Job Description
The Coordinator, Programs will support the Service Planning & Integrity (SPI) and/or the Homeless Initiatives & Prevention Services (HIPS) Sections in Toronto Shelter and Support Services (TSSS) Division in the development, implementation and evaluation of policies and programs that effectively and equitably connect individuals experiencing homelessness with housing and support opportunities. This position will work with a range of internal and external stakeholders to support the City in delivering strategies and programs to support individuals experiencing homelessness.
By adopting an actively anti-racist, trauma informed, harm reduction and Housing First approach to program development and implementation, you will make a significant contribution to homelessness initiatives in Toronto.
There are 3 vacancies currently available in the following areas (subject to change):
- HIPS – Grants Administration (Permanent vacancy): This Coordinator Programs will focus mainly on the funding and grants administration area, and program oversight.
- HIPS – Purchase of Service Management (Temporary vacancy): This Coordinator will focus mainly on issues management, and support shelter development activities.
- SPI – Strategic Policy & Service Planning (Temporary vacancy): This role will focus mainly on sector/stakeholder engagement coordination, and policy areas.

Major Responsibilities:
The primary functions associated with this position include but are not limited to:
- Implements detailed plans and initiatives and recommends policies/procedures regarding program specific requirements.
- Conducts research into assigned area of homelessness including issues experienced by individuals experiencing homelessness ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Supports the planning of stakeholder tables and advisory bodies related to the homelessness and housing system.
- Coordinates the development of materials (presentations, briefing notes and reports) across teams and program areas, including the facilitation of meaningful engagement with stakeholders and advisory bodies, and ensures effective channels of communication and responsiveness.
- Contributes to the development and implementation of policies, programs and projects to support delivery of the Toronto Shelter and Support Services service plan and divisional objectives.
- Liaises with and fosters cooperative working relationships with TSSS managers and staff, other City Divisions, Agencies and Corporations involved in the delivery of housing and homelessness services, and community partners.
- Builds and maintains strong relationships among internal and external partners to ensure consultation processes and engagement are effective.
- Establishes networks and liaises with staff and management from other programs, community agencies and government to negotiate/coordinate service partnerships, advocate for program needs and share expertise.
- Leads community engagement, relationship management and representation on stakeholder advisory groups to build relationships and advance program development and implementation.
- Upholds and promotes anti-racist, trauma-informed, and housing first principals and practices in all initiatives employing an equity and diversity lens.
- Monitors and analyzes changing community needs for the purposes of identifying necessary operational policy revisions and/or development.
- Supports corporate communications and training strategies regarding homelessness services and supports.
- Performs ongoing review of relevant policies and procedures.
- Develops, promotes and operationalizes change management exercises throughout program areas.
- Maintains close and effective working relationships with community agencies, officials at other levels of government, elected City Officials, and Divisional partners throughout the City to maintain an awareness of trends and issues related to the maturation of a coordinated access system.
- Assists in the analysis and interpretation of statistical data to identify emerging trends.
- Develops staff training strategies including planning, coordination and evaluation of training activities.
- Monitors and tracks program budgets and financial commitments to ensure effective resource allocation, fiscal accountability, and alignment with divisional priorities.
Key Qualifications:
- Post-secondary education in a discipline pertinent to the job function (i.e. public administration, social work, social science, community development or social science) or equivalent combination of education and experience.
- Experience leading projects and/or coordination of complex initiatives involving multiple stakeholders, with ability to manage timelines, deliverables, and competing priorities in a highly organized and detail-oriented manner.
- Experience in planning and coordinating stakeholder engagements to inform program design and planning, including but not limited to engaging with community organizations, program staff, and residents, and/or people with lived experience of homelessness.
- Experience in the planning, development, implementation, and/or evaluation of programs and policies that address the needs of individuals experiencing homelessness.
- Experience planning and conducting research and analysis on housing and/or homelessness issues (focus on specifically homelessness issues is preferred).
- Ability to effectively direct and motivate project teams.
- Highly developed written and verbal communication skills.
- Excellent interpersonal, negotiation, and conflict resolution skills with ability to develop and maintain effective working relationships with a wide range of staff and external stakeholders.
- Good judgment in public relations with the ability to effectively manage communications to community and government agencies, committees, and coalitions, etc.
- Highly developed problem-solving skills.
- Knowledge of effective methodologies for data collection and analysis
- Knowledge of current issues and trends in homelessness, affordable and social housing, systematic inequities and responsibilities of levels of government.
- Knowledge of collective agreements, City guidelines, policies, applicable statutes, municipal by-laws, and relevant legislation including Employment Standards Act, Human Rights Code and Occupational Health & Safety Act.
