Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto divisions, Agencies, Boards and Commissions, and external clients such as the development industry, utility companies and other public agencies.

As an Engineer in Design and Construction – Linear Underground Infrastructure Section, Basement Flooding Protection Program Unit, you’ll provide project management and engineering expertise in the delivery of capital infrastructure projects. These will include environmental assessments, sewer capacity assessments, preliminary and detailed design assignments, and construction of sewers and watermain improvements, outfalls, sanitary and stormwater storage, and roadway improvements.

An integral part of your job as a City Engineer will be to engage engineering consultants by preparing Requests for Proposals (RFPs), evaluating proposals for compliance with the City's purchasing processes and managing, overseeing and reviewing the work of engineering consultants, as well as assisting Senior Engineers and Senior Project Managers on large projects. Working in collaboration with the engineering consultant, you’ll also be called upon to prepare Requests for Quotations (RFQs) and Construction Tender packages, as required, and to oversee construction.

Project management accountabilities

Following best project management practices, and Division guidelines and manuals, you’ll manage a variety of assigned projects – from initiation, scoping and gathering of background information, to assisting the client and manager in preparing the capital budget, through project execution and up to warranty completion. It will be your responsibility to ensure that all required permits and

approvals are secured, that projects are on schedule and that expenditures are within budget and yearly cash flow estimates, along with finalizing contract payments and implementing quality control/quality assurance for construction.

Technical expertise and innovation

Valued for your professional expertise, you’ll review engineering studies, reports, hydraulic modelling results, design drawings and contract specifications, and provide advice and engineering reviews to ensure compliance with the Basement Flooding Protection Requirements, City's specifications, water and sewer design manual, Ministry of the Environment, Conservation and Parks (MECP) guidelines and other applicable standards and guidelines. You’re also well equipped to prepare engineering analyses, justifications and evaluations that will lead you to recommend change orders for senior management approval, advise on a major issue, or recommend a major decision. Looking to the future, you’ll conduct research and development for the effective resolution of engineering issues, as well as initiate and lead technical studies and projects.

Communication and stakeholder management

Adept at communicating with a broad range of audiences, a key strength within our multi- stakeholder environment, you’ll represent the City on committees, attend meetings and provide input, manage public complaints during construction, prepare presentations for Councillors, prepare construction notices and complete public consultation in line with project needs. Your communication skills will also prove vital as you negotiate claims with contractors and consultants and coordinate continuously with identified stakeholders throughout the execution of the project.

Among the other strengths you bring to the role of Engineer (Basement Flooding Protection Program) will be the following key qualifications:

1. A professional Engineering Licence and membership in good standing with Professional Engineers Ontario (PEO).
2. Considerable experience applying the principles of Engineering related to municipal linear infrastructure.
3. Considerable project management experience from inception to implementation, including planning, design and construction of municipal public works infrastructure.
4. Completion of post-secondary education degree or diploma in civil and/or municipal engineering or an equivalent combination of education and experience may be considered.
5. A valid Province of Ontario Class "G" Driver's Licence and access to a vehicle.

Proficiency using general computer software (e.g. Microsoft Office) is also key, as is the ability to work in a busy environment with competing priorities and deadlines.

Additionally, within the scope of your varied assignments, you’ll regularly put into practice your knowledge of legislation related to the Ontario Water Resources Act, Safe Drinking Water Act, Occupational Health & Safety Act, Accessibility for Ontarians with Disabilities Act, Construction Act, Environmental Assessment Act, Environmental Protection Act, Federal Fisheries Act, and Conservation Act.
