The successful candidate will be required to adhere to a hybrid work model, with a minimum of three days per week in the downtown office, in accordance with organizational policies, which are subject to change.

As an HR Consultant, you will contribute to the development and stabilization of the City of Toronto’s HR reporting environment, supporting the transition toward a more integrated and consistent reporting framework.


Working within an SAP environment, including SAP SuccessFactors and SAP ECC, you will assist in gathering, documenting, and analyzing business requirements related to HR data and reporting. This includes contributing to report development, validating data outputs, and ensuring alignment between business requirements and technical configurations.

You will work closely with internal stakeholders, including HR partners and technical teams, to address reporting needs, participate in testing activities, and contribute to the resolution of data and system issues. The role includes data analysis, quality assurance activities, and the preparation of documentation such as functional requirements and test scripts.

Success in this role requires a solid understanding of HR processes and data structures, along with the ability to interpret requirements and support their translation into technical solutions. Familiarity with SuccessFactors reporting tools, attention to detail, and the ability to operate effectively within a structured environment are important. Strong analytical, organizational, and communication skills are required to support reporting and system-related activities.

Major Responsibilities

  • Provides business and functional support for SAP products, including SAP SuccessFactors, SAP ECC, and SAP BW/BI; performs quality assurance, troubleshooting, and analysis.
  • Delivers consultation to internal clients, develops SuccessFactors reports, and translates business requirements into technical specifications.
  • Supports the design and documentation of HR business processes, procedures, and standards.
  • Plans and coordinates SAP system testing, along with related applications and tools, in alignment with the City’s change management framework.
  • Applies analytical and problem-solving skills to investigate operational system issues and provide data-driven insights.
  • Participates in testing activities supporting technical enhancements and system releases (e.g., SuccessFactors releases, SAP Support Stacks).
  • Prepares and contributes to technical documentation, including functional requirements and test scripts.
  • Supports the design, implementation, and maintenance of data extracts and integrations with external systems.
  • Represents the People & Equity division in meetings and cross-functional initiatives, as required.
  • Provides knowledge transfer and guidance to team members and clients.


Key Qualifications

  1. Minimum three years of progressive experience in HRIS, including SAP SuccessFactors and/or SAP ECC, with a focus on HR reporting and data analysis.
  2. Experience in technical development within SAP environments supporting HR functions in large public or private sector organizations.
  3. Experience performing complex HR master data analysis and applying data validation and reconciliation techniques within SAP environments, including record counts, variance analysis, and cross-system comparisons.
  4. Experience working within structured change management and deployment frameworks, including DEV, QA, and PROD environments, transport approvals, and release cycles.
  5. Demonstrated consulting experience, including stakeholder engagement, prioritization, and translation of HR business requirements into technical solutions, along with development of functional specifications and user documentation.
  6. Strong understanding of HR data quality principles, including issue identification, root cause analysis, and remediation tracking.
  7. Experience supporting enterprise solution delivery, with knowledge of the system development lifecycle.
  8. Experience leading or supporting comprehensive User Acceptance Testing (UAT) for new and existing system functionality.
  9. Proficiency with standard desktop applications, including Microsoft Excel, Access, Word, and PowerPoint.
  10. Demonstrated ability to produce clear, structured documentation, including functional requirements, test cases, and user guides.
  11. Ability to manage multiple requests and competing priorities in a high-volume operational environment.
  12. Strong verbal and written communication skills, with the ability to engage effectively across all organizational levels.


Assets

  • Certification such as SAP Certified Application Associate in People Analytics, Employee Central, or Recruiting.
  • Experience with SuccessFactors People Analytics tools (Table, Canvas, Story) and associated deployment processes.
  • Experience working in a unionized or public sector environment.
  • Working knowledge of SuccessFactors Role-Based Permissions (RBP).
