To provide critical application development, sustainment and to support enterprise or line-of-business solutions as a work package lead on project teams. To provide expertise in the development of lifecycle application architectures including feasibility studies, analysis, design, testing, implementation and maintenance for City application environments such as websites, document management/data warehousing, asset management systems and client service applications.

Major Responsibilities:

  • Provides advanced technical skills to develop, enhance, sustain and support complex critical enterprise or line-of-business solutions, when participating or functioning as a work package lead for example City websites, document management/data warehousing, asset management systems and client service applications in all areas of business, technology and information across clusters and divisions.
  • Provides technical systems development, complex coding and application support skills, often within a multidisciplinary business, technology and information team from across the corporation.
  • Develops and/or applies complex business and application models, information structures, data models, database schemas, network and security interfaces as governed by architectural frameworks technology standards, information policies and legislative requirements.
  • Deploys and coordinates applications for example City web sites, document management/data warehousing, asset management systems and client service applications, including monitoring, performance tuning, logging, configuring, troubleshooting and quality assurance (e.g. adherence to standards).
  • Performs administration, configuration and tuning, in the development, staging and production environments in support of eCity applications.
  • Investigates, implements and practices security, privacy and quality assurance requirements consistent with MFIPPA, City by-laws, legislation and corporate policies and standards regarding the management of information throughout its lifecycle as a corporate resource (i.e. creation/acquisition, processing, publication, storage and final disposition of structured and unstructured data.).
  • Coordinates the application implementation process by coordinating internal and external developers in accordance with established project management principles and methodologies (e.g. workplan progress, issue management, change management, quality assurance, migration planning, contingency measures and risk mitigation).
  • Analyzes, contributes and provides technical consultation, and recommendation for improvements to current business practices, business and information processes, data flows, information delivery and knowledge utilization toward a more efficiently managed and coherently integrated information environment for all clusters and divisions in the City.
  • Assists in preparing RFI/P/Qs and other formal project documents (Statement of Work (SOWs), Memorandum of Understanding (MOUs), Service Level Agreements (SLAs)); participates in evaluating, selecting and recommending technical solutions and professional services; assists in managing vendors and contractors in the overall solution delivery process.
  • Creates, and implements SLAs and/or Terms of Use Agreements with clients.
  • Contributes to developing outputs from the Systems Development Life Cycle (SDLC) by conducting feasibility studies, developing business cases, testing and implementing applications.
  • Conducts interviews and needs assessments with clients to develop or contribute to business requirements preparation.
  • Contribute and participate in development and implementation of test scripts.


Key Qualifications:

Your application for the role of Enterprise Application Technical Specialist should describe your qualifications as they relate to:

  1. University degree in Computer Science or a related discipline and/or several years of experience working on large-scale information technology projects, or an approved equivalent combination of education and/or experience.
  2. Considerable experience in coordinating and deploying web analytics applications, with a strong preference for Oracle Infinity in a WordPress Web Content Management application in a high-availability clustered environment for websites, including monitoring, performance tuning, logging, configuring, troubleshooting and quality assurance.
  3. Experience in the administration of web analytics tools, with a strong preference for Oracle Infinity, including, JavaScript tagging, campaigns, profiles, and standard and custom reports, with additional experience in using some of the following or equivalent tools and methodologies: JAVA, J2EE, HTML, XML, Google Search Console, Dynatrace.
  4. Experience in the deployment, administration and configuration of web analytics tools, preferably Oracle Infinity, and experience using mass email tools such as Listserv, collaboration tools such as WordPress and SharePoint.
  5. Experience in Windows system administration and technical problem resolution.
  6. Experience in supporting stages of technical systems deployment within a large-scale development life cycle involving complex coding, and application support skills related to a multidisciplinary team focused on business, technology and information and enterprise architecture planning approaches.
  7. Experience translating business requirements into analytics solutions and actionable insights.
  8. Experience defining KPIs, conversion funnels, customer journeys, and performance measurement frameworks.
  9. Tagging and Data collection including, JavaScript tracking implementation, event and behavioral tracking, data layer design and governance, cross-domain tracking, campaign attribution.


You Must Also Have:

  • Extensive experience implementing, administering and optimizing Oracle Infinity including Profile management Segmentation, Data exports, Reporting and dashboard development, Streaming analytics considered an asset.
  • Experience with Microsoft Excel, BI Platforms, Dynatrace, JIRA, Service Now, and Developer Tools preferred.
  • Demonstrated experience in applying interpersonal, oral and written communication, presentation and training skills with a wide variety of audiences.
  • Strong analytical, problem-solving, listening and interacting skills.
  • Demonstrated efficiency and effectiveness in working in a cross-functional team, and an aptitude to work independently and collaboratively in a multidisciplinary team setting with competing demands and deadlines.
  • Experience in maintaining effective consulting relationships with corporate clients and vendors, using a strong customer service orientation.
