Job Summary:
To manage a portfolio of programs and projects within a specified geographic area or speciality area within Children's Services Division.
Major Responsibilities:
- Develops and implements detailed plans, reports and recommends policies regarding program specific requirements. Coordinates development of key Division reports regarding program specific requirements.
- Supervises assigned projects ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning. Monitors staff as assigned; work scheduling, training/development, evaluates staff performance and handles labour relations matters.
- Conducts research, designs, develops and manages planning tools to ensure integrated service planning for children and families that takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Ensures financial accountability through analysis and approval of business plans, operational budgets, capital funding requests and audited financial statements. Establishes service rates and grant levels, identifies overpayment and negotiates recoveries from operators under service contract.
- Ensures that the project expenditures are controlled and maintained within approved budget limitations.
- Contributes to the unit's budget by developing budget submissions for specific functional area.
- Manages a Children's Services portfolio within an assigned function or geographic area ensuring a range of accessible services for children and families. Ensures service targets are met as outlined in Council approved Service Plan for Child Care.
- Manages contentious issues/serious occurrences; eg: public/political issues regarding services to children, ensuring follow-up documentation, corrective action and implementation of preventative strategies.
- Evaluates, monitors and provides direction to programs under contract in accordance with Council approved policies/legislation; ensuring services to children are developmentally appropriate and of high quality.
- Ensures compliance with service contracts, legislative requirements and service improvements through negotiation of action plans and imposition of sanctions.
- Liaises and negotiates with provincial staff, local levels of government, elected officials, community groups; regarding the interpretation and application of policy and provides technical advice on the City's operating criteria, policies and the management of issue resolution.
- Responds to media inquiries, prepares media materials and briefing notes as necessary on issues receiving media attention.
- Manages and provides advice and support to the Childcare Advisory Committee, other community networks and political sub-committees.
- Represents the Division on cross departmental and intergovernmental initiatives and represents the unit in cross Divisional initiatives regarding information dissemination, policy/research issues and service planning.
- Manages project teams that initiate, develop and implement policies/programs and City wide initiatives.
- Recruits the project team and develops project plan/timelines; ensuring effective teamwork, communication, high standards of work quality and organizational performance.
- Prepares briefing notes and information for committee reports.
- Manages and plans community events such as; Anti-bias fair, annual training and development conference and running of local action planning sessions associated with the Child Care Service Plan.
- Represents the Corporation and the Division on a variety of community groups and collaborates with childcare operators, other child/family agencies, Boards of Education, municipal/provincial politicians and staff to ensure local service planning and delivery meets the needs of children, families and community.
Key Qualifications:
- Post-secondary education in a relevant field (e.g. Human Services, Social Work, Public Policy and Administration), or an equivalent combination of education combined with relevant experience.
- Considerable experience managing multi-faceted projects from inception through to completion, in a deadline-oriented environment, to effectively meet divisional goals and implement business solutions that address operational and client needs.
- Considerable experience in stakeholder management with a high level of ability to influence and negotiate outcomes effectively with a broad spectrum of diverse stakeholders.
- Considerable experience in the evaluation of programs and services in a human services environment with respect to quality assurance, risk management and best practices to ensure performance outcomes, service objectives and program priorities are met.
- Experience conducting research, compiling and analyzing data, as well as interpreting and communicating findings.
- Experience in supervision and the ability to coach, motivate and coordinate the activities of staff.
- Lived experience as a member of an equity-deserving group (e.g. Indigenous and Black communities) is an asset.
- Proficiency using Microsoft Excel, Word and Power Point, and the ability to utilize data visualization software (MS-Power BI, Tableau, etc.) is an asset.
- Strong written and oral communication skills with the ability to develop and deliver presentations to a variety of audiences.
- Experience developing, interpreting, implementing, and ensuring compliance with contracts, policies and agreements.
- Thorough knowledge of the legislation and policies governing the planning, funding and delivery of child care, and programs and services for families.
- Knowledge and skill in community development with the ability to establish effective working relationships with a variety of community service and support agencies, politicians and other levels of government utilizing strong interpersonal and relationship building skills.
- Familiarity with Ontario Statutes, including the Occupational Health and Safety Act, Child Care and Early Years Act, Labour Relations Act, and other relevant legislation.
- Sound knowledge of current issues and trends in the children's services field and delivery of community services.
