The Office of the Chief Financial Officer & Treasurer is seeking an experienced Financial Planning Analyst to support the Comprehensive Development Charges Review.
Reporting to the Manager, Financial Strategy & Policy, the Financial Planning Analyst will play a key role in supporting the City's Development Charges By-law Review. This position will involve contributing to financial modeling, research, policy development, and stakeholder consultation. The Financial Planning Analyst will work closely with an interdisciplinary team, external consultants, and City divisions to ensure the statutory steps of the Development Charges Act are followed throughout the background study process. The role requires strong organizational, analytical, and project coordination skills to help deliver a comprehensive and compliant Development Charges By-law Review.
Major Responsibilities:
- Assists in the tracking and execution of key tasks related to Comprehensive Development Charges Review, helping coordinate a consultant team, and ensuring alignment with legislative requirements and corporate objectives.
- Conducts financial modeling, research, and analysis to support policy recommendations and the preparation of the Development Charges Background Study.
- Prepares policy briefings, reports, and recommendations to support decision-making within the City’s fiscal and legislative framework.
- Coordinates with internal divisions, agencies, boards and commissions to secure technical inputs on development charge eligible capital projects.
- Reviews and analyzes all growth-related capital infrastructure requests from service areas prior to submission to the development charges project team.
- Works with client programs and ensures on-going adherence to development charges review directions with respect to growth-related infrastructure and capital budgets. Supports the delivery of training for staff in divisions and ABCs involved in the development charges review.
- Undertakes a thorough review and critical analysis of divisional and agency costs and capital budgets, including resources and infrastructure required to deliver the identified services.
- Participates in and facilitates briefings and reviews for Committees members, individual Councillors, and senior leadership.
- Effectively participates in the development of strategic and innovative approaches, financial strategies and analytical techniques and ensures the effective provision of senior level advice, guidance, assistance and analytical services, providing fiscally sustainable solutions to meeting the City's fiscal challenges, including cost containment and revenue maximization.
- Establishes and maintains productive relations with Councillors, the City Manager, Deputy City Managers, the Chief Financial Officer & Treasurer, General Managers and heads of Agencies, Boards & Commissions and other orders of government and briefs and advises on financial planning and management policies and protocols as well as other key City policies and legislation and their application to all matters having financial implications, fiscal challenges and strategies, and the capital budgetary process.
- Contributes to the preparation and delivery of presentations for the Mayor, Councillors' ward meetings, other orders of government, stakeholders and visiting delegations to the City on financial planning process, capital plans, financial challenges and strategies and the City's overall fiscal health.
- Supports the development and participates in the delivery of the City's public consultation process.
- Facilitates and supports the multi-year capital budgets and associated long-term infrastructure delivery and service planning.
- Manages the provision of expert financial support and advice to Committees and Council that supplements the City Clerk's management and recording of budget meeting proceedings.
- Participates in special project teams relating to Council-directed, corporate, inter-program or services-specific initiatives or issues, providing sound strategic financial analysis and advice for recommendation, resolution and implementation.
- Provides strategic, financial link between the City and its Agencies, Boards and Commissions, including advice on the resolution of issues, interpretation of and compliance with Council direction and City policies and procedures.
- Provides input into the labour negotiation process regarding financial matters as well as deals with highly confidential and sensitive labour relations, staffing, real estate and legal issues affecting City and ABC services, operations and resources.
- Contributes to the provision of media releases and background information to the media, Councillors and the public regarding the City budget/budget process as well as City financial planning and management policies and other financial or service-based information on behalf of the City.
- Keeps abreast of the Corporation's changing strategies, priorities, policies and programs, as well as provincial legislation, to ensure that the design and delivery of service plans and budgets are linked to strategic objectives and Council priorities; to provide effective financial analysis and advice to client City Program and ABC staff as well as senior management, individual Councillors, Committee and Council, and to assess potential financial issues and funding strategies.
- Implements procedures and tools that facilitate the preparation, analysis, consolidation and reporting for service planning and budgeting as it pertains to the development charges review process. Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
Key Qualifications:
- Post-secondary education in a professional discipline pertinent to the job function or an equivalent combination of relevant training and/or experience (such as public policy, business administration, or finance).
- Extensive experience working with a diverse range of staff levels including senior management, external stakeholders, and internal partners in a productive and collaborative manner.
- Extensive experience making critical and strategic decisions, demonstrating innovation and results oriented leadership, fiscal accountability, and strong customer service orientation.

- Possesses solid knowledge and understanding of municipal government operations, municipal funding tools including property taxation and development charges, and/or intergovernmental relations.
- Ability to interact and communicate effectively (written and oral) using strong political acuity with all organizational levels including elected officials, political representatives and the media.
- Ability to plan, develop, coordinate, and write a broad range of materials including reports, correspondence, briefing notes, decks and strategic documents for senior management that include strategic advice and recommendations.
- Strong ability to be flexible and manage multiple tasks in an environment with shifting priorities, firm deadlines and high-performance expectations.
