Job Description:
As an Evaluator Programs, you will help design, plan, and lead the implementation of small and large evaluations, needs assessments, and applied research projects. Your role is to lead applied research for ED&C division using data to assess impacts of programs and services. This work would support program areas within the division to review their services in support of incremental innovation and continuous improvement while collaborating cross-functionally. As a successful evaluation lead (social outcomes) for this team, you must possess a strong technical background, especially in program evaluation, outcomes frameworks and results-based accountability.

Major Responsibilities:
- Develops plans for the implementation of the evaluation strategy in collaboration with internal and external groups.
- Collaborates with divisional units/sections/branches in the planning and evaluation of programs.
- Researches, reviews and implements policy and programs for evaluation.
- Designs causal and/or logic models and/or theories of change to frame and design/integrated measurement frameworks for divisional policies, strategies and plans.
- Designs, plans, and implements high quality applied research, evaluation and/or baseline studies.
- Designs, develops and implements surveys to determine customer satisfaction with specific programs.
- Analyzes needs and develops assessment tools.
- Coordinate and collaborates with divisional managers, technical experts in the related field of the study to streamline related or connected work processes and/or data collection and to ensure monitoring and evaluation components are well integrated in the implementation plans.
- Designs and tests evaluation and applied research strategies and tools to ensure the quality and usability of performance monitoring tools and collects data from patrons and program participants to supports the decision-making process.
- Coordinates cross-functional groups within the division to support data quality assurance and data governance guidelines.
- Performs the statistical analysis and evaluation of results and prepares reports.
- Collaborates in decisions reached and ensures outcomes are supported and provides mediation for opposing viewpoints
- Translates lessons learned, evaluations and/or research results into knowledge products that are visual, easy to apply and communicate
- Represents the team and gives presentations at relevant learning networks, meetings and events related to research, evaluation, or knowledge management related to relevant subject areas.
- Provides subject matter expertise related to evaluations.
- Trains divisional and unit staff on monitoring and evaluation of foundational knowledge.
- Provides directions and guidance to research analysts and/or research trainees.
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Post-secondary education in Data Science, Economics, Statistics, Applied Mathematics, Analytics or a related discipline or the approved equivalent combination of education and/or experience.
- Considerable experience in designing, conducting and supporting program evaluations and/or social services research.
- Considerable experience designing and executing quantitative and qualitative evaluation/research methods.
- Experience with sampling design, statistical analysis and Results Based Accountability as an evaluation framework
- Experience developing program logic models
- Experience in computer logic and applications (i.e., undertake data analysis, create surveys, building data visualizations in data visualization tools such as Power BI, Tableau, etc.).
You must also have:
- Excellent written, verbal communication skills and presentation skills with the ability to communicate with a broad range of stakeholders.
- Ability to capture, analyze and synthesize information and prepare user-friendly business documents, reports and briefing materials accurately.
- Ability to mobilize knowledge for diverse audiences using a range of communication tools.
- Ability to support, motivate, train, guide and provide work direction to staff.
- Excellent analysis and data visualization skills.
- Ability to plan, prioritize, analyze, organize assignments and work with minimal supervision.
- Ability to take initiative, problem solve and use sound judgment to resolve issues.
- Ability to develop and maintain strong interpersonal relationships and work co-operatively in diverse team settings.
- Proficiency in a variety computer software applications (e.g. MS Word, Excel, PowerPoint and Outlook), databases and presentation software etc.
