Major Responsibilities:

 

Reporting to the Manager, Workforce Planning and Development, the Coordinator Training & Development uses their training & development expertise in alignment with Divisional strategic priorities to design, develop and implement training programs and initiatives to support onboarding and ongoing professional development of new and existing leaders within the Division. This role will focus on the strategic planning and design of creative and innovative leadership development initiatives and will play acritical role in the succession planning process.

 

  • Develops and delivers training to support quality client service, advance professional development, and ensure compliance with applicable program, service, and legislative requirements, directives, and mandates.
  • Supports organizational development through the development or enhancement of various programs e.g. New Hire Orientation program, Leadership Development program, etc., identifying organizational performance gaps and developing strategic responses that supports the individual and the organization.
  • Consults with managers and supervisors in both the City of Toronto and Toronto Public Health to identify appropriate learning and development strategies. Completes needs assessments in co-operation with managers and subject matter experts to ensure that gaps in knowledge and skills are addressed, sets targets and identifies outcomes.
  • Creates sector, divisional, sectional, and/or unit specific learning content for a variety of delivery methods including instructor led classroom training, eLearning, multimedia programs, WebEx virtual training and other computer-aided instructional technologies.
  • Supports the division in improving job performance through training solutions and to mentor frontline supervisors to support them in coaching their staff.
  • Develops and conducts training evaluations and related activities, e.g. focus groups, surveys, questionnaires and analyzes data to improve staff's knowledge, skill acquisition, and technical training; measures staff learning and increase in knowledge from the training and reviews behavioural change and performance improvement after applying skills/training.
  • Regularly reviews and updates training materials to ensure up-to-date, relevant content that effectively and efficiently addresses divisional operational requirements and enables learner engagement.
  • Conducts research and analysis and keeps informed of issues related to workplace training and leading training practices in Public Health, as well as corporate policies and practices, legislation and initiatives by other levels of government.
  • Models leadership behaviours in the workplace and in the classroom and influences staff to demonstrate corporate values, climate and tone; creates and maintains a positive and professional learning environment.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Stays abreast of new and developing adult education/training methods and practices as well as new legislation and revised policies and procedures.
  • Develops and delivers training in response to the outcomes of analysis and evaluation of divisional statistics, policies/procedures, and performance measurements.
  • Consults and works with corporate, divisional, and sector subject matter experts to identify and create training curricula and tailored course plans to address the technical training needs of divisional staff; provides subject matter expertise and feedback to management and partners regarding course content.
  • Provides leadership in the development of new divisional technologies and solutions (e.g. e-Learning) to meet the diverse business, user and learner needs, and provides training thereof.
  • Develops and implements plans for complex training & development projects & programs, ensures contingencies, identifies problems and takes action.
  • Utilizes a variety of training methodologies, techniques, concepts, learning tools and practices that accounts for 24/7 operations, staff composition, and the geographically dispersed nature of operations to ensure maximum effectiveness and feasibility of training programs that caters to all learning styles.
  • Provides leadership by coordinating, and facilitating management level committees, workgroups and meetings; including developing structures and processes to ensure  meeting/workgroup objectives are met.
  • Works collaboratively on strategic business areas/requirements to support implementation of divisional & sector-wide initiatives and addresses matters pertaining to training and knowledge management (e.g. learning aids, user manuals, presentations methods, communication and adult learning principles).
  • Coordinates with Corporate People & Equity regarding training relating to Occupational Health& Safety, Employee & Labour Relations, Organizational Development and Learning, etc.
  • Ensures all training provided to divisional staff is documented in the City's online learning inventory, ELI; ensures divisional training is also captured for all staff in ELI.
  • Monitors and maintains training records for the division's staff and provides the Divisional Senior Management Team regular updates.
  • Promotes learning & development opportunities within the division & sector using various mediums.
  • Supports divisional employee engagement and mental health and wellness related initiatives. Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Compiles information, prepares statistical reports and other confidential material.
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Supports the People Services team in addressing other emergent and/or urgent priorities as required.

 

Key Qualifications:

 

  1. Post-secondary degree or diploma in human resources or a field relevant to training and development, adult training/education or equivalent combination of education and experience.
  2. Considerable experience in an HR Environment developing, facilitating and conducting training related to Leadership Development, Succession Management, new employee onboarding, and program specific training.
  3. Considerable experience identifying training needs and conducting research to develop training programs, including but not limited to: leadership development and onboarding.
  4. Considerable experience designing, producing and evaluating training and training materials for a variety of learners in both traditional and online formats. Knowledge of e-learning software such as Articulate Storyline and Adobe suite to facilitate material development.
  5. Experience leading workgroups and/or supervising in a unionized environment.
  6. Sound knowledge of adult education principles and practices and training and evaluation methodologies.
  7. Fundamental knowledge of management/supervisory and business best practices.
  8. Superior oral and written communication skills with the ability to interact with employees, divisional and corporate staff, and senior management.
  9. Fundamental knowledge of organizational effectiveness principles and how they relate to divisional training and development initiatives.
  10. Knowledge of Public Health and relevant legislation, corporate policies and Divisional philosophies.
  11. Ability to learn new IT systems (e.g. e-learning management, electronic tracking systems, etc.) to support the development, implementation, and tracking of training.
  12. Superior ability to prepare reports and presentation materials using Microsoft Office Suite including, Word, Excel, and PowerPoint.
  13. Excellent leadership and interpersonal skills to deal effectively with staff, all levels of management and internal/external service providers.
  14. Excellent analytical and critical thinking skills to evaluate and make recommendations to enhance or develop new training and/or programs.
  15. Well-developed organizational skills and the ability to handle multiple projects simultaneously to meet established deadlines.
  16. Knowledge of applicable collective agreements and legislation in the areas of Accessibility, Human Rights, Employment, and Occupational Health and Safety.
  17. Ability to provide training occasionally on evenings and weekends and to travel to different work locations when required.
