Job Summary:
To lead project teams and provide senior technical consulting and analysis, development, testing, quality assurance, and project planning expertise to deliver and sustain critical enterprise business applications and information, specifically focusing on the Atlassian suite, including Jira, Confluence, Bitbucket, and other related tools.
Major Responsibilities:
- Directs business and technical inter-divisional staff and professional services to deliver and sustain complex, critical enterprise business applications and information through the application life-cycle, using the Atlassian suite (Jira, Confluence, Bitbucket, etc.), and reports progress to manager, stakeholders, and team members. Ensures successful delivery of solutions adhering to project management methodology.
- Manages day-to-day work output of staff and resources, including the scheduling, assigning, and reviewing of work tasks to ensure a continuing and consistent service by sustaining complex, critical enterprise business applications and information, particularly through the optimization and effective use of Atlassian products.
- Negotiates amongst divisional business and technical stakeholders with multiple points of view to drive consensus for corporate-wide solution designs, ensuring alignment with business goals and technical standards, particularly with Atlassian-based solutions.
- Brings together multiple stakeholders from across all divisions and provides expert advice within the context of corporate architectures, standards, policies, procedures, emerging technologies, and the configuration and integration of Atlassian products within the corporate framework.
- Determines project requirements, analyzes and recommends feasible options, designs, builds, configures, and/or codes, acquires, tests, and implements enterprise information structures and applications, and sustains information technology solutions to meet critical City-wide and divisional business objectives, leveraging Atlassian tools to provide scalable enterprise solutions.
- Applies technical expertise to recommend, develop, and maintain corporate policies, procedures, and standards that are consistent with legislation to ensure enterprise information and applications integrity, particularly for Atlassian platforms.
- Applies technical expertise to ensure security, privacy, and quality assurance requirements are implemented in a manner that delivers business requirements and is consistent with MFIPPA and legislation, thereby ensuring the integrity of complex enterprise information and applications, especially in Atlassian environments.
- Applies project management expertise to lead and/or input to project management and procurement processes, including the evaluation and recommendation of complex technical solutions and professional services, particularly related to the Atlassian platform.
- On a project basis, provides direction and assigns work to non-I&T positions, e.g., divisional unit staff (management & bargaining-unit), and collaborates with cross-functional teams to resolve complex technical issues and optimize system performance, including the Atlassian suite.
- Applies technical expertise to develop and/or input to procurement and project management documentation, including business cases, RFI/P/Qs, Sole Sources, statements of work, service level agreements, project charters, project plans, status reports, issue logs, change orders, resource plans, budgets, migration plans, contingency plans, and risk assessments, with a focus on Atlassian-related solutions.
- Communicates effectively by leading and facilitating meetings, preparing and delivering presentations and reports to various audiences, including business/project managers, project team members, and other orders of government and external parties.
- Develops and/or applies complex business and application models, information structures, data models, data schemas, technical program code, network and security interfaces, data and application design, as governed by architectural frameworks, technology standards, information policies, and legislative requirements.
- Applies a strong understanding of information and technology industry trends and City priorities over both the short and longer term to advise, develop, and maintain City infrastructures, methodologies, tools, and techniques. Ensures conformance and adherence in daily practice among business and technical teams, particularly in Atlassian-based environments.
- Actively participates in corporate and cross-divisional initiatives to design, construct, and implement business and application infrastructure solutions, such as data warehousing, document management, and electronic service delivery, using Atlassian tools where applicable.
- Analyzes and recommends changes to current business practices, business and information processes, data flows, performance measures, information delivery, and knowledge utilization to foster a more efficiently managed and coherently integrated information environment for all divisions in the City, especially in the context of Atlassian products.
- Generates the plan and directs the project team in the execution of software upgrade activities for Atlassian platforms, ensuring minimal disruption to business operations.
- Applies technical expertise to perform analysis, development, and testing for new or enhancements to existing complex, critical enterprise business applications and information, including solutions based on Atlassian products.
- Applies technical expertise to support the development and testing environments of complex computing solutions, particularly those leveraging Atlassian-based systems.
- Conducts reviews and analysis of existing processes, providing input and implementing operational improvements, with a focus on optimizing Atlassian platform usage and integration across City systems.
- Engages with stakeholders to gather business requirements, provides advice, and documents needs within project tickets, business cases, and other project artifacts, ensuring alignment with Atlassian solutions.
Key Qualifications:
Your application for the role of Corporate Application Technical Leader should describe your qualifications as they relate to:
- Post-secondary education in Computer Science or a related discipline with extensive development / sustainment experience in large-scale IT solutions, or the approved equivalent combination of education and/or experience.
- Extensive experience implementing and supporting Atlassian products, including Jira, with knowledge of modern integration technologies and micro-service architectures.
- Extensive experience in managing and optimizing enterprise-level applications, particularly within the Atlassian suite.
- Extensive experience in leading cross-functional teams in a technical and project capacity planning to gain project efficiencies while ensuring corporate project transparencies.
- Considerable experience in customizing and integrating Jira, Confluence, and Bitbucket with other enterprise systems.
- Considerable experience in developing and implementing IT policies, procedures, and best practices for software development and system maintenance.
- Experience in evaluating and recommending new Atlassian plugins, tools, and technologies to enhance system functionality and performance.

- Ability to gather and translate business requirements into technical solutions within the Atlassian ecosystem.
- Excellent problem-solving, leadership, and facilitation skills to lead technical discussions and drive consensus among stakeholders.
- Advanced time management capabilities and the ability to prioritize and manage multiple projects concurrently.
- Knowledge of current and emerging technologies in the Atlassian ecosystem, with the ability to evaluate and recommend new tools and methodologies.
- Experience in developing and executing test plans and disaster recovery plans for Atlassian applications.
- Flexibility to work outside regular hours and travel to various office locations within the City of Toronto, as required.
