As an Engineer you’ll report directly to a Senior Engineer and provide support with project coordination and management, technical engineering input on the planning and implementation of the Division's programs, projects and infrastructure. With your experience and highly developed ability to plan, organize and co-ordinate large, complex projects, you’ll also assist with growth servicing, service enhancement and City-building complex initiatives, as well as plan and co-ordinate City-wide assignments by ensuring technical accuracy and adequacy.
Design, Engineering and Infrastructure Planning for Water, Stormwater and Wastewater Systems
Within the Water Infrastructure Management (WIM) Unit, you will provide support with the planning, design, and delivery of municipal linear infrastructure, including storm and sanitary sewer systems, stormwater management facilities, water distribution and transmission systems, and City complex initiatives. Participating in multidisciplinary teams, you will provide support for capacity assessment, growth planning, infrastructure servicing and funding, and the development approvals process as well as monitoring capital delivery of growth servicing, service enhancement and City-building complex initiatives. Your role will include technical reviews of engineering studies, reports, and design drawings, ensuring compliance of the City of Toronto technical standards, design criteria, policies, bylaws, procedures, and guidelines related to infrastructure servicing and growth management.
Project Management Accountabilities
Working closely with the City divisions and external agencies, you will support in managing a portfolio of complex infrastructure projects and City‑wide initiates, including governance, planning, infrastructure development, finance, environmental management and project implementation on behalf of Toronto Water. This will involve leading and participating in multidisciplinary project teams, including internal staff and external professional engineers, and mentoring engineering and technical personnel to ensure high standards of work quality, effective teamwork, and continuous learning. You will monitor project scope, schedules, budgets, risk management, and change control, including leading project change reviews and scope change approvals on behalf of WIM. Your responsibilities will include preparing project plans and documentation such as project charters, templates, spreadsheets, reports, presentation and ensuring project documentation is maintained and updated within the project portfolio and document repository.
Stakeholder Engagement, Governance and Communication
An effective communicator at all organizational levels, you will assist with preparation of briefings, presentations, technical reports, and staff reports for City senior management, City Council, Committees, and public education and communication initiatives. You will provide support to a Senior Engineer in meetings with elected officials, City divisions, government agencies, consultants, developers, contractors, and members of the public. Your role will require ongoing coordination with internal stakeholders, such other WIM units, Capital Planning, Operations, Engineering and Construction Services, Transportation Services, Development Engineering, Capital Delivery Coordination (SCCO), and external stakeholders, such as approval authorities, various Provincial and Federal agencies, consultants and contractors, to ensure alignment, accurate reporting, and effective partnerships.
Key Qualifications
Among the other strengths you bring to the role of Engineer will be the following key qualifications:
- Must be registered with Professional Engineers Ontario (PEO), or licensing as a professional engineer in good standing in another Canadian engineering association with the ability to obtain a P.Eng. licence with PEO.
- Completion of post-secondary education degree or diploma in civil and/or municipal engineering.
- Proven technical experience with planning, design, and delivery of municipal linear infrastructure, including storm and sanitary sewers, stormwater management systems, water distribution/transmission systems.
- Experience in project coordination and management, project planning, scheduling, tracking, reporting and documentation.
- Effective written and verbal communication skills, preferably with experience in preparing and presenting technical reports, briefing notes, and recommendations for a diverse group of stakeholders.
It would be an asset to have experience in and understanding of review, exemption and approval processes related to site-servicing infrastructure, alterations to municipal water and sewer infrastructure, and experience in applying municipal guidelines (e.g., Wet Weather Flow Management Guidelines, Sewer Capacity Assessment Guidelines), design criteria (e.g., Design Criteria for Watermains and Sewers), policies (e.g., Foundation Drainage Policy) and by-laws (e.g., Water Supply and Sewers-Use) for development and growth projects.
A valid Province of Ontario Class "G" Driver's Licence, with an ability to drive to different sites in a timely manner, is also required.
