Major Responsibilities:

  • Provides leadership to a team of Planning professionals in the implementation of the City of Toronto's Official Plan.
  • Fulfils and discharges required statutory obligations while ensuring that the political and public demands are met.
  • Interprets enabling legislation and operations of the planning function.
  • Provides leadership in the provision of community planning services and overall project management related to the review and approval of development applications.
  •  Leads complex processes for large-scale development projects.
  • As a change ambassador and leads staff through a process of planning and development of long-range objectives.
  • Influences the decision making of Council, the development industry, and the public by identifying interests and reinforcing established public goals.
  • Facilitates community participation in the development review process and engages with residents and interest groups at the local level and focuses efforts towards the development of complete communities.
  • Participates as a member of the management team in advancing the mission of the Development Review division by representing one of the five local areas.
  • Provides strategic direction and oversight of functional planning programs, including the development, design and implementation of policies and programs that make major changes in overall business performance.
  • Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices, metrics, and procedures.
  • Collaborates with the Senior Leadership Team in the development of a strategic direction and vision for the Division’s programs and services.
  • Provides program management staff with direction, guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by the section.
  • Provides leadership and support to the management team, fostering coaching, engagement and employee development, customer service, and a commitment to TPS values.
  • Directs, through subordinate management staff, all activities of the section, delegating management responsibility.
  • Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Administers Development Review budget at the District level and authorizes the expenditure of funds within established limits.
  • As an innovative leader, demonstrates commitment to the organization’s values and principles including diversity, inclusion, and employee engagement, while forging effective partnerships with various stakeholders.
  • Participates in complex organizational and management change initiatives and the creation of a workplace that supports and is conducive to a high level of organizational performance.
  • Provides opportunities for intellectual growth, creative teamwork, and professional accountability.
  • Acts for the Executive Director as required.

 

Key Qualifications

  1. Post-secondary education in urban planning, public administration, or a comparable field or equivalent combination of education and experience.
  2. Extensive leadership experience including advancing diversity and inclusion, inspiring high performing teams, fostering a collaborative environment and coaching, developing and engaging staff.
  3. Extensive leadership and project management experience of complex community planning initiatives in a municipal/city environment.
  4. Considerable senior level experience setting strategic program direction combined with considerable experience planning, developing, implementing, managing and monitoring broad scale, long term objectives and strategies.
  5. A collaborative leader, experienced with implementing change, encouraging participation of employees and a commitment to organizational values and objectives.
  6. An effective decision maker, with a track record demonstrating innovation, problem solving, conflict resolution, a commitment to continuous learning, adaptability, and improvement.
  7. Advanced verbal and written communication skills with the ability to communicate effectively, and build relationships at all levels of the organization, including with elected officials, senior management, unions, staff, community groups and the media.
  8. Highly developed sense of discretion, judgment, and political acumen to deal with sensitive matters with the ability to represent the Executive Director Development Review at Council and other Standing Committees.
  9. Sound knowledge of government legislation and policy in the areas of labour, occupational health and safety and human rights with excellent knowledge of Toronto's Official Plan, relevant legislation and bylaws.
  10. Membership with Ontario Professional Planners Institute or the Canadian Institute of Planners is an asset.
