Toronto Water is the City of Toronto division responsible for all aspects of drinking water treatment and supply, wastewater collection and treatment, and stormwater management. The Division’s six business sections manage facilities and assets across the City, including treatment plants, pumping stations, water and sewer mains, laboratories, and yards.

The Water Infrastructure Management (WIM) section of Toronto Water is responsible for the long-term management of Toronto's water, wastewater, and stormwater management assets to optimize infrastructure investment, levels of service, and system performance. WIM provides engineering analysis, asset management, infrastructure planning, policy development, and coordination across Toronto Water. The section supports service delivery to 3.6 million residents in Toronto and surrounding regions, manages over $83 billion in assets, and oversees a 10-year capital plan of approximately $16.2 billion.

The successful candidate for this position will be a member of the Strategic Initiatives Planning unit team responsible for leading strategic infrastructure planning studies concerning growth servicing, service level enhancement, and other emerging demands on the division’s infrastructure. Working with Toronto Water sections, City divisions, and agencies, Strategic Initiatives Planning provides strategic guidance and determines Toronto Water infrastructure needed to support complex City-building initiatives such as major development clusters.

As an Engineer in Strategic Initiatives Planning, you will be responsible for applying subject matter expertise to infrastructure planning studies, technical analysis, program planning and coordination, and liaising with internal/external stakeholders and senior management.  Based on your skillset and/or unit priorities, you may be involved in projects related to sanitary or combined sewers, sewage pumping stations, wet weather flow management, and/or water distribution studies.  In this role, you will be collaborating with others to solve problems and plan for Toronto’s future!

Major Responsibilities:
Your primary responsibilities as an Engineer will vary but you will be expected to:

• Work with internal staff and consultants to lead and support on studies, projects and programs related to water infrastructure management including sewer and water capacity assessments, sewage pumping station capacity assessments, wet weather flow assessment including water quality, and master planning.
• Review, comment, and provide municipal engineering input on reports and drawings, design and analysis, policies, guidelines, procedures, bylaws, and legislation.
• Represent Toronto Water as a technical specialist and/or stakeholder at meetings with internal sections, City divisions, external agencies, the public and Councillor’s offices.
• Prepare technical reports, Committee and Community Council reports, figures and content for public education/communication purposes, as required.
• Manage assigned projects, ensuring effective teamwork and communication, and high standards of work quality, ensuring assigned projects are compliant with contractual and City requirements and completed within established timeframes.
• Prepare capital business cases, project charters, bid documents (RFPs, RFQs, REOIs), terms of reference, and scope of work for consultant assignments, including selection and direction of consultants undertaking professional services for Toronto Water.
• Develop procedures, guidelines, technical standards, and policies related to managing water infrastructure including growth management and infrastructure servicing.
• Lead and contribute to working groups, training sessions, and presentations that support knowledge sharing and process improvement.
• Perform other related duties, as assigned.

Key Qualifications
Your application for the role of Engineer must describe your qualifications as they relate to:

1. Registration as a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO).
2. Completion of post-secondary degree in civil and/or municipal engineering; an equivalent combination of education and experience may be considered.
3. Considerable experience as a Professional Engineer working with water, sewer, pumping, and/or stormwater infrastructure.
4. Experience with capacity assessment, growth planning, infrastructure servicing, wet weather flow management, design and construction and/or development approvals processes.
5. Experience in hydraulic modelling, studies and infrastructure planning.
6. Experience using software pertinent to the job function including Geographical Information System (GIS), and modelling software such as Infoworks and/or Infowater or equivalent.
7. Excellent communication and analytical skills to write technical reports, briefing notes, reports to Committee and Council, presentations, and responses to inquiries by external agencies and the public.
8. Knowledge of the Municipal Class Environmental Assessment (EA) process, applicable to municipal infrastructure planning.
9. Project and stakeholder management skills to plan, lead, manage and implement multidisciplinary projects of varied scope.
10. Interpersonal, conflict resolution, leadership and problem-solving skills, with the ability to interact effectively with all levels of the organization.
11. Fundamental knowledge of federal, provincial and municipal regulations, policies and guidelines related to the job (e.g. Occupation Health & Safety Act) and applicable to wastewater and stormwater systems, infrastructure planning and management.
12. Project and contract management experience is considered an asset for this position.
