm with occasional evenings/weekends as required. 

Role

  • TO Wards Peace is an integrated risk-driven, violence interruption model that was co-designed with residents to build the capacity of grassroots organizations to lead teams of Violence Disruption Workers, to intervene in incidences of violence, interrupt escalations or potential retaliation and support the development of community-based solutions within a Public Health Approach.

  • As part of TO Wards Peace, you will work in partnership with various stakeholders including institutional, community-based, and grassroots non-profit organizations to implement and expand the TO Wards Peace Model.

Major Responsibilities:

  • Leads and supports the coordination and implementation of strategic programs including the Community Crisis Response Program and TO Wards Peace in collaboration with multi-sector partners to mobilize place-based and population focused violence prevention, intervention, interruption response and recovery supports to address community and gun and gang violence.

  • Mobilizes trauma informed and culturally responsive prevention, intervention and response and recovery supports in response to community violence and traumatic critical incidents. 

  • Conducts programmatic, situational and community wide risk assessments, crisis management and safety planning to ensure an effective service delivery and community development efforts.

  • Initiates and manages muti-sector program partnerships, networks and integrated service planning related to community violence prevention, intervention, interruption, response, and recovery.

  • Leads systems coordination efforts by working with City service areas, including Toronto Public Health, Toronto Police Service, Toronto Community Housing Corporation, Toronto District & Catholic School Boards, TTC, other levels of government, community-based organizations, resident leaders, individuals with lived experience and resident leaders to coordinate of violence prevention, intervention, interruption, response, and recovery and promote integrated service delivery.

  • Develops and implements, with key stakeholders, appropriate strategies to address community needs and improve access by implementing projects, partnerships and coalitions that promote inter-sectoral linkages.

  • Mobilizes place-based and population specific approaches as appropriate to support children, youth and families experiencing various levels of exposure of impact of community violence.

  • Supports the development of organizations and community groups to support community safety priorities, risk mitigation, crisis intervention, prevention supports, such as risk mitigation protocols, prevention-based initiative development, strategic planning, policy development, and human resource development.

  • Prepares, develops, and manages contracts with service provider to deliver violence prevention, intervention, interruption, response, and recovery services for youth.

  • Contract manages service delivery agencies to ensure effective, high-quality program delivery to mitigate program disruptions, develop partnership and ensure financial accountability.

  • Supports the development of funding proposals with community groups, agencies and network and assists those groups in negotiating monetary and non-monetary resources with all levels of government and key funding institutions.

  • Identifies and provides advice, mentorship, consultation, information, and referrals to potential community leaders and to service providers and community organizations.

  • Designs, develops, and presents culturally and age-appropriate training tools, community outreach materials and education sessions and program for diverse audiences.

  • Provides support for City staff, politicians, and other external stakeholders in identifying and acting on current and anticipated community needs and issues and providing regular updates through briefings, e-bulletins, reports, program documentation, and other appropriate means.

  • Contributes through management, consultation, co-ordination, community, and policy development to the implementation of SafeTO and other City strategies and priorities.

  • Works with and assists other divisional and City staff, and institutional and community partners to enhance their community development skills to foster community capacity for violence prevention, intervention, response and recovery through consultation, education, facilitation, and partnership development.

  • Coordinates and/or provides management with advice, project management and policy development to support internal and external Community Safety and Well-being initiatives.

  • Updates related databases and ensures that records pertaining to community crisis prevention and response activities are accurate

Key Qualifications:

  1. Considerable experience engaging with community in violence prevention principles and strategies, supportive of the issues, services, partnerships and programs that exist for young people and communities most affected or most vulnerable to crime and victimization.

  2. Considerable experience mobilizing community based, trauma informed and culturally responsive violence prevention, intervention, response and recovery efforts for individuals and communities including violent traumatic incidents such as: stabbings, gun violence and risk factors associated with gang activity.

  3. Considerable experience designing, developing, and delivering a variety of trauma informed and culturally responsive training tools and outreach material to support community violence prevention, intervention, response, and recovery, capacity building for communities disproportionately impacted by violence.

  4. Considerable experience establishing programs and partnerships with a variety of community and sector organizations, residents, representatives from various levels of government, elected officials, and other related stakeholders to address social inequities, violence, and trauma in vulnerable communities.    

  5. Experience in writing of proposals, briefing notes, project charters, managing budgets and partnership agreements.

  6. Post-Secondary education in Sociology, Social Work, Community Health Promotion, Public Health related field or approved equivalent combination of education and/or lived experience.

  7. Strong conflict resolution, interpersonal and problem-solving skills, and the ability to deescalate, develop consensus and recommend effective, strategic solutions at the community level.

  8. Ability to utilize response approaches such as psychological first aid, healing-centered engagement, and trauma informed approaches.

  9. Knowledge of current models of crisis intervention/management, ensuring community appropriate responses and support.

  10. Ability to work as part of a multi-sector team within an anti-oppression framework, including familiarity with the sociology of large and complex urban areas with ethno-racial, multi-lingual, and economically diverse population.

  11. Ability to effectively communicate, verbally and in writing, at a management level to various audiences.

  12. General knowledge of government legislation in the areas of employment, occupational health and safety, and human rights.

  13. Excellent knowledge of the human service system and available resources across Toronto.

  14. Well-developed management, administrative and customer service skills.

  15. Sound managerial judgment in public/human relations and partnership development.

  16. Ability to travel to various locations in a timely and efficient manner.

  17. Ability to work flexible hours as determined by program need, which may overtime, shift work, and occasional evenings and weekends as scheduled.

  18. Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.

  19. Possession of a valid Ontario "G" Class Driver's License and the use of a personal vehicle for community site visits. include
