Job Summary

The Program Coordinator provides operational and administrative coordination to support the effective delivery of a municipal program. The role supports day-to-day program operations while exercising judgement in applying policies, procedures, and regulatory requirements. The successful candidate will work collaboratively with internal and external partners, coordinate activities and documentation, and contribute to the development and improvement of processes and standard operating procedures. 

This position requires the ability to balance teamwork and independent work. The role regularly manages competing priorities, confidential information, and situations where procedures may not be fully defined. The Program Coordinator is expected to make sound decisions, identify issues, and escalate appropriately. 

The Program Coordinator works closely with supervisors, operational staff, internal City divisions, external agencies, and community stakeholders, and regularly communicates with partners to coordinate services and resolve issues. 

 

 

Major Responsibilities 

  • Coordinates day-to-day program operations, service requests, and operational coverage activities to support consistent service delivery. 
  • Leads and coordinates special projects/programs as assigned, including reporting on assigned projects/programs. 
  • Provides operational guidance and procedural clarification to staff and supervisors regarding program requirements, policies, and practices. 
  • Supports management in employee relations matters including coordinating meetings, preparing documentation, and maintaining records related to performance management and workplace concerns. 
  • Prepares confidential documentation and take meeting minutes related to investigations, performance discussions, grievances, and workplace issues, ensuring strict confidentiality and accuracy. 
  • Develops, documents, and implements standard operating procedures, workflows, and administrative processes to improve program effectiveness. 
  • Research operational issues and recommends practical solutions, identifying risks and escalating where appropriate. 
  • Prepares reports, statistical summaries, briefing materials, and documentation in accordance with applicable legislation, agreements, and corporate policies. 
  • Maintains accurate records in corporate systems and monitors required reporting deadlines for internal and external stakeholders. 
  • Coordinates schedules, meetings, appointments, and communications with internal divisions, external partners, and service providers. 
  • Processes service requests and supporting documentation, including tracking, reconciliation, and invoicing activities. 
  • Supports payroll administration by preparing and reviewing timesheets, logs, overtime documentation, and related records. 
  • Tracks attendance and operational data and performs calculations to support reporting and performance monitoring. 
  • Assists with procurement, inventory control, and distribution of program equipment and materials. 
  • Tracks expenditures and supports budget monitoring and forecasting. 
  • Responds to inquiries from staff, partners, and the public, resolves escalated concerns where appropriate, and refers matters for further action as required. 
  • Coordinates meetings, workshops, and events, prepares agendas and minutes, and follows up on action items. 
  • Uses corporate software and information systems to maintain records, analyze information, and prepare documentation. 
  • Identifies operational issues, exercises judgement within established guidelines, and takes appropriate action or escalates as necessary. 
  • Performs related duties as assigned. 

 

 

Key Qualifications 

 

Your application must describe your qualifications as they relate to:

  1. Post-secondary education in a pertinent discipline to the job function (e.g. business, public administration etc.), or an equivalent combination of education and experience. 
  2. Considerable experience providing customer service and in dealing with the public, divisional, corporate and council requirements with effective communication techniques and practices. 
  3. Considerable experience providing administrative coordination, operational support, or scheduling within a complex or multi-stakeholder environment, including coordinating activities, directing day-to-day work assignments, responding to inquiries, and maintaining accurate documentation. 
  4. Experience coordinating projects or operational initiatives of varying scope and timelines, including researching issues, developing recommendations, and implementing or improving policies, procedures, workflows, or standard practices. 
  5. Experience analyzing information and preparing clear reports, presentations, briefing materials, and correspondence under time constraints. 
  6. Considerable experience with spreadsheet and reporting tools, including intermediate to advanced Excel skills, in Microsoft Office (Excel, Word, PowerPoint, Outlook), project management software (e.g., Microsoft Project, Jira, Visio, Confluence), and online collaboration tools such as Microsoft Teams and SharePoint. 
  7. Ability to travel to various work locations throughout the City of Toronto which may require a valid Province of Ontario Class "G" Driver's Licence 
  8. Previous exposure to records management systems, scheduling systems, or enterprise applications (e.g., HRIS, timekeeping, or financial systems). 
  9. Knowledge of public sector or law enforcement work environments. 
  10. Previous exposure to operational or front-line service delivery environments. 
  11. Knowledge of workplace policies, performance management processes, and documentation requirements. 
  12. Excellent organizational skills with the ability to work independently, set priorities, plan and execute variety of tasks in order to meet deadlines. 
  13. Excellent interpersonal skills with the ability to communicate effectively, both verbally and in writing, with councillor offices, community partners, and all levels of staff, both within the division and across the corporation. 
  14. Demonstrated ability to interact professionally in sensitive or challenging situations and to exercise independent judgment and discretion in handling matters of confidential, proprietary or sensitive nature as they relate to staff, public and personnel matters.  
  15. Ability to work a flexible schedule based on operational needs, including early mornings, evenings, and weekends as required. 
  16. This is an in-office position and requires regular on-site attendance to support daily operations and coordination activities.
