Job Description 
This position is responsible for financial transactions related to high volume, large dollar value customer sub-ledger accounts and general ledger accounts, monitoring the life cycle of Accounts Receivable (AR), reviewing and developing Divisional and corporate processes and procedures, enhancing financial and internal controls, participating on special projects as assigned and addressing and resolving outstanding collections as part of the outstanding collections cleanup.


Major Responsibilities

    • Analyzes, reconciles, and monitors the City’s more complex general ledger and reserve accounts.
    • Reconciles, analyzes, and prepares working papers to assist with the preparation of the Corporation's annual financial statements, Provincial Financial Information Return, and other financial and statistical reports.
    • Addresses and resolves outstanding collections as part of the Outstanding Collections Cleanup.
    • Monitors to ensure internal controls are followed in accordance with City By-laws (financial control by-law) and policies.
    • Prepares, reviews and posts journal entries. 
    • Approves and posts the journal entries prepared by others.
    • Reviews financial system reports to identify potential errors and omissions and takes corrective action.
    • Prepare reports for Standing Committees and Council.
    • Creates /executes ad hoc financial system reports for analysis purposes. 
    • Provides advice to divisions with respect to cost and revenue allocations to accounts, cost centres, and projects.
    • Provides advice and guidance when directing other accounting staff.
    • Coordinates divisional projects and assignments as required.
    • Monitors relevant Provincial statutes and regulations, City by-laws and/or Council direction, agreements for any changes.
    • Coordinates the set-up of appropriate cost elements, cost centres, and capital projects. 
    • Develop benchmarks to monitor results with departments.
    • Liaises with ABC’s to ensure the timely billing of capital and operating budget draw and year-end reconciliation of inter-company balances.
    • Provides input into the design of databases.
    • Develops and writes computer reports using corporate financial software.
    • Participate in the design and development of new corporate accounting procedures and policies.

 

Key Qualifications

Your application must describe your qualifications as they relate to:

    1. Post-secondary education in Accounting, Finance, or a related field, or an equivalent combination of education and experience.
    2. Extensive experience in financial accounting with a strong focus on the Accounts Receivable lifecycle, including revenue recognition, revenue analysis, high-volume collections, backlog cleanup and reconciliations.
    3. Experience preparing and analyzing financial reports for senior leadership and Council, with the ability to identify issues and implement corrective actions.
    4. Experience in corporate financial systems (e.g., SAP) and Microsoft Office (Excel, Word), including developing and analyzing financial reports.

 

You must also have:

    • Strong knowledge of general ledger accounting, journal entries, account reconciliation, and financial reporting, including year-end support and working paper preparation.
    • Sound understanding of internal controls, financial policies, and applicable legislation with the ability to research, develop and improve processes to enhance efficiency, effectiveness and compliance.
    • Excellent analytical, problem-solving, and conflict resolution skills, with strong attention to detail.
    • Highly developed communication and interpersonal skills, with the ability to produce clear and concise reports and build effective relationships with internal and external stakeholders.
    • Strong organizational and multi-tasking skills, with the ability to work independently with minimal supervision, exercise sound judgment and discretion with confidential information, and meet tight deadlines.
    • Ability to work collaboratively as part of a team and work overtime as required.
    • Knowledge of municipal accounting principles and practices, including Public Sector Accounting Board (PSAB) standards, would be an asset.
