The City of Toronto's Corporate Real Estate Management Division (CREM) is striving toward become an industry leader, with its diverse and dynamic team of professional real estate experts. CREM is establishing a standard of excellence and driving change including the transformation of its service delivery model, with an enhanced customer service focus. We provide integrated services to our clients including transaction services, asset lifecycle management, property management, facilities services, security, project management, safety and compliance and support services for all City real estate assets.

 

Reporting to the Executive Director, CREM, the Manager, The Director of Property Management will lead a team of professionals to support and oversee the performance and management of diverse portfolio of real estate assets.   If you are innovative, driven, enthusiastic and a dedicated professional, adaptable to change and willing to contribute, we are looking for you! Role

To provide the vision for the future of real estate asset management and interrelated partnerships for large scale real estate assets. To strategize, develop and implement new strategies, techniques and approaches to asset management service delivery, operations and execution, focused on streamlining operations and reposition real estate assets to reduce costs and increase both social ad financial value, as well as align and deliver within the framework of the overall City-Wide real estate strategy and mandate. To lead and provide guidance on all asset management, property management, and portfolio related functions at Union Station, and also act as the executive lead at the station managing key relationships with Metrolinx, VIA and Osmington.

 

Major Responsibilities:

  • Develops, designs and implements functional policies and programs that make major changes in overall business performance based on long-term needs.  Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, provides program management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by this section.
  • Directs, through subordinate management staff, all activities of the section, delegating management responsibility.
  • Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Develops, recommends and administers the annual budget for the section, and ensures that the section’s expenditures are controlled and maintained within approved budget limitations.
  • Serves as a member of the Executive Director Corporate Real Estate Management senior management team and contributes to the strategic direction of the City's Property portfolio.
  • Maximizes total return/value for Key City Assets through the analysis of property efficiencies, profit and losses and identifies opportunities for improved performance to optimize the asset with consideration of the City's strategic priorities as well as key partner / tenant priorities.
  • Creates and oversees customized asset management strategies and long-term financial planning for various City assets (e.g. Union Station, St. Lawrence Market & other commercial assests).
  • Oversees, manages and executes assigned City assets capital budgets including the multi-hundred million dollar Union Station Revitalization capital budget.
  • Oversees, manages and executes ongoing operations and lease management of assigned City assets including Union Station's numerous agreements with key stakeholders at the station, including The Toronto Transit Commission, Metrolinx, Via Rail, Infrastructure Ontario, Parks Canada, Maple Leafs Sports and Entertainment, and Osmington, among others.
  • Works closely with key stakeholders to provide direction for and oversight of business plans, budgets, CAMs, forecasts, leases, analysis and approvals.
  • Oversees and has executive responsibilities for the direct impact on key clients, financials, etc. as a result of construction and design teams' work on City assets.
  • Oversees and has executive responsibilities for City asset modernization projects (e.g. Union Station, in conjunction with Parks' Canada National Historic Site guidelines); liaises in a matrix relationship with the construction and design team where applicable.
  • Coordinates with the City's Corporate Security Director and security team at Union Station through the Corporate Security Unit, GO Transit and TTC security officer's onsite.
  • Determines maintenance and capital improvements needed to ensure property is maintained in good condition and coordinated with on-going or new construction projects.
  • Negotiates third party contracts with property managers or internal service providers.
  • Manages cash flow, distribution analysis and investment projections.
  • Analyzes and audits monthly financial statements.
  • Develops and distributes periodic asset management reports to stakeholders.
  • Ensures high standards of property conditions.
  • Develops business cases and input into due diligence processes for future acquisitions or sale of strategic revenue generating City assets.
  • Oversees asset disposition process.
  • Recommends and generates reports to the Executive Director Corporate Real Estate Management, Committees and City Council.
  • Participates and provides input in to various corporate and inter-departmental initiatives.
  • Participates and provides input as it relates to contract disputes and claims related to construction activities.
  • Provide expert, effective advice to key leaders and executives within Corporate Services and across the integrated City-Wide service delivery model (including CreateTO, etc.) as related to asset and property management.
  • Oversees effective service delivery at City assets through matrixed relationship with other Corporate Services Directors, GMs and other City related executives.
  • Develops and oversees an innovative, future-driven asset management strategy.
  • Develops and implements a sustainable, integrated City asset service delivery and operational model for assigned civic real estate assets, from an asset and property management perspective.
  • Understands and meets owner asset management goals for properties.
  • Maintains positive relationships with tenants, partners and other key stakeholders.
  • Leads on all property management functions at assigned City assets such as Union Station, and acts as the executive lead at the station managing key relationships with Metrolinx, VIA and Osmington.

 

Key Qualifications

  • Extensive senior strategic, operational and transactional experience  in managing core real estate asset(s) from a portfolio, property, and construction perspective
  • Proven experience as a transformational leader with the ability to build, develop and drive a strong customer service culture
  • Post-secondary education in a related area plus relevant management training and experience, or an equivalent combination of education and experience
  • Extensive knowledge of lease administration functions, including financial transactions (i.e. CAM, budget development), reconciliations and budgets
  • Knowledge of financial and accounting concepts such as Discounted Cash Flow, Net Present Value, and Internal Rate of Return to understand real estate analysis for financial models
  • Strong leadership skills and adept at engaging and motivating others  to maximize the potential and commitment of people to achieve outstanding results
  • Demonstrated experience as a skilled communicator and relationship builder with the ability to sell new concepts and approaches in the delivery of major initiatives, leading negotiations, and executing agreements with top officials from a variety of organizations
  • Strong analytical skills, relevant technical capabilities, strategic planning skills, and ability to operate as a fully accountable leader
  • A track record demonstrating strong fiscal accountability and budget experience
  • Familiarity with government legislation in the area of Occupational Health and Safety and other legislation relevant to this role.
  • Well demonstrated human relations skills with an ability to self-assess, change and adapt to organizational, cultural and business needs
  • Ability to understand and read financial statements
  • Possesses highest level of integrity
  • Ability to juggle multiple priorities and time sensitive matters
