Transportation Services is seeking Engineering Technologist Technician 1 who will work in the Planning, Design & Management section, specifically in the Vision Zero Projects unit.
Vision Zero Projects Unit
Reporting to the Manager of Vision Zero Projects, the ETT1 will be an integral part in the delivery of the City's Vision Zero Program. In this role, you will be responsible for providing technical expertise and engineering input to eliminate serious injuries and fatalities on city streets and support the advancement of the Vision Zero Road Safety Plan and other related activities. As an ETT1, you will help shape the future of Toronto's streets with a focus on safety, comfort and multi-modal transportaiton.
Major Responsibilities:
- Prepares engineering road designs, pavement marking plans, drawings, maps, sketches and reports for existing and proposed motor vehicle roadways, on and off street bikeways, sidewalks and intersection reconfigurations using Computer Aided Design and Drafting (CADD) software (Bentley Microstation & InRoads).
- Administers, prepares, co-ordinates requirements and reviews designs, reports, specifications and any documentation related to complex traffic operations issues.
- Prepares, reads and interprets technical drawings and plans.
- Reviews and prepares technical comments on the area traffic control proposals, roadway geometric design, pedestrian and cycling issues, public transit issues, traffic signals, pavement marking, traffic and parking regulations.
- Checks and provides progress/inspection reports on the work of contractors or operational staff to ensure use of safety equipment, adherence to approved designs/ plans, procedures, regulations, statutes, specifications etc., as well as ensures equitable and safe use of the right-of-way and compliance with the City policies, design guidelines and other regulations.
- Leads projects and directs staff on projects.
- Prepares training materials and conducts training courses and demonstrations related to the Planning, Design& Management section programs and systems. Trains and directs the work of staff.
- Assists with the preparation of budget and tracking of expenditures.
- Assists Engineers, Project Managers and other management staff and carries out work technical work for the planning design, tendering construction and inspection of municipal infrastructure.
- Conducts and/or reviews traffic analysis including: analysis of traffic speed, traffic signal timing and progression, volume and collision data, traffic pattern trends for application to site specific solutions.
- Conducts field surveys, investigations, review of existing conditions and studies related to multi-modal safety, planning processes, new capital project design, transferring, closing and acquiring lands, and may be required to troubleshoot with regard to job site problems.
- Investigates and responds to inquiries from the public, consultants, contractors related to technical, contract or design projects and participates in public consultations.
- Searches, evaluates and analyzes existing records, notes and plans. Finalizes notes and reports for preparation of plans and design.
- Prepares reports to Committees and Council, prepares briefing notes for the Supervisor/manager.
- Participates in various committees and working groups.
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Post-secondary education in an accredited Engineering Technology or Civil Engineering program or approved equivalent combination of education and experience.

Considerable experience in traffic and transportation engineering, road safety specifically related to traffic operations and road construction.

Considerable experience in the design of complex municipal infrastructure including motor vehicle roadways, on and off-street bikeways, sidewalks and intersection geometric reconfigurations.
- Considerable experience in reading and interpreting technical drawings and plans as well as preparing drafts of contract documents including writing specifications and estimating quantities.
- Considerable experience utilizing Computer Aided Design and Drafting (CADD) software such as Bentley Microstation, AutoTURN and InRoads to produce alignments, profiles, cross-sections, pavement markings and barrier/divider designs, as well as other computer software including MS Office (Word, Excel, PowerPoint) in a design environment.
- Must possess and maintain a valid Province of Ontario Class "G" Driver's Licence and the ability to obtain a City's Driver's Permit.
You must also have:
- Excellent interpersonal, written and verbal communication skills to resolve customer issues, conflicts and complaints in-person, telephone and through written correspondence.
- Highly developed analytical skills and ability to make sound decisions using good judgement
- Ability to write correspondence and reports in a clear, concise and legible manner.
- Ability to work independently with minimal supervision and work effectively in a team environment.
- Extensive knowledge, understanding and application of relevant regulations, statutes, standards and practices such as Occupational Health and Safety Act, Ontario Provincial Standard Specifications (OPSS), Ontario Provincial Standard Drawings (OPSD), Transportation Association of Canada Design Guides (TAC), Accessibility for Ontarians with Disabilities Act (AODA), Ontario Traffic Manuals (OTM), NACTO Street Design Guides, Highway Traffic Act (HTA).
- Ability to perform manual/computerized mathematical calculations and engineering estimates using traffic analysis techniques.
- Ability to apply the principles of traffic engineering technologies and theories into practice.
- Ability to travel to various work sites in a timely and efficient manner.
- Traffic simulation software experience would be considered an asset.
- Experience with spatial analyst extension and Model Builder function of ArcGIS would be considered an asset.
