Job Summary

 

Reporting to the Captain, Recruitment and Outreach (the "Captain"), the job duties for this position includes, but are not limited to, the following:

  • Deep engagement with Indigenous, Black, and other equity-deserving groups.
  • Engaging in active community outreach and recruitment of candidates from underrepresented and diverse communities in Toronto, so as to help Toronto Fire Services (TFS) build an increasingly inclusive, welcoming, and diverse workforce that is better reflective of the communities TFS serves.
  • Executing and coordinating strategic outreach initiatives, programs, and marketing campaigns, targeted towards underrepresented and diverse communities, to increase their accessibility to TFS career opportunities and to attract well-qualified candidates from these underrepresented communities to TFS career positions when they become available.
  • Promoting brand identity of TFS to all Toronto communities.
  • Building and maintaining relationships with internal and external stakeholders, including external organizations and diverse communities to attract diverse talent.
  • Engaging in the tracking and reporting on all aspects of recruitment & outreach metrics, initiatives, and source effectiveness with respect to efforts made with underrepresented and diverse communities.
  • Conducting specific data collection for assessing results and identifying areas of opportunity, change and improvement.
  • Providing reports when requested by the Captain.
  • Providing advice and recommendations to the Captain on best practices in addition to tracking progress to goals, to ensure the most impactful results.
  • Working closely with all stakeholders, including the City's People and Equity Division, and remaining abreast of current trends in outreach and recruitment.

 

Major Responsibilities

 

Duties include, but are not limited to:

  • In consultation with the Captain, implements a customized strategic outreach program that is targeted towards members of diverse and underrepresented communities and groups in order to provide information about TFS career opportunities, market such opportunities, and attract and retain qualified candidates.
  • Planning, executing, and evaluating strategic outreach initiatives, programs and marketing campaigns, while ensuring effective coordination and implementation.
  • Adequately tracking the performance of all initiatives, programs, and campaigns.
  • In collaboration with the TFS Public Information Office section, participates in social media outreach, using all platforms, including Facebook, Twitter, Instagram and LinkedIn as appropriate.
  • Coordinating, managing, and actively participating in TFS sponsored job fairs and network events.
  • Participating and travelling to job fairs and events sponsored and hosted by others, as assigned.
  • Monitoring and tracking all placements and conducting ongoing follow-up to ensure successful employment outcomes for candidates hired through the outreach program.
  • Researching, applying and promoting best practices related to inclusion, diversity and outreach, and providing guidance and recommendations to the Captain, in order to facilitate the recruitment of well qualified diverse candidates.
  • Partnering with internal and external stakeholders, as directed by the Captain, including the People and Equity Division and TFS Communities of Inclusion to enhance outreach efforts, as required.
  • Conducting research, including with respect to the needs for, and the challenges to, developing and implementing outreach efforts and marketing strategies.
  • Maintaining and updating databases.
  • Providing data and/or reports when requested by the Captain.
  • Presenting draft reports and recommendations to the Captain as requested.
  • Preparing and delivering presentations and workshops to staff, stakeholders and partner organizations, jointly with other TFS representatives or on own, as requested.
  • Establishing and building partnerships and networks with individual job seekers, community leaders, educational institutions, etc.
  • Collaborating with stakeholders and partners, managing relationships, and coordinating joint events and project activities. Participating in meetings for TFS recruitment processes as assigned.
  • Providing hiring managers with insights and recommendations as they relate to the recruitment process.
  • Responding to questions and requests from all stakeholders, partners and others.
  • Creating a positive and consistent experience for potential candidates and communities that are reflective of the values of TFS.
  • Contributing to a work environment that encourages knowledge of, respect for, 
    and development of skills to effectively engage with those of other cultures or
    backgrounds.
  • Remaining competent and current through self-directed professional reading, 
    developing professional contacts with colleagues, attending professional
    development courses, and attending training and/or courses, as required and
    as approved by the Division Chief.
  • Performing other duties as assigned.
  • Being available, beyond regular work hours (including evenings and weekends), to attend community, job or career related events, both within the city of Toronto as well as throughout the Greater Toronto Area, in accordance with the Collective Agreement.

 

Minimum Qualifications

Your cover letter and resume must describe your qualifications as they relate to:

  • Must have lived experience as an Indigenous, Black, 2SLGBTQ+ or other equity-deserving group member and/or considerable experience working with equity-deserving communities and organizations relating to recruitment, careers, diversity, and inclusion.
  • Must have experience as a Firefighter and/or in another professional fire service discipline.
  • Formal education in community studies, social work, human resources or equivalent education and/or experience.
  • Provide a Vulnerable Sector Check obtained from a police service in Ontario, which must be to the satisfaction of TFS.
  • Strong ability to work on recruitment and outreach initiatives and projects from implementation to conclusion through initiative, experience, and a drive for results.
  • Strong consultative relationship building skills.
  • Must be highly organized and able to manage multiple tasks simultaneously.
  • Strong written and verbal communication skills with the ability to communicate
    across all levels of the organization.
  • Ability to work independently with high energy, self-motivation, initiative, creativity, strong time management skills, and resourcefulness.
  • Reliable.  
  • Ability to work in a team environment in a collaborative and inclusive decision-making manner.
  • Proficiency in Microsoft Office applications, including Word, Outlook, Excel and PowerPoint.
  • Must possess and maintain a valid Ontario Driver's License, minimum class “G”.
  • Experience building relationships with key stakeholders and decision makers.
  • Strong report-writing ability.
  • Strong presentation skills with demonstrated experience in developing and delivering presentations.
  • Must be willing to travel to various work locations within the City of Toronto and the Greater Toronto Area.
  • Must be willing and able to work beyond normal hours, including evenings, nights and weekends on an as required basis.
  • Must be physically capable of performing required duties, including ability to lift a minimum of 40lbs.

 

Assets

  • Certification / Professional qualification under NFPA 1035 – Fire and Life Safety Educator, Public Information Officer.
  • Experience in completing recruitment focused activities.
  • Experience in successfully coordinating and executing outreach initiatives.
  • Experience conducting interviews and assessing candidate interview results.
  • Other NFPA Professional qualifications.
  • Experience with public relations, marketing and public speaking.
  • Project management expertise.
  • Experience with social media outreach practices on multiple platforms.
  • Considerable experience, within the last five years, working with any one or more of the above equity deserving groups, with a demonstrated successful track record of successfully enhancing equity, diversity and inclusion.
  • Experience in full cycle recruiting from the job posting stage to job offer stage.
  • Multilingual skills.

Assessment of Candidates

  • Must provide proof of a valid Ontario Driver's Licence Class "G” and a certified driver’s abstract from the Ministry of Transportation.
  • Candidates who are selected for an interview will be assessed based on the job interview.
