Information Session - Consultant, Children's Services
Job Description
Reporting to the Program Manager, Program & Policy Development, the Consultant, Children's Services, will provide leadership and support to applied research, policy and program evaluation, data analysis, and knowledge translation initiatives for the division and early years and childcare sector.
The Consultant will be joining the division at a time of exciting policy transformation in the early years and child care sector and will have an opportunity to define analytic solutions to support policy development and decision making. As Consultant, you will be responsible for:
- Guiding and managing the Data Mobilization portfolio of the Program and Policy Development team;
- Developing meaningful and impactful narratives from a variety of data sources to highlight strategic priorities or opportunities for sector-level collaboration to address matters related to child wellbeing;
- Identifying opportunities to share knowledge with the early years and child care sector in a meaningful and impactful way;
- Building relationships across the division to provide analytic, research, and evaluation supports;
- Building and maintaining partnerships with key sector partners to enhance data sharing opportunities
- Managing projects and provide work direction to assigned staff on the execution and completion of assigned projects (i.e. defines purpose, objectives, project activities, milestones and deliverables, monitors work performance and tracks progress to ensure project goals and time lines are met)
- Sustaining the Raising the Village website in partnership with the Toronto Child and Family Network, supporting changes to ensure it meets the evolving needs of the early years and child care sector;
- Supervising assigned staff ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
- Supporting opportunities for training and development and evaluating staff performance and handling labour relations matters.
- Leading and/or participating and provides advice and support to relevant stakeholder groups, committees, other community networks.
- Representing the Division on cross divisional and intergovernmental initiatives and represents the unit in cross Divisional initiatives regarding information dissemination, policy/research issues and service planning.
- Contributing to briefing notes and information for committee reports as needed.
Key Qualifications
- Post-secondary education in a relevant field (i.e. social sciences, planning, statistics, or economics) or an equivalent combination of education combined with relevant experience.
- Extensive experience in conducting applied research and applying advanced research methods to analyze important policy questions.
- Extensive experience in knowledge mobilization and presenting data and research findings to a variety of audiences.
- Experience in project management, including managing research projects with an emphasis on data collection, data analysis and data visualization using Business Intelligence tools (e.g. Tableau, Microsoft BI, etc)
- Experience in supervision and the ability to coach, motivate and coordinate the activities of staff along with the ability to effectively handle day to day labour relations matters.
- Experience working with statistical software (e.g. Stata, R, SAS, SPSS, etc.)

- Familiarity with Ontario Statutes, including the Occupational Health and Safety Act, Child Care and Early Years Act, Labour Relations Act, Accessibility for Ontarians with Disabilities (AODA) and other relevant legislation.
