Job Description:
The City of Toronto's Fleet Services Division (FSD) provides a full range of fleet management services for City Divisions and Agencies. We direct the management of the City’s fleet including the acquisition, maintenance and disposal of assets; along with the City’s industry leading Green Fleet Plan and fuel management infrastructure. The City of Toronto has the largest municipal fleet in Canada and one of the most complex Fleets in North America.
Major Responsibilities:
Reporting to the Supervisor Financial Services Fleet, the Finance Representative will provide financial and accounting support to various fleet garages and provide information and support to external vendor inquiries on invoice processing and payment requisitions.
- Performs accounts payable and purchasing duties such as reviewing, analyzing and reconciling to the general ledger accounts, WBS elements, setting up and maintaining expenditure and revenue spreadsheets, reviewing and processing of purchase requisitions, contract release orders, purchase card reconciliations/transactions, processing and reviewing parked incoming documents, resolving vendor invoice inquiries as well as goods receipts entry for operating/capital using SAP and other systems
- Investigates and analyzes problems associated with account reconciliation, SAP documents, dishonoured cheques and credit card transactions, and takes corrective action.
- Resolves issues with maintenance jobs through coordination with maintenance staff.
- Performs aging analysis on payables and provides solutions to expedite invoice processing and parked document resolutions.
- Provides information in response to inquiries/complaints and exchanges of information with external vendors and corporate financial functions.
- Prepares working papers and co-ordinates with internal auditors and Accounting Services, Corporate Finance for year-end audits and closing of accounts.
- Prepares journal entries, calculates and processes accruals and revenues for various operating/capital expenditures and revenues and reclassifying and reallocating of expenditures and revenues.
- Provide financial guidance and assistance to divisional staff/garages to ensure City's policies and procedures are followed and financial controls are in place.
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Considerable relevant financial/accounting experience acquired through a combination of education (i.e. present enrolment in courses/program working towards completion of a professional accounting designation) and practical work experience in the accounting field.
- Considerable experience applying various accounting procedures, practices and techniques including accounts payable and receivable processes.
- Considerable experience in purchasing functions and applying related purchasing policies and procedures.
- Considerable experience using Microsoft Word and Excel as well as SAP or an equivalent accounting system.
- Considerable experience analyzing and interpreting financial data.
You must also have:
- Knowledge of the City of Toronto Financial Control By-Law, Purchasing By-law and other related City purchasing policies and procedures.
- Ability to work accurately with figures and to prepare financial statements and letters.
- Ability to work in teams and maintain co-operative relationships.
- Strong interpersonal skills, with the ability to communicate effectively, both orally and in writing, at all organizational levels.
- Ability to plan, organize and manage work from multiple management staff with minimal supervision under tight time constraints.
- Knowledge of the Generally Accepted Accounting Principles (GAAP).
- Knowledge of financial and internal controls.
