As an Engineer Standards and Specifications in the Compliance and Operational Support Section of Purchasing and Materials Management Division, you'll work with various clients to develop, finalize, and defend competitive technical specifications, used in competitive solicitations, while complying with applicable jurisdictional procurement statutes, standards, policies, procedures, guidelines and trade agreements. Your competitive technical specifications will be used in competitive solicitations to procure, evaluate, and contract for goods and services that make Toronto so liveable.

 

The Standards and Specifications unit, which this role is a part of, plays a development, advisory and inspection role within the City of Toronto, including assisting various clients ( including without limitations Toronto Water, Solid Waste Management Services, Transportation Services and other City of Toronto divisions, Agencies, Boards and Commissions, and external clients such as the Broader Public Sector) with their competitive technical specifications for competitive procurements.

Engineer Standards and Specifications Accountabilities

As is typically expected of an Engineer Standards and Specifications, you'll manage multiple assigned files - from inception and in-progress to completion, participate also as technical advisor on procurement related committee(s), present technical information, address clients' questions related to procurement technical engineering content, and other duties as assigned. An integral part of your job will entail researching, reviewing and applying applicable statures, standards, drawings, policies, procedures, and authority(ies) having jurisdiction guidance to develop and finalize competitive technical specifications, addressing bidder/proponent questions related to technical specifications in posted solicitations, reviewing and sign-off and defending bid evaluations report recommendation(s).

 

An excellent communicator at all organizational levels, you'll provide detailed comments and responses related of procurement related engineering technical specifications, including reviewing engineering drawings, studies, reports and prior bid sample evaluations and contracts, and use your engineering expertise and application of best practices to ensure compliance with jurisdictional statutes, policies, standards and by-laws.

Leading the way in delivering assigned files, you'll support effective teamwork and communication, high standards of work quality and organizational performance, and maintenance of related data, and promote continuous learning.

 

Technical expertise and innovation

With your commitment to best practices and the application of engineering theory, principles and practices to competitive procurement engineering technical specifications, you'll be a valued source of technical expertise. As such, you'll represent the Division at meetings with stakeholders, buyers, bidders, proponents, while also providing expert testimony at solicitation disputes and court proceedings.

 

Communication and stakeholder management

Adept at conveying technical and non-technical information to a variety of audiences, and comfortable operating in a complex, multi-stakeholder environment like ours, you'll establish and maintain linkages to other units in the City to coordinate input and ensure effective partnerships. You'll also liaise and maintain relationships with a diverse group of stakeholders - from peers, colleagues, buyers, corporate occupational health and safety members, Locals 416, 79 and 3888 work safety representatives, and clients - related to assigned files

 

Key Qualifications:

Among the other strengths you bring to the role of Engineer Standards and Specifications will be the following key qualifications:

  • Registration as a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO) in good standing, with all PEO PEAK requirements completed on time,
  • Considerable experience in researching and preparing and finalizing and defending competitive technical specifications for competitive RFx solicitations,
  • Experience in reviewing and utilizing findings from various published papers, advisories, inspection reports, and accredited lab test results of various competitively procured goods and services,
  • Possession of a valid Ontario Class `G' Drivers Licence in good standing,
  • Ability to communicate, collaborate and establish effective working relationships within multiple teams and with multiple stakeholders within and external to the City of Toronto including clients, outside agencies and other levels of governments,
  • Ability to apply superior analytical, problem solving and conflict resolution skills to develop, read, interpret and report on designs, drawings, specifications, correspondence and reports in a timely manner, in both team and individual remote work settings, and
  • Possess sound judgment and ability to assume additional duties and responsibilities as required.

 

Given the scope of this role, you'll also call upon your knowledge of policies, procedures and standards governing competitive solicitations, and applicable statutes (e.g., Occupational Health & Safety Act and its Regulations, Accessibility for Ontarians with Disabilities Act and its Regulation), and proficiency using software such as MS Outlook, Excel and Word, and Adobe Acrobat. Daily access to a vehicle will also be required to travel to various work locations and client sites in a timely manner.
