Job Description:
Reporting to the Manager of the Infrastructure Data, the Engineering Technical Co-odrinator will be responsible for coordinating TWAG operations delivery team in the delivery and intake of GIS program enhancements The Engineering Technical Coordinator will be responsible in coordinating the implementation and sustainment of GIS applications including providing technical guidance to ensure the accurate interpretation and consistent application of GIS standards, data specifications, and policies throughout the project lifecycle, from initial concept, data integration and into production.
Major Responsibilities:
- Analyzes, evaluates and comments on designs, project documents, specifications, functional reports, feasibility studies and any documentation related to the operation of the Toronto Water Asset Geodatabase (TWAG)
- Oversees and conducts the review of as-built engineering drawings of Toronto Water linear underground infrastructure for digitization into TWAG
- Participates in updating City requirements and processes in relation to the operation of the TWAG
- Directs and trains staff in the review of new TWAG program functions
- Coordinates and maintains the GIS license management, software upgrading, vendor and technical support to TWAG users.
- Works with divisional and corporate partners on integration of divisional geospatial data with the enterprise geospatial data repository.
- Works with project teams on the design, development and implementation of conceptual, logical, and physical data models and the integration of geospatial information within each.
- Maintains knowledge of both current and emerging GIS products and technology.
- Provides support to corporate and divisional initiatives related to data and spatial applications including strategies, policies, standards, and procedures.
- Facilitates requirements for geospatial products and support by using geospatial data and technology.
- Liaises with City Divisions, councilors, external project owners, utility companies, utility inspectors, developers, consultants, representatives of other municipalities and contractors
- Conducts investigations and studies for a variety of proposals and projects pertaining to the operation and sustainment of TWAG
- Prepares or assists in the preparation of REOI/RFQ/RFP related GIS projects and programs.
- Provides training and support to end users on GIS and geospatial databases.
- Coordinate and manage field survey data, inspection, investigations, and agreement preparation, studies for a variety of proposals, programs and projects pertaining to the operation of TWAG
- Assists senior management on technical advice for decision making related to the planning, design, and delivery of the TWAG program
- Performs and maintains tracking of TWAG quarterly statistical measures; reviews program intake submissions; measures performance of TWAG service management program
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Post-secondary degree or diploma in Geomatics, GIS, Civil Engineering Technology, Environmental Science, Geography or related discipline from a recognized post-secondary institution or equivalent combination of education and/or experience.
- Extensive working experience with computer application software such as Microsoft Office Suite (Word, Excel, Access, PowerPoint etc.) or equivalent, Hansen, CADD (e.g. MicroStation), GIS (e.g. ArcMap, ArcGIS Pro, QGIS, etc.) Spatial Databases, ESRI geodatabases, or relational databases
- Experience in performing the review of engineering drawings for proposed municipal infrastructure and utility infrastructure.
- Considerable experience dealing with project owners, utility companies, consultants, contractors.
- Must have the ability to travel to various work locations as required - valid Province of Ontario Class "G2" or “G” Driver's License preferred
You must also have:
- Knowledge of the engineering principles involved in the design of municipal infrastructure, including watermains, sewers, roads.
- Ability to work with various project teams in the development and implementation of conceptual, logical, and physical data models and integration of geospatial information.
- Ability to provide work direction and review the work of other staff and external parties.
- Practical knowledge of Purchasing and Procurement Procedures and practices.
- Knowledge of the Occupational Health and Safety Act.
- Ability to read and interpret internal and external policies, construction drawings, specifications and various legislation related to the job duties.
- Ability to read and interpret digital or hard copy engineering drawings, maps, and documents (e.g. as-built plans, engineering surveys and contract specifications).
- Practical knowledge of geospatial license management, and associated application administration databases, SQL, FME and queries.
- Ability to participate in and operate as a fully accountable member of a multidisciplinary work
- Analytical and problem-solving skills, and ability to communicate both orally and in writing, and develop solid internal and external work relationships.
- Ability to plan, prioritize, organize and work with minimal supervision.
- Ability to communicate effectively both orally and in writing at all organizational levels.
- Strong interpersonal skills and the ability to use tactful but firm persuasion to secure cooperation from external parties.
- Ability to meet deadlines and work under pressure.
- Ability to work effectively with external project owners, utility companies, consultants, contractors, utility inspectors, other City employees at all levels, Councilors, employees from other municipalities.
