The Coordinator Programs provides leadership and coordination in support of Toronto Shelter & Support Services (TSSS)’s Divisional work plan and the Strategic priorities as it applies to the portfolio.

  

This position will provide coordination of various services and programs as well as coordinating and implementing business processes and communications to support vulnerable populations.

 

You will be responsible for ensuring effective service delivery in achieving equitable outcomes in housing and homelessness programs and services.

 

Above all, you will support the Toronto Public Service values to ensure a culture that champions equity, diversity and inclusion and respectful workplaces, and to advocate for the implementation of Toronto Shelter and Support Services action items outlined in the Toronto Action Plan to Confront Anti-Black Racism.

 

There are vacancies in the following portfolios:

Streets to Homes (S2H), 51 Lisgar Street: This unit engages people experiencing street homelessness in Toronto to address their self-identified needs towards securing and sustaining housing.

 

Central Intake55 John Street: This unit provides intake assessment and referrals to Toronto’s shelter and support services through a 24/7 contact centre.

 

Isolation & Recovery, Four Points 2180 Islington: 2180 Islington: This site has two distinct programs:  a shelter and an isolation and recovery program.  The Isolation and Recovery program provides temporary accommodation for individuals and families experiencing homelessness who are affected by communicable diseases or infectious illness requiring isolation or recovery.  This program is designed to support the shelter system and to interrupt disease transmission, facilitate recovery and connect individuals to medical care, and social supports.  The Shelter program provides temporary accommodation for individuals living outdoors and support to address their self-identified needs towards securing and sustaining housing. 

 

Major Responsibilities:

 

  • Manages the development of operational policies, programs and service plans in support of the Divisional strategic plan
  • Supports the development of goals and objectives for harm reduction initiatives and collaborates with other management staff to facilitate the implementation of harm reduction policies, programs and directives
  • Monitors and evaluates portfolio’s programs to ensure effective and coordinated service delivery for clients across all directly operated and purchase of service programs
  • Contributes service improvement by coordinating business processes or workflows to meet program requirement, and implement risk management strategies for operational best practices
  • Uphold and promote harm reduction and housing first principles and practices in all initiatives employing an equity and diversity lens
  • Establishes networks and liaises with staff/management from other programs, community agencies and governments to negotiate/coordinate service partnerships, advocate for program needs and share expertise
  • Leads community engagement, relationship management and representation on stakeholder advisory groups to build relationships and advance program development and implementation
  • Supervises, develops and evaluates performance of all assigned staff
  • Leads service user engagement activities to build capacity among people with lived experience to influence program development and provide feedback on service delivery
  • Develops and implements new innovative client service models and recommends effective and efficient means of providing excellent customer service
  • Monitors and analyzes changing community needs for the purposes of identifying necessary operational policy revisions and/or development
  • Manages all aspects of assigned projects including human resources, budget, research, data analysis, policy development, work plan development and schedule adherence
  • Ensure proper maintenance of all required reporting/statistical records and prepare such reports. Track data, complete regular summary reports on trends and common issues.
  • Maintains close and effective working relationships with community agencies, officials at other levels of government, elected City Officials, and Divisional partners throughout the City to maintain an awareness of trends and issues related to the implementation of harm reduction strategies
  • Maintains close and effective working relationships with the Division's management staff; provides them with responsive service planning and policy support
  • Participates in the establishment of Divisional priorities
  • Administers quality improvement and risk management activities within assigned area of control
  • Undertakes applied and evaluative research projects as assigned
  • Assists in the analysis and interpretation of statistical data to identify emerging harm reduction epidemiological trends in the City
  • Develops staff training strategies including needs assessments, planning, coordination and evaluation of training workshops
  • Develops, monitors and evaluates service agreements with partner agencies
  • Develops and manages a coordinated communications plan which includes key stakeholders across all programs

 

Key Qualifications:

 

  1. Post-secondary education in a discipline pertinent to this work or the equivalent combination of education and experience.
  2. Considerable experience in the planning, development, and implementation of programs and policies that address the complex needs of people experiencing homelessness.
  3. Experience collecting, analyzing, and reporting on data, with demonstrated ability to use data to inform decision-making
  4. Experience supervising in a social services and human services environment
  5. Experience managing programs ensuring compliance with legislative guidelines and policies through continuous monitoring and evaluation
  6. Experience in establishing and building partnerships with community agencies, staff, and clients.
  7. Highly developed conflict resolution, problem solving, and facilitation skills.
  8. Ability to facilitate and communicate data analysis results to internal and external stakeholders
  9. Good judgement in public relations with the ability to effectively manage communications to community and government agencies, committees and coalitions.
  10. Knowledge of statistical methods of data collection and analysis.
  11. Ability to communicate effectively with individuals and organizations both orally and in writing, at a supervisory level.
  12. Knowledge of current issues and trends in homelessness, social work, social housing, mental health, substance use, community funding, municipal trends and policies and related legislation.
  13. Knowledge of the Collective Agreements, Occupational Health and Safety Act, MFIPPA, PHIPA, Shelter Standards and other relevant legislation.
  14. Familiarity with government legislation in the areas of Occupational Health & Safety.
  15. Must be able to work flexible hours including weekends and evenings.
  16. Familiarity working in health/social service setting providing or coordinating harm reduction services related to safe drug use, communicable disease prevention, HIV, Hepatitis C, and/or sex work an asset
  17. Familiarity in contact centre an asset
  18. Familiarity working with refugee populations will be considered an asset
