The Purchasing & Materials Management Division is a critical function within the City of Toronto’s complex multi-site, multi-division and multi-stakeholder environment, partnering with all City divisions, designated agencies and corporations in order to procure goods and services at the best value. Major Responsibilities

Under the direction of the Supervisor, Business Services and Strategic Planning, the Coordinator, Purchasing Services (Social Procurement) will provide advice, training and assistance to Purchasing and Materials Management Division's (PMMD) clients in all aspects of the Social Procurement Program and related purchasing matters. The Coordinator, Purchasing Services (Social Procurement) will also proactively engage clients with social procurement opportunities, where appropriate, and assist with engaging Indigenous, Black and diverse suppliers and social enterprises.

 

  • Assists PMMD and client Divisions in developing and identifying social procurement opportunities in annual purchasing plans by increasing Indigenous, Black and diverse suppliers and social enterprises, and workforce development opportunities
  • Conducts training and information sessions for groups, including providing information on 'How to Do Business with the City of Toronto' and briefings for new and existing suppliers
  • Participates in the supplier evaluation/performance process and conducts follow-ups as it relates to social procurement opportunities; assists with social procurement evaluation
  • Monitors PMMD Client Divisions satisfaction through surveys, feedback, etc. to ensure service level commitment is met and makes appropriate recommendations as it relates to social procurement
  • Represents PMMD and coordinates with Social Development Finance & Administration (SDFA), Economic Development and Culture (EDC), and other relevant divisions to provide advice, training and coordination services regarding social procurement/Purchasing and Materials Management
  • Participates in trade shows and diverse supplier organizations' annual or special events
  • Investigates complaints and resolves disputes between suppliers and client divisions, as required
  • Develops and updates information provided to clients/suppliers on doing business with the City and the City's social procurement initiatives
  • Monitors blanket contracts in order avoid duplication of the same commodity, and to identify potential social procurement opportunities for City divisions and agencies
  • Provides support to staff to identify and develop opportunities for social enterprises

 

Key Qualifications

Your application must describe your qualifications as they relate to:

  1. Experience planning, monitoring and administering program operations, ensuring compliance with divisional and legislative guidelines and policies.
  2. Experience in engaging and developing partnerships with key stakeholders.
  3. Experience in research, analysis and interpretation of data, coupled with strong analytical and organizational skills.
  4. Experience working with MS Office Suite.
  5. Post-secondary education in a relevant field or an equivalent combination of education and experience.

You must also have:

  • Excellent customer service, interpersonal, and negotiation skills.
  • Excellent organizational and time management skills, including attention to detail, ability to set priorities, meet deadlines and work effectively with minimal supervision, deal with conflicting priorities and work demands.
  • Highly developed communication skills and ability to exercise good judgement in public relations when dealing with members of the public and all levels of staff.
  • Knowledge of Purchasing and Financial Control By-laws, council approved policies, applicable legislation, and procedures would be an asset.
  • Understanding of the City's Social Procurement Policy and Program would be an asset.
  • A strong working knowledge of the City's Financial Information System, SAP, would be an asset.
