Leading Workforce Transformation
Reporting to the Chief People Officer and the Executive Steering Committee for the HCM, ERP, the Director, ERP Implementation & Transformation provides leadership for the strategic planning, delivery, and optimization of the City’s enterprise HCM platforms. This role bridges People & Equity strategy, workforce transformation, and technology enablement, ensuring ERP HCM solutions deliver measurable value across workforce planning, payroll, talent management, employee experience, and operational efficiency.
This position is accountable for aligning people processes, systems, and analytics with organizational priorities, equity commitments, and legislative requirements, enabling consistent, data-driven decision-making across all people functions at the City of Toronto.
Specifically, you will provide leadership in the areas of:
Strategic Leadership & Delivery
As the Director, you will lead the development and execution of a multi-year ERP HCM strategy and roadmap aligned with City priorities and workforce objectives. The role provides oversight of the full ERP HCM lifecycle, including Core HR, Payroll, Time and Attendance, Benefits, Talent, Workforce Management, and Budget and Payroll, ensuring systems are scalable, integrated, and sustainable.
In this position, you will oversee multiple concurrent workstreams, lead fit-gap analysis, approve functional and technical designs, and ensure adherence to enterprise standards while minimizing customization. You will establish governance frameworks, performance metrics, and reporting mechanisms to monitor delivery, manage risk, and drive continuous improvement.
You will lead a diverse, multidisciplinary workforce through inclusive, values-based leadership, fostering collaboration, innovation, and continuous learning. This role builds a high-performance culture grounded in trust, accountability, and service excellence.
Implementation &Transformation
You will lead the business transformation associated with HCM modernization, ensuring effective adoption through change management, communication, training, and engagement strategies. In this role, you will ensure ERP platforms support evolving workforce strategies, including hybrid work, diversity, equity and inclusion, learning and development, and employee well-being.
Accountability for workforce analytics, reporting, and data governance is central to the role, translating insights into actionable strategies and KPIs for senior leadership. As the Director, you will ensure data integrity, security, privacy, and compliance with legislative and collective agreement requirements, while driving ongoing optimization through automation, reporting enhancements, and workflow improvements.
Partnerships & Council Engagement
You will serve as the primary liaison with Technology Services, ERP vendors, consultants, and internal partners across HR, Finance, and Operations. This role leads contract negotiations, service level agreements, and vendor performance management, ensuring accountability and value for money.
This position provides regular updates to executive committees and senior leadership on progress, risks, and outcomes, and represents the Division at Community Councils, Standing Committees, and City Council as required. You will provide strategic advice on workforce systems, emerging trends, and opportunities to support corporate and Council priorities.
Risk Management & Operational Excellence
You will be responsible to identify and mitigate technology, operational, and business risks associated with ERP HCM systems and lead business continuity planning for People & Equity and Payroll platforms. In partnership with Technology Services, you will ensure systems are resilient, secure, and aligned with enterprise architecture standards.
This position oversees service planning, quality assurance, performance monitoring, and the resolution of escalated issues to maintain service excellence, accountability, and operational integrity.
You will model ethical leadership and demonstrates a strong commitment to equity, accessibility, inclusion, and human rights, recognizing diversity as a driver of innovation and improved outcomes.
Key Qualifications
- Extensive senior leadership experience delivering enterprise ERP HCM solutions in a large, complex organization, preferably in the public sector.
- Proven experience leading large-scale business and technology transformation initiatives.
- Strong expertise in HCM process harmonization, ERP governance, workforce analytics, and change management.
- Demonstrated ability to lead high-performing teams through significant organizational change.
- Experience managing complex vendor ecosystems, contracts, and service level agreements.
- Excellent communication and influencing skills with executives, governing bodies, and technical and non-technical stakeholders.
- Experience in a unionized environment and administering collective agreements is an asset.
