Job Description
In this role, you will be responsible for providing, technical expertise and engineering input intoaddressing complex traffic operations issues. These issues include congestion management,neighbourhood infiltration, Complete Streets implementation strategies, transit network, operationalstudies and Vision Zero initiatives for all road users.


Major Responsibilities:

  • Administers, prepares, co-ordinates requirements and reviews designs, reports, specificationsand any documentation related to complex traffic operations issues.
  • Conducts surveys, field investigations, and studies of traffic surveys to establish collisionfrequency, traffic volumes, pedestrian delays, parking duration, delays, etc., including the use ofrelated technical equipment in the field and in the office.
  • Conducts field inspections and evaluates condition of facilities and that proper traffic controlprocedures are in place. Assists in the implementations, extensions or reductions in permitparking hours of operation.
  • Leads projects and directs staff on projects.
  • Programs, operates and maintains a variety of mechanical, digital, analogue, wireless,computerized and other equipment and systems in performing analysis of traffic speed, trafficsignal timings and progression, volume and collision data, traffic pattern trends for application tosite specific solutions.
  • Develops, maintains and monitors programs and systems.
  • Checks and provides progress/inspection reports on the work of contractors and developers toensure use of safety equipment, adherence to approved designs, procedures, regulations,statutes, specifications, residential on-street permit parking etc. and/or adjustments to trafficregulations and control devices such as, traffic control signals, pedestrian crossovers, one-waystreet designations, exclusive transit/bicycle/HOV lanes and parking control devices.
  • Performs and/or monitors tests and submits results for analysis.
  • Liaises with Utility companies, developers, public, contractors, etc. to resolve problems etc.
  • Performs and/or reviews research and calculations and analyzes technical data.
  • Investigates and responds to inquiries from the public, consultants, contractors related to trafficmanagement/calming, cycling and pedestrian safety, congestion, public transit, parking andvehicular conflict problems.
  • Configures computer files. Reviews applications from public, contractors etc. and ensuresnecessary specifications and requirements are met.
  • Prepares, reads and interpret technical details and plans of area traffic control proposalsincluding roadway geometric design, traffic calming devices, pedestrian and cycling issues, publictransit issues, traffic signals, pavement marking, traffic and parking regulations.
  • Instructs and directs Traffic Field Investigator(s) and Technical Trainees.
  • Finalizes field notes and survey reports for preparation of plans and design.
  • Instructs Signs and Pavement Markings staff on the placement of traffic signs and pavement markings.


Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Certified Engineering Technician or Technologist specializing in Transportation Planning or Engineering or eligibility for membership in the Ontario Association of Certified EngineeringTechnicians and Technologists or approved equivalent combination of education andexperience.
  2. Considerable experience in general traffic engineering with experience related specifically to traffic operations.
  3. Experience in applying municipal traffic and parking by-laws, the Highway Traffic Act,geometric design and traffic analytical techniques.
  4. Experience in MS Office, and traffic operations software such as Highway Capacity Software(HCS), Synchro etc.
  5. Must possess and be able to maintain a valid Province of Ontario Class "G" Driver's Licenseand must qualify for the City's equipment operating permit.


You must also have:

  • Knowledge in the principles of traffic engineering technologies, theories and practices.
  • Ability to organize transportation studies and recommend appropriate solutions with emphasis onmeeting deadlines.
  • Excellent diagnostic and analytical skills.
  • Highly developed interpersonal skills with the ability to interact and communicate effectively withall levels of the organization as well as with external clients.
  • Excellent writing skills and ability to prepare correspondence and reports.
  • Knowledge of the Occupational Health and Safety Act and its regulations.
  • Knowledge of City of Toronto Municipal Code.
