Reporting to the (Computer Aided Dispatch/Records Management System (CAD/RMS) Section Captain within Toronto Fire Service’s (TFS) Technology Division, the Geospatial Information System (GIS) Application Specialist is responsible for supporting GIS-enabled applications used by TFS for operational deployment. The role requires knowledge and expertise in spatial analysis, database management, and data modelling.
The primary functions associated with the role include, but are not limited to, the following core services:
Major Responsibilities
- Provide direct operational support for the CAD, Incident Records Management, and staffing systems used by TFS.
- Participate in an after-hours on-call rotation to provide technical support for mission-critical systems and mobile devices.
- Expected to develop and maintain expert level knowledge of CAD and other public safety technologies.
- Maintain accurate spatial and geographic databases associated with TFS’s CAD system and other GIS-enabled applications. Regularly address spatial data discrepancies or refinements in emergency response plans.
- Connect/integrate address-based data with risk reduction applications and corporate data to provide a consistent and comprehensive view of community risk reduction processes.
- Contribute to emergency response planning by providing GIS application expertise or spatial analysis.
- Coordinate and collaborate with multidisciplinary teams when planning and implementing new GIS-related solutions or enhancements to existing applications.
- Assist with building, testing, documenting, installing and training of GIS-enabled off-the-shelf or customized applications.
- Document data dictionaries, metadata, and workflows for divisional geospatial assets.
- Conduct quality assurance checks to maintain data reliability.
- Work within a public safety environment independently with minimal supervision and collaboratively, while contributing to a diverse team environment.
- Utilize Microsoft SQL Server to support, troubleshoot, and optimize mission-critical GIS, CAD, and operational data systems.
In addition to the above duties, the successful candidates are required to:

- Serve as a member of the Toronto Fire Service emergency response team, directly supporting Division-specific objectives related to emergency response readiness and operational effectiveness.
Minimum Qualifications
Your application must describe your qualifications as they relate to the following:
Must possess:
- Post-secondary degree or diploma in GIS, Data Science, Engineering, Computer Science, Urban Planning, or an approved equivalent combination of education, training and experience.
- At least three years’ experience (within the last five years) in GIS, spatial analysis, and application support, ideally within a municipal or emergency services environment.
- Possess a Driver's License, Class 'G' or better, valid in the Province of Ontario and be able to maintain the same.
Must also possess:
- Able to translate organizational needs into GIS-based solutions and measurable outcomes
- Expert proficiency with enterprise GIS software (e.g., Esri ArcGIS Pro/Enterprise)
- Hands-on experience with Microsoft SQL Server (queries, stored procedures, optimization, SSIS/SSRS/SSAS) to support mission-critical operational systems.
- Proficiency in scripting languages such as Python or Visual Basic for automation and analysis.
- Highly developed analytical and problem-solving skills
- Experience using MS Office (Word, Excel etc.)
- Experience in leading and documenting technical projects and communicating with management and external stakeholders.

- Ability to work with competing demands, prioritize and meet deadlines

- Must provide a Criminal Record Check obtained from a police service in Ontario, to the satisfaction of Fire Services
- Entry-level TFS exam may be required
