Major Responsibilities:

 

  • Administers, prepares, co-ordinates requirements and reviews designs, reports, specifications and any documentation related to construction projects and land development proposals.
  • Prepares tenders and administers contracts for the installation, construction and rehabilitation of infrastructure to ensure contracts are carried out in accordance with City standards, specifications and procedures.
  • Conducts surveys, investigations, and studies for a variety of proposals, programs, land development applications and projects pertaining to the City’s facilities and infrastructure. 
  • Conducts field inspections and evaluates condition of facilities and that proper traffic control procedures are in place.  Assists the Engineers or carries out technical work for the planning, design, tendering, construction and inspection of municipal infrastructure.
  • Assists with the preparation of budget and tracking of expenditures.
  • Leads projects and directs staff on projects.
  • Prepares drafts of documents, contracts, specifications and agreements for the Engineers or Supervisor.
  • Programs, operates and maintains a variety of mechanical, digital, analogue, wireless, computerized and other equipment and systems in performing surveys, drafting, calculations, diagnostics, repairs, studies, etc.
  • Develops, maintains and monitors programs and systems.
  • Performs design and drafting work and prepares and checks map data and products using Computer Assistant Design and DCAD input information.
  • Checks and provides progress/inspection reports on the work of contractors and developers to ensure use of safety equipment, adherence to approved designs, procedures, regulations, statutes, specifications etc.   
  • Performs and/or monitors tests and submits results for analysis.
  • Liaises with Utility companies, developers, public, contractors, etc. on pre-construction meetings, to resolve problems etc.
  • Prepares training course materials and conducts training courses and demonstrations for users of GIS, TWAG, DCAD.  Trains and directs the work of staff. 
  • Performs and/or reviews research and calculations and analyzes technical data.
  • Investigates and responds to inquiries from the public, surveyors, consultants, contractors related to construction activity on by-law interpretation, location of property lines, encroachments, digital CADD and processes.
  • Acts as crew chief for land surveys and in performing calculations, integration of data, measurements, operation of equipment, etc.  Formats digital data and develops base plan & profile.  Configures computer files. Reviews applications from public, contractors etc. and ensures necessary specifications and requirements are met.
  • Prepares, reads and interpret technical drawings.
  • Performs engineering surveys (design and construction) for existing and new sewers, watermains, bridges, roadways and other public works projects within public highways, parks, easements and private property.
  • Searches, evaluates and analyzes existing records, notes and plans.  Completes reconnaissance surveys.  Searches and digs for iron bars and monuments for establishment of legal property limits.  Directs the survey party in the retracement and establishment of street lines, property limits, lot lines and limits of registered plans.
  • Instructs and directs Engineering Technologists/Technicians in the measurement of topographic and underground surveys.  Determines survey procedure to be used.  Records and makes detailed drawings of same.  Establishes profile cross-section and all underground elevations.  Makes calculations to run both open and closed traverse lines, stadia surveys and triangulations.  Makes detailed park surveys for open watercourse improvements.
  • Finalizes field notes and survey reports for preparation of plans and design.

 

Key qualifications:

Your application must describe your qualifications as they relate to:

 

  1. Completion of a Civil Engineering Technologist Program from a recognized College or equivalent combination of education and experience.
  2. Considerable experience in Civil Engineering with practical experience with municipal water distribution, wastewater collection and storm water management activities and systems.
  3. Must possess a Class "G" or better Driver's License valid in the province of Ontario and able to maintain same and provide a personal vehicle.
  4. Considerable experience in providing customer service to a broad range of stakeholders.
  5. Experience in the operation of TWAG, DCAD and GIS (e.g. ArcView)

 

You must also have:

 

  • Advanced knowledge of a variety of software packages including Microsoft Office Suite (i.e. Word, Excel, Access, Outlook), geospatial data and mapping applications and mainframe systems such as, but not limited to: Hansen, SAP, ArcGIS, TWAG, DCAD and GIS viewer.
  • Knowledge and understanding of Municipal Civil Engineering principles, practices and construction methods related to hydrology, hydraulics, storm water management, water efficiency/conservation; and permanent restoration of transportation infrastructure.
  • The ability to interpret engineering drawings and documents, e.g. plans and profiles, surveys, Specifications, etc.
  • Knowledge and understanding of relevant regulations, statutes, standards and practices (e.g. Occupational Health and Safety Act, Ontario Underground Infrastructure Notification System Act 2012, Safe Water Drinking Act , Construction Act , Ontario Provincial Standard Specifications and Drawings , City of Toronto Water Supply and Sewers bylaws).
  • Demonstrated ability to perform manual and computerized mathematical calculations used in engineering analysis.
  • Knowledge of and experience with procurement and purchasing procedures and the preparation and administration of construction contracts, Requests for Tender, Requests for Quotations, Requests for Proposals.
  • Ability to work effectively in a team environment with consultants, contractors, colleagues and other City employees at all levels and members of the public.
  • Excellent interpersonal skills with the ability to communicate effectively, both verbally and in writing, at all organizational levels.
  • Advanced problem solving, project coordination skills and the ability to exercise independent judgement in dealing with technical matters.
  • Ability to plan, prioritize and organize and work with minimal supervision.
  • Demonstrated ability to provide work direction to other staff.
  • Understanding of continuous improvement processes and practices (e.g. Lean-Six Sigma and/or project management certification would be an asset).
  • Membership or eligibility for membership in the Ontario Association of Engineering Technicians and Technologists would be an asset.
